Jonathan Barnes, Chairman (N), Neil Sullivan, Secretary (NS); Richard Schubert (RS); Michael Flammia (Aff), Richard Howard (RI-1) Also Present Joseph Delaney, Town Engineer ()D); Anne Krieg Town Planner (AK) The Chair called the meeting to order at 7:40 PM. SUNSET ROCK DEFINITIVE SUBDIVISION - CONSTRUCTION COMPLETION Peter DeGennaro (PDG) of Presidential Development, discussed the construction progress of Sunset Rock Lane. He indicated by the end of the month curbing would be installed, the railing would go in next week, and that he was coordinating the street lights power with Reading Municipal Light Department. The Commission discussed the options of the Town Meeting warrant to pull the bond or to grant an extension of time to complete the work. Concerns included the lots built upon and occupied, storage of materials on the site, inefficient progress of construction. Consensus was reached to consider an extension at the December CPDC meeting. The Commission agreed to continue moving the warrant to Town Meeting to provide authorization to expend funds from the bond, if necessary, to complete the project. CORY LANE DEFINITIVE SUBDIVISION - CONSTRUCTION COMPLETION Materials were not received by the developer, thus the Commission reached consensus if they were not received the Commission would recommend favorable action at Town Meeting for bond expenditure authorization. He also instructed audience members on hearing proceedings. NS read the advertisement into the minutes as filed and posted. Brad Latham, attorney for the applicant, introduced the project. Bill Bergeron, engineer for the applicant, recapped the plans as presented previously, and new plans as filed. RS discussed the zoning issues related to the pool and questioned if length of cul- de-sac is in compliance. Lot B's zoning compliance was also questioned by RH. The use of the garage and the future access for Russell Road was questioned by the Chair. Lot B would have to deeded out, according to the engineer to make the Rule 22 rule in the zoning by-law. JD reviewed his memorandum of comments as filed with the application s. Robert Kraft of Baldwin Lane spoke regarding the disruption to the neighborhood by this project. He encouraged Russell Road to remain in use. JB read a letter from the neighborhood into the record as filed with the project application. Tony DiGiovanni expressed a favorable decision to blocking access to Russell Road from this project. Dan Ross of 13 Baldwin Lane questioned the proposed drainage and water table issues. Joan Marshall of 6 Baldwin Lane explained an existing natural watershed in the neighborhood and the existing water issues in the neighborhood. She indicated there had been a previous pond on Spruce Road. The Hibbards of 16 Baldwin Lane questioned the waiver requests and whether Russell Road could remain as an access. RHmade a motion to continue the public hearing to November 22,1999 at 8•30 PM. MFseconded. Allinfavor. FANTA DRIVE PRELIMINARY SUBDIVISION NS read the legal advertisement as filed and posted. Bill Bergeron, engineer for the applicant, introduced the project as filed. JD reviewed his comments from a memorandum filed with the application s. Fred McManus of 243 Franklin Street questioned the amount of roadways coming off of Franklin Street. The option for possible zoning relief from frontage as an option to a subdivision development was discussed at great length. The concern of streets' adjacency was also discussed as a safety issue. RHmoved to close the public hearing, seconded byAlF: All in favor. RHmade the follo wmg motion. We, the Community Planning-and Development Commission, under the requirements of Massachusetts General Laws Chapter 41, Section 81S, and Section 52 of the Rules and Regulations Governing the Subdivision of Land in Readu~ Massachusetts, upon review and public hearing of the application for a Preliminary Subdi vision for property currently addressed at 268 Franklin Street (Assessors Map 208, Lot24) submitted by Coastal Development Corporation, on October 6,1999; do hereby vote.- to disapprove the plans as submitted. If a definitive filingis applied for, the followmgitems must be addressed and if necessarymitigaled or remedied- Compliance with the memorandum to the Town Planner from the Town Engineer regarding this application dated November 1, 1999. There is a concern of the Commission of the extent of pavementinto this property to serve one additional lot. The road way is also extremely close to other streets emanating off of Franklin Street, which creates further hazard. The Commission reviewed a draft decision with conditions. The applicant agreed to stake out the edge of the property line. They expressed concern over the time of action on the site plan. RH'made the motion to move the public hearing to November 8,1999 at 6-45 PM. Motion seconded by MF: Motion was agreeable to the applicant. All m fa vor. AK discussed the warrant items of the Subsequent Town Meeting with the Commission. Motion to adjourn at 1040 PM, made by MF, seconded by RS. All in fa vor.
