April 14, 2011 ZOII SAY 2 3 A 9' 52 The Board of Health (BOH) meeting was called to order on April 14, 2011 at 5:40 pm in the Berger Room, Town Hall, by Colleen Seferian, Vice- Chair. Those present at the meeting were, Dr. David Singer and Colleen Seferian. Barbara Meade Chair, excused. Larry Ramdin, Health Director, (Public Health Administrator)/ Staff Liaison. In attendance: Michael Menzie- Reading Youth Baseball Variance Request The Reading Youth Baseball league is requesting a variance from the requirements of 105 CMR590 and the requirements of 1999 Food Code 4.301.12. The section requires the provision of mechanical warewashing equipment namely a 3 bay sink. The applicant has indicated that the space is too small for a 3 bay sink; the operation is limited to sale of coffee and hot dogs for baseball season only. The applicant proposes to use a mechanical hot water dishwasher. Larry Ramdin advised the Board that he has visited the site with Joan Vitale, Health inspector and due to the limited operation and duration recommends approval of the variance request pending final inspection by the Health Division to ensure compliance with the Food Safety regulations. The board voted2:0:0 to approve the variance Administrative Report The Health Administrator presented the Department report and it was accepted 2:0:0. The Board enquired about Grumpy Doyle's administrative hearing. Larry Ramdin advised that this was a new establishment and there have been several significant violations as well as a number of repeat violations at the site. Despite several advisory visits and discussions with the management giving advice on ways to prevent the violations, the violations are reoccurring. Thus, an Administrative Hearing was held with the management of Grumpy Doyle's to discuss plans for correction on March 15, 2011. Further, Grumpy, Doyle's was required to hire a consultant to develop a food safety plan, train employees in basic Food Safety. Larry Ramdin indicated that as of now the management of Grumpy Doyle's has failed to provide the name of their consultant and to furnish a written contract to the Health Division. The Board was shown copies of the recent inspection reports. The Board advised that in the future if there are significant critical Food safety violationsat Grumpy Doyle's a hearing should be scheduled before to Board to suspend their permit to operate. The Board also inquired about the artificial turf issue. The Health Director met with the Recreation Director to advise on a concern that was brought to him on the safety of the turf. Minutes The minutes of meetings held on March 10 2011, meeting were read and accepted 2:0:0 Old Business Provision for Health Services in Reading after July, 12011 The Board was advised by Larry Ramdin, that he has no information on plans for administration of the Health Division post July 1, 2011. The Board expressed their dismay at the process as July is fast approaching and fears that the provision of Public Health services in Reading will be negatively impacted. The BOH chair is meeting with Town Administration to address the issue. New Business No new business Other Business There being no other business the Board voted to adjourn with a 2:0:0 vote. Meeting adjourned at 8:25 pm. Next meeting will be held on May 12, 2011 at 5:30 p.m. in the Berger Room, Town Hall.
