Regular Session Minutes

Mr. Hahn called the meeting to order at 7:30 p.m.
Concord Steam Project
Ms. Parenteau updated the Committee on the Concord Steam Project. Ms Parenteau stated that the
developers are working with the State of New Hampshire to fully subscribe the project. Ms. Parenteau
also stated that the Power & Rate Committee may need to have a meeting in January to review and
approve an executable contract for Concord Steam.
Discussion ensued.
Renewable Request for Proposal
Mr. Seldon told the Committee that the RMLD is preparing to send out a Request for Proposal for
Renewable Energy Projects. Mr. Seldon said that this was the most efficient method of determining the
renewable projects available to the RMLD.
Discussion ensued.
Water Heater Rate
Mr. Carpenter presented his memo on the RMLD's Water Heater Rate. Mr. Cameron explained that the
equipment the RMLD uses for this program. Mr. Cameron said that the RMLD is looking into this
program to determine if it needs revamping.

NStar Customers at Woburn Apartments
Mr. Cameron explained that the RMLD has a large fringe customer in Woburn, off West Street in
Reading, which is ultimately served by NStar. Mr. Soli asked for an explanation of the billing. Mr.
Cameron stated that this is a fringe customer and there is an agreement in place that will change this
arrangement to a transmission agreement when the proper metering is in place.

Last Year Rate Classes Mark Up
Mr. Soli asked what the mark up is for the rate classes for FY10. Mr. Cameron stated that according to the
FY08 COSS the return to the RMLD was 8%. Mr. Soli presented an analysis he performed that showed
that the return was different from 8% for all the classes. Mr. Cameron said that he would look at Mr.
Soli's analysis and get back to the Committee.
Residential and Industrial Time of Use Rates
Mr. Cameron presented his Addendum to the FY11 Cost of Service Study, which proposes to change the
Residential and Industrial Time of Use Rates.

Residential and Industrial Time of Use Rates
Mr. Cameron said that the proposed changes are that the On-Peak and Off-Peak periods have been
decreased and the On-Peak and Off-Peak rates for each class has been expanded to reflect the pricing in
the ISO-NE market. The result of the study showed that the rates produced slight savings for each class.
Discussion ensued.
The Committee asked that Mr. Cameron reduce the number of On-Peak hours and make the change in
the rates revenue neutral. Mr. Cameron said that he would make the changes and bring them back to the
Committee.
At 9:10 p.m. Mr. Hahn made a motion seconded by Mr. Soli to go into Executive Session to discuss power
supply issues based on Chapter 164 Section 47D exemption form Public records and open meeting
requirements, and return to regular session for the sole purpose of adjournment.
Motion carried 3:0:0.

At 9:25 pm Mr. Soli made a motion seconded by Ms. O'Neill to adjourn the meeting.
