FST, LLC George Zambouras, Reading Town Engineer There being a quorum the Chair called the meeting to order at 7:30 PM. Sailor Tom's Way -175 Franklin Street The CPDC signed the Mylars of the modified plan and the tri-party agreement approved by the CPDC at the June 6th meeting. The Town Planner noted that the tri-party agreement will be held until the new owner closes on the property which is expected later this week. Minutes On a motion by Mr. Tuttle, seconded by Mr. Bolger, the CPDC moved to approve the minutes of May 23, 2011 as amended. The vote was 4-0-1 (Mr. Safina abstained). Public Hearing for Reading Woods 0-1 Jacob Way South Street & Jacob Way Subdivision Plan for Road Layout Change and Minor Modification Mr. Bolger read the legal notice opening the public hearing. Mr. Mastroianni of Pulte Homes gave a presentation updating the CPDC on modifications since the last meeting when the CPDC approved plans for the site plan review approval on March 28th. Abatement and pest control is currently underway at Jacob Way and the demolition permit is expected to be submitted next week. The General Contractor is currently out to bid and building permits for the club house are expected in the next 30 days with construction planned to begin in August. A neighborhood meeting is planned for June 21 st and DHCD is expected to give final approval of the Affordable Fair Housing Marketing Plan shortly. The affordable housing monitoring agent provided a letter to CPDC approving the affordable housing documents. The subdivision and road layout plans before the CPDC this evening Page 1 of 3 CPDC Minutes of 6/20/2011 are a result of public hearings with the Board of Selectmen and comments received from FST, the Town's peer traffic consultant. After CPDC reviews and approves the road layout it will still need approval from MassDOT. The updated plans showing the sewer pump station have also been submitted to DEP. Mr. Mastroianni reviewed the plan changes which included the addition of the sewer pump station at the rear of the site between buildings 7 and 8 on the plans dated June 3, 2011. The South Street intersection with Main Street changed to include 2.5 lanes and the width of South Street was increased. The Town Engineer's June 20th memo was reviewed by the Commission. The Town Engineer recommended a four way stop at the Jacob Way and South Street intersection. The peer consultant from FST noted that a 2 way or 4 way stop was acceptable. The addition of the stop sign on South Street might create a 2 or 3 car backup but is not likely to block the Main Street intersection. The Town Engineer noted that if the 4 way stop became a problem in the future it could easily be adjusted as it will be a local road and could be changed by the Board of Selectmen. The Town Engineer's memo also included recommendations for conditions at the sewer pump station which included more landscaping. Public Comment: Ms. Brungardt of 324 South Street asked if there would be any changes to the Sturgis sewer pump station. The Town Engineer responded that there would be no changes according to the modified plans because a station will be installed on the site. A member of the public asked if there would be any other changes to South Street further away from the intersection with Jacob Way being discussed this evening. The Applicant responded that there were no other changes and that the emergency exit will remain for emergencies only and will include a gate. On a motion by Mr. Tuttle, seconded by Mr. Safina, the public hearing for the modified plans and the subdivision plans for the intersection changes was closed by a vote of 5-0-0. On a motion by Mr. Tuttle, seconded by Mr. Safina, the CPDC moved to determine the modifications shown on the Reading Woods plan set entitled "Site Plans for Reading Woods Jacob Way Reading, Massachusetts sheets 1-37, L-1 through SK-2, and sheets 1-3 prepared by Marchionda & Associates with a revision date of June 3, 2011, and sheet 1 prepared by Dermot J. Kelly Associates dated April 20, 2011 are minor changes by a vote of 5-0-0. On a motion by Mr. Tuttle, seconded by Mr. Safina, the CPDC moved to approve the above mentioned modified plans dated June 3, 2011 with the Conditions listed in the Town Engineer's memo dated June 20th, 2011 by a vote of 5-0-0. On a motion by Mr. Tuttle, seconded by Mr. Safina, the CPDC moved to approve the redesign of the South Street and Jacob Way intersection as shown on the subdivision plans and the above mentioned plans with the Conditions listed in the Town Engineer's memo dated June 20th, 2011 by a vote of 5-0-0. Planning and Zoning Work Session: Page 2 of 3 CPDC Minutes of 6/20/2011 The Chair summarized the most recent zoning amendments to Section 4.3.3 approved by Town Meeting last month. The zoning changes were a result of the fall Economic Development Summit in efforts to streamline the permitting process particularly for small projects. The Town Planner explained that the zoning change is still under review by the Attorney General's office before it can be considered official. The new zoning is likely to be officially adopted and in place around Labor Day. The CPDC discussed the draft minor site plan review regulations prepared by staff. After discussion about the minor site plan review, the CPDC directed staff to create a new draft that listed out the impacts as listed in Section 4.3.3.5 and 4.3.3.6 and to put the minor site plan review administrative approval instances in the positive. Staff will prepare a new draft to be reviewed at the next meeting. The CPDC also suggested that the Town Planner provide updates to the CPDC when minor projects are given an administrative minor site plan review approval. An administrative rule to allow the Town Planner to approve a temporary special permit for temporary outdoor storage and temporary events was prepared by staff and reviewed by the CPDC. The CPDC decided that the temporary permit shall be allowed for 20 consecutive days and a total of 60 days per year. On a motion by Mr. Safina, seconded by Mr. Tuttle, the CPDC moved to approve the administrative rule for temporary storage and temporary events as amended by a vote of 5-0-0. Updates and Other Business: The Town Planner updated the CPDC that construction at 281 Main Street for eCars of New England is underway. There have been issues with cars illegally parking at the vacant former Getty site on Main Street and the property owner has installed no parking signs. Oaktree was issued a demo permit for 30 Haven Street but more is needed before the Building Inspector can issue a foundation permit. Board Reorganization The CPDC voted the following slate of officers: John Weston, Chairman and Charles Adams, Secretary.
