A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts, at 7:00 P.M. Also in attendance was Glen
Redmond, Commissioner of Buildings.
Case # 11-08
A Public Hearing on the petition of Brian Jones who seeks a Special Permit under Section 6.3.8
of the zoning bylaws in order to demolish a single family dwelling and to construct a new single
family dwelling that is located on a non-conforming lot on the property located at 53 Richards
Road in Reading, MA.
Brian Jones, Applicant, was present along with Keith Ronan and Dave Piscatelli. Mr. Jones is
buying the property and plans on demolishing the house and building a new 3,500 square foot
craftsman style house.
The Building Inspector said the proposal meets all zoning and setback regulations. The house
will cover 1,700 square feet of the lot, resulting in 10% lot coverage. It is a legal non-conforming
lot. There is a Town-owned easement drain that the contractors will utilize with the permission
of the Town.
Lorraine Rappucci of 55 Richards Road had questions about the drainage and distance to her lot
line that were answered.
Liz Hardy of 57 Richards Road voiced her approval of the project.
On a motion by John Miles, seconded by Damase Caouette, the Zoning Board of Appeals
granted the Applicant a Special Permit under Section 6.3.8.1.b of the zoning bylaws in order to
demolish the existing one family dwelling and to construct a new single family dwelling as
depicted on the referenced Plot Plan and submitted architectural drawings.
This Special Permit is conditioned upon the following:

1. The Petitioner shall submit to the Building Inspector a Certified Plot Plan of the
proposed construction and proposed foundation plans, prior to the issuance of a
foundation permit for the work.
2. The Petitioner's final construction plans for the new structure shall be submitted
to the Building Inspector, along with the as-built foundation plan(s), prior to the
issuance of a Building Permit.
3. As-built plans showing the completed construction shall be submitted to the
Building Inspector immediately after the work is completed and prior to the
issuance of an Occupancy Permit.
The vote was 5-0-0 (Petschek, Miles, Redfern, Caouette, Perkins).
Case # 11-09
A Public Hearing on the petition of Matthew & Danielle Carraco who seek a Modification to
Special Permit # 06-28 under Section 6.3.8 of the zoning bylaws in order to reduce the size and
scale of the approved single family dwelling on a non-conforming lot on the property located at 3
Dividence Road (formerly known as 215 Franklin Street) in Reading, MA.
Attorney Josh Latham represented Matthew & Danielle Carraco. Engineer Jack Sullivan was
also present. This is a large lot with minimal frontage. The Applicants, who are proposing to
purchase the property, want to build a more modest home than what had been previously granted
under ZBA Case # 06-28. Their home would be approximately 3,100 square feet.
This previously issued Special Permit qualified under the Permit Extension Act and a foundation
permit was obtained in December 2010. Attorney Latham distributed a memo presenting his
argument as well as renderings of the proposed home.
There was discussion among the Board that the previous Special Permit was still in effect and
was valid. The members thought it was a minor modification of the existing permit. Mr. Sullivan
explained to the Board where the buffer zones were.
Steve Herrick of 9 Dividence Road spoke in favor of the proposal.
Motion made by Jeffrey Perkins, seconded by Robert Redfern, the Zoning Board of Appeals
granted the Applicants the requested modification to Special Permit # 06-28 for the herin
described changes to the proposed structure at 3 Dividence Road (formally know as 2,15 Franklin
Street) as depicted on the referenced certified plot plan and architectural renderings by KDK .
Design of Wilmington, MA. Any previous conditions imposed on Special permit # 06-28 remain
in force.
The vote was 5-0-0 (Petschek, Miles, Redfern, Caouette, Perkins).

Discussion of Board Changes
Clark Petschek will be resigning from the Board when his term expires on June 30, 2011, so
there will be a vacancy on the Board. The Board thanked Clark for his service.
On a motion by John Miles, seconded by Jeffrey Perkins, the Zoning Board of Appeals
adjourned the meeting.
The vote was 5-0-0 (Petschek, Miles, Redfern, Caouette, Perkins).
