CPDC MINUTES
Planning Subcommittee Meeting Dated: May 29, 2007
Location: Conference Room, Reading Town Hall 7:30 PM
Members Present: John Sasso (JS), Chairman; Brant Ballantyne, (BB), Secretary;
Jonathan Barnes (JB), Richard Howard (RE), and David Tuttle (DT).
Associate Members Present: George Katsoufis (GK) and Nicholas Safina (NS), and Israel
Maykut (IM).
Also Present:
Carol Kowalski, Community Services Director/Town Planner
Michael Schloth.

There being a quorum, the Chair called the meeting to order at 7:30 PM.
Rite Aid Signs
JS noted the Certificate was issued April 9, 2007 for Rite Aid signage at two locations
pending submission of drawings, as previously discussed May 14, 2007. The Chairman
outlined two options: the CPDC could notate the plans and stamp them, or ask the applicant
again to submit plans showing what was approved. JB moved to require a clean set of
correct drawings be submitted and to be stamped by the CPDC. The motion was seconded.
The motion was APPROVED 5:0:0.
Downtown Parking Ad-Hoc Committee Report
Jack Russell summarized the efforts of the Downtown Parking Committee to date, noting
that the Committee will dissolve July 1 after it makes its report to the Board of Selectmen.
The Committee recommends that a reputable and impartial parking consulting firm study
the Committee's findings and analyze opportunities to optimize existing parking supply
before capital expenditures are made of parking facilities. The CPDC was asked to support
this recommendation and to stay informed on parking and zoning trends related to parking
in the business district.

Community Preservation Act
IM and JS reported that the Board of Selectmen had asked CPDC to provide assistance on
common language regarding potential Community Preservation Act projects. Ms.
Kowalski offered to assist 11\4 on this.
Draft Zoning Bylaw Amendments
BB reviewed drafts sent on Lot Coverage and PRD Cluster zoning amendments.
40R Design Standards
GK and NS will send out draft material on design standards for the 40R district. The
CPDC will meet on this June 11.
Addison Wesley update:
DT reported that National Development is considering a continuing care retirement
community and multi-family town houses as a 40R district at the Addison Wesley site.
Other business:
Long-term CPDC members Richard Howard and Jonathan Barnes announced that they will
not seek re-appointment. CPDC members expressed their gratitude for the years of service.
These minutes were prepared by Carol Kowalski and submitted to the CPDC on July 23,
2007; the minutes were approved as amended by the CPDC on July 23, 2007.
