Mr. Mitchel called the meeting to order at 7:30 P.M. in Room 19, 52 Sanborn Street (the Community Center) with Board members M. Rich, J. Shaw, and C. Arthur present. Chairman Messina was attending a Law Committee meeting and would be present immediately thereafter. Correspondence Mail was reviewed. Minutes The minutes of the following meetings were unanimously approved, as corrected: February 2, 1983; February 10, 1983; February 16, 1983; February 23, 1983;. March 1, 1983 March 16, 1983; March 29, 1983; April 7, 1983; April 14, 1983; April 21, 1983; and May 9, 1983. Accessory Apartments A chronology of the James Road complaints was presented and the complaint for the Special Election reviewed. The James Road residents that had initiated the petition for the special election had sought an opinion from Town Counsel on whether or not it would be possible to withdraw the petition for said election. Town Counsel and Attorney General Bellotti's opinion is that such action would not be possible. Funds for the special election will have to come out of the FY 183 General Fund. The Board discussed what action if any,,they should take on this election. Mr. Mitchel stated that there had been a tele- phone call to him from a neighbor on.upper Longview Road stating their objection to the accessory apartment by-law. Mr. Mitchel felt that the opposition had a telephone campaign in full swing. Ms. Rich will be writing a letter personally to the Chronicle refuting statements made by the petitioners. The Board unanimously voted to redraft the letter sent to Town Meeting members and upon submission and approval from the Board members ask to have this letter published as.an open letter to the citizens of the town in the Reading Chronicle the week of June 13, 1983. The Board also elected to schedule an informational session during a regular business meeting on June 15, 1983 between the hours. of 8-8:45 P.M. This will be noted in the letter sent to the Chronicle. 6/1/83 ~Page 3 The Board unanimously approved submission of a letter to the Selectmen stating that the Board wished to have Ms. Rich con- tinue in her capacity as representative to MAPC for the Town of Reading. Ms. Rich obtained.mylars of the aquifers and groundwater supply for the Wilmington quadrangle and a handbook on use. The ~Secre- tary was requested to send a letter to the Board of Public Works, Conservation Commission, and Board of Health noting the same.
