CPDC MINUTES
Meeting Dated: March 28, 2011
Time: 7:30 PM
Location: Selectmen's Meeting Room

There being a quorum the Chair called the meeting to order at 7:35 PM.
Site Plan Review (Continued) .
1 Jacobs Way, Reading Woods
The Chair noted that the public hearing for the site plan review had been closed at the last meeting
(3/21/2011).The developer, Pulte Homes of New England, was represented by Reid Blute and Mike
Mastroianni..
The Town Planner summarized what had happened since last meeting: Pulte has agreed to replace the
entire fence along the South Street side of the property. Pulte and the flown have not yet reached an
agreement on the cost of repairs to the sewer line connecting the site with the Sturges station and the
station itself, but there is news that Pulte is considering building a substation onsite. Apparently, this
will be much cheaper than repairing the existing lines and station.
NS asked why the fence along the Curtis Street side of the property would not be something more secure
than the proposed split-rail fence. Mr. Blute replied they did not think it was appropriate to cut off
completely the new residents' access to the field beyond the fence so the split-rail was offered as a
compromise. DT and PB agreed the split-rail was an acceptable compromise.
The CPDC reviewed the draft decision. Minor edits and were made.
DT moved the CPDC approve Pulte Homes' proposed alterations to the Scenic Way along South
Street as shown on plans dated 11412011 and revised 31141201-1.
PB seconded and the motion passed 4:0.0.

DT moved the CPDC approve Pulte Homes' request for waivers from Reading Zoning By-law
sections 4.11.9.1.3.4 and 4.11.9-1-3.5 and 4.11.9.7.3 and, finally, 4.11.9.12.1.
PB seconded and the motion passed 4:0.0.
DT moved the CPDC approve Pulte Homes' request for a waiver from the Town o Reading's
requirement of vertical, granite curbing along Jacobs Way and the proposed roundabout.
NS seconded and CPDC voted unanimously to deny the request (0.4:0).
DT moved the CPDC approve the Site Plan Review Decision for the Reading Woods project at Jacobs
Way as amended.
PB seconded and the motion passed 4:0:0.
The Board noted that its vote.on the curbing waiver request means that Pulte must place vertical, granite
curbing along both the length of Jacobs Way and the roundabout.
Request for Minor Modification
30 Haven Street, Oaktree Development
Mr. Phil Terzis represented Oaktree Development. He was back before the CPDC to present the changes
to the fagade, location of trash-receptacles, and the various site features and materials used. In summary.
trash will be kept in two smaller bins area on opposite sides of the first floor rather than in one large cal dumpster. Multiple planters will be located along Haven Street. The rear balconies will have
added to the
pickets. Offsets will be deeper (two feet) to provide greater relief. More windows be
rear first floor because a possible tenant has expressed interest in renting a rear location. Landscaping
maybe extended around the corner into the driveway/alley that connects Haven Street and the rear parking parking lot. Rear parking against the building will be reconfigured buth to total main and support along
spaces will not decrease. The garage may be reconfigured to accommc excavon
the 2 Haven (west) side of the garage.
NS expressed concern the new materials proposed for the fagade close to the ground would not be
durable enough to withstand normal pedestrian traffic. He suggested a more durable material- perhaps a
masonry material be added to the first- floor fagade to the height of the doors. The CPDC agreed.
DT moved the CPDC determine that the changes proposed by Oaktree Developme to tsp oRet at 0
Haven Street are eligible for consideration as a Minor Modification to the original
Decision. NS seconded and the motion passed 4:0:0.
NS moved the CPDC approve the Minor Modification as illustrated and highlighted in drawings titled
"March 28, 2011: Current Design" with the following exceptions.
1. Materials used from the base of the building up to the door-head height shall be a masonry
product as previously approved
2. No signage is approved.
DT seconded and the motion passed 4:0.0.
NS recommended that any future modifications be submitted as digital copy. The CPDC agreed.
The Chair asked Mr. Terzis about the status of the buried drainage pipe. Mr. Terzis said it had been
found and they were planning to scope it again this week. They believe it was once,part of the parking

lot's drainage. He noted that their Geo-Technician's report shows a high-water table on the site and the
garage would have to be waterproofed.
Updates and Other Business:
Approval of Minutes
DT moved the CPDC approve the minutes of the 112412011 meeting as amended. PB seconded and the
motion passed 4:0:0.
DT moved the CPDC approve the minutes of the 21712011 meeting as amended PB seconded and the
motion passed 4:0.0.
DT moved the CPDC approve the minutes of the 31712011 meeting as amended PB seconded and the
motion passed 3:0.1. NS abstained
369 Main Street, Jiffy Lube
The Chair reported the ZBA had granted a variance for the second sign facing Ash Street. NS noted that
the ZBA did not address the fact that two signs face Main Street - a wall and a freestanding sign - and
yet the bylaws allow, only one for a single-tenant business.
40 Walkers Brook Drive, Golf Town
The CPDC noted that the area above the doors had not been treated as had been
