READING RECREATION COMMITTEE MINUTES
May 17, 2011 Town Hall Conference Room
Attendance: Mary Ellen Stolecki, Recreation Committee Chair, Frank Driscoll, Vice Chair, Rec.
Committee, Mary Ann Kozlowski, Rec. Committee Member, Chris Campbell, Rec. Committee
Member, Eric Hughes, Rec. Committee Member, Kate Kaminer, Rec. Committee Member, John
Feudo, Recreation Administrator
M. Stolecki called the meeting to order at 7:07 PM.
C. Campbell made a motion to accept the minutes from the April 12th Rec. Committee meeting. K.
Kaminer seconded the motion. Motion passed in favor of accepting the minutes for April 12th by a
vote of 6 - 0- 0.
Amplified Sound Permit Update:
J. Feudo and M. Stolecki updated the Recreation Committee on the amplified sound permit
discussion. J. Feudo stated he met with Selectmen Shubert, Town Manager and Chief of Police on
May 3rd. There was some concern/question regarding the relationship between the Reading
Baseball Club, as 501 c3 organization and the Reading Bulldogs and legal liability company. J.
Feudo was asked to meet with Mr. Halsey to identify and discuss those relationships.
J. Feudo met extensively with Mr. Halsey the following day. They discussed the relationships of
the baseball organization. J. Feudo stated he was satisfied with the responses Mr. Halsey gave and
his honesty.
Mr. Halsey will next meet with the Town Manager, Recreation Administrator, BOS/Rec.
Committee Liaison Bonazoli and BOS Shubert on May 18th to discuss the future of the Bulldogs
program.
The Recreation Committee expressed their concern of jurisdiction and policy interpretation. J.
Feudo stated there is limited outcomes for this meeting as this group can only serve as a
recommending group to the BOS as a whole.
Portable Restrooms:
J. Feudo stated the topic of restrooms is becoming bigger and bigger each year at the Birch Meadow
Complex. With the understanding that there is already a master plan in place for the Birch Meadow
Complex that includes as bathroom facility, there is a pressing need for something in the short term.
A long discussion ensued. J. Feudo said he would check with North Reading Ipswich Park as to
how they fund and handle portable units.
The committee advised J. Feudo to seek out some options and bring those options back to the
committee for review.
The committee also stated that they would like to see the pavilion/restroom/snack area become a
high priority with capital planning.
Administrator's Report:
J. Feudo stated that reappointments are coming up for some committee members. He stated that
Mary Ann Kozlowski has decided no to renew her membership to the committee and thanked her
for her 6 years of service.
J. Feudo stated he expected the tennis passes to be available sometime beginning the week of May
23rd. The passes will go into effect beginning May 31St. He stated that he is still working on
placing senior tax workers. There is a chance that one staff member may need to be hired to handle
Friday nights.
Final preparations are being made for the Barrows Master Planning Committee. A public hearing
will be held during the June 14th meeting. A copy of the written plan will be sent to committee
members in the mean time.
J. Feudo gave a brief overview of summer registration numbers. He mentioned that the overall
numbers are good at this point although summer camp seems to be down a bit from last years pace.
Reading Babe Ruth has requested a special Sunday permit for Sundays at Symonds way for the
duration of the Spring season due to the recent inclement weather. The organization President J.
Pierce stated the league is already backed up ten games and it will be unlikely to complete all the
games without the extra time on Sundays.
C. Campbell made a motion to recommend to the Board of Selectmen to allow Reading Babe Ruth
to utilize Symonds Way Field beginning at 10 AM on Sundays from May 22nd - June 19th due to the
inclement weather causing a back up on their schedule. M. Kozlowski seconded the motion.
Motion passed in favor of recommending to the Board of Selectmen to allow Reading Babe Ruth to

F. Driscoll made a motion to adjourn. C. Campbell seconded the motion. Motion passes in favor of
adjournment 7-0-0.
Meeting adjourned at 9:18 PM.
