HomeMy WebLinkAbout2010-05-03 Board of Selectmen PacketTO: Board of Selectmen Date: Monday, May 03, 2010 Re: Report on Water Emergency Timeline ♦ 5-1-10 at 12:15 (Saturday) Notification from EOC that there had been a break - reduce water use - received at Town Manager's office computer ♦ 5-1-10 at 4:08 PM (Saturday) Notification from EOC that there is a Boil Order in effect - went to Emergency Management Director (EMD) ♦ 5-1-10 evening - EMD and other staff: o Initiated reverse 911 call (slow system) - system programmed to run all night o Contacted churches and other event to make announcement o Contacted Nursing Homes and Assisted Living o Contacted Elderly housing o Information on web site o Information on RCTV o Health Department notified o Superintendent of Schools notified o All restaurants notified o Scheduled meeting with all Town Departments (emergency operations center). o Utilized message boards on Main St. for information sharing ♦ 5-2-10 --9:00 am.- meeting with 15 staff from all affected departments met to address: o Status of the problem o Local status and options o Community information o Distribution of water from FEMA o School operations and needs ■ School offered and supplied the use of ConnectEd to let at least the-school portions of the community know necessary information. o Other Town operations and needs ■ Used many other email groups to let portions of the community know necessary information o Security issues o Lessons learned ♦ 5-2-10 - noon to 5:00 PM - Health Division staffed phones to answer questions o Checked status of elderly population centers ♦ 5-2-10 5:00 PM - meeting with 15 staff from all affected departments met to address: ® Page 1 o All of above - updates ♦ 5-2-10 - 6:40 PM - first delivery of bottled water. o Made water delivery to Frank Tanner Drive Housing ♦ 5-2-10 - 6:40 PM - decision made to contract for community-wide expedited reverse 911 to be completed that afternoon - to let community know about boil water issue and give information about bottled water distribution tomorrow (Monday). We got the delivery too late in the day to do a distribution that evening ® 5-3-10 - 10:00 am - met with, staff re distribution of water ♦ 5-3-10 - 1 PM met with 14 staff re updates on status, and wafter distribution program ♦ 5-3-10 - 4 to 8.PM distribution of water at 2 sites. Lessons Learned: ® Poor initial information from MWRA/MEMA ® Do not do reverse 911 all night - multiple complaints ♦ Secure a new reverse 911 system - that much faster 9 Page 2 - TO: Emergency Personnel. David Stamatis (3) Captain Ken Campbell (2) Lyn Whyte (1) John Doherty (3) Mary DeLai (3) Kristen Muello (3) Rick Schubert (1) Larry Ramdin (3) Pete Hechenbleikner (3) Mike DeBr'igard (1) Dawn Folopoulos ( 3)Jean Delios (1) Joe Huggins (1) Captain Phil Boisvert (1) Status - MWRA Update ® 10,000 gallons of bottled water have been requested by Chief Burns and will be delivered today ® MWRA has requested and Tassi has been doing routine tests today rather than the regularly scheduled testing on Tuesday ® To the best of our knowledge, we are still receiving treated water, but we will assume that it is or will become non-treated ® The problem with the water main is a broken collar, which has been repaired, and hopefully we should be back in operation within a couple of days Status - Local ♦ Current quality is fine o Quantities - tanks are full ® Sampling - all is normal o We have asked MWRA to let us know if/when they start to introduce non-treated water into the system? ® Tassi is our point of contact with/from MWRA ® Tassi will do sampling Sunday night and 2X on Monday, as well as the normal Tuesday sampling ♦ All samples to date are normal Alternative Supply e Pona 1 f el U(-) ♦ There is no feasible emergency interconnection - North Reading does not have adequate pressure ♦ Local wells - we would need MWRA temp chlorine system - would need 30 hours, and DEP approval; and it would be for sanitary and FF proposes only School Operations ♦ Water fountains will be disabled ♦ Bathroom sinks will be disabled - no hand washing - hand sanitizer provided ♦ School lunches will be possible - alternate menu and paper and plastics, and will work with Health re details ♦ The School Department has acquired bleach for sanitizing, hand sanitizer, and a small amount of bottled water for staff. ♦ They will need 1500 gallons of bottled water for operating needs on Monday - perhaps less if the situation carries over until Tuesday. o Water distribution took place on Monday at 5:30 am and all went very well. Other Community Operations ♦ BOH has declared a Public Health Emergency ♦ Senior Citizen van will be available on Monday ♦ Health Division staffed Saturday afternoon for questions from residents - Dispatch transfered calls. About 2 dozen calls were received. ♦ All normal purchasing processes are in place ♦ OML is in place to the extent possible ♦ Will post an emergency Board of Selectmen meeting on Monday evening 6 PM for an update, and make a report to Town Meeting ♦ Hand washing for DPW, Fire? ♦ Safety - it's going to be a warm week. Departments, particularly Fire and DPW need to make sure they have water for their employees who are working in hot conditions. ♦ Health Division employees will do spot checks on Monday at restaurants to assist in complying with safe practices. ♦ The Senior Center will be closed Monday so staff can assist with water distribution. Security ♦ Police will make their presence known at the Stop and Shop and Market Basket and will respond as needed ♦ Police will provide security at water distribution sites Information ♦ Reverse 911 - how much progress - unknown ♦ RCTV - got message on all channels ♦ Web site - can put a link on scrolling message to different info ♦ Doherty will do a. Also another 150+ gallons for Tannerville, and additional for Cedar Glen. MWRA ASKS THAT PEOPLE STOP USING WATER FOR THE NEXT FEW HOURS. Updates will be emailed to community representatives and posted on MWRA's website at www,.mwra com. throughout the event. MWRA is issuing a boil water order and water ban on all non-essential. water use until fiirther notice. MWRA is working on activating emergency water supplies such as the Chestnut Hill Reservoir and Spot Pond Reservoir. A boil water notice has been issued for the service area along with a water ban. We request that all non-essential water use be discontinued until fiirther notice. The Emergency Operation Center in Chelsea is open. This 120-inch diameter pipe transports water to our communities east to Weston, as far north as Wilmington and South to Stoughton. State emergency procedures are in place, MEMA has been activated, and all water users should look for information on www.mass.gov. 6
