Chairman Messina called the meeting to order in Room 19, 52
Sanborn Street (the Community Center) at 7:30 P.M. with
Board members M. Rich, C. Arthur and B. Mitchel present.
Present for the latter part of the meeting was Ms. Virginia
Adams of the Historical Commission.
Correspondence
Board reviewed the mail. Question on the sub-division proposal
by Zanni regarding the layout off Haverhill Street and Field
Pond Drive. Will check with Board of Health and/or Board of
Survey regarding the proposed layout.
Board authorized letter be sent to FinCom Chairman Graham re:
salary account. This Board is still awaiting final decision on
the second part of the action form to increase the work hours to
25 hours per week from the Personnel Board. After their decision
is received by this Board, then an appointment will be made with
the Finance Committee to seek a transfer of funds to the Board's
salary account.
Scenic Roads
Mr. Arthur discussed the final changes to be made to the regula-
tions regarding scenic roads. These changes in the language are
to include the following:
"cutting of roots" - any action which would be detrimental
to a tree subject to the opinion of the Tree Warden would
be prohibited;
- "bordering" - shall mean any action which takes place within
the area measured from the center point of the roadway to
twenty-five (251) feet on either side;
- Fee shall be set at $40 for the public hearing plus the costs
of legal advertising;
- Notice shall be sent to any property owner that has frontage
on the roadway proposed to be designated as a "Scenic Road";
- wording shall be included, per approval from Town Counsel,
which would restrict any roadwork being done on the proposed
"Scenic Road" from either date of application, date of first
legal notice or from date the article is placed on the Town
Meeting warrant;
- language shall be included which instructs any petitioner or
Board to place an article on the Town Meeting warrant to have
each roadway considered for a Scenic Road in order to be con-
by Town Meeting.
Copies of the proposed Scenic Road Rules and Regulations shall be
sent to concerned Town Boards and others will be available at the
back of the hall for distribution on the evening of November 9th.
Mr. Arthur felt that an article in the Chronicle regarding Scenic
Roads would be helpful before a presentation is made to Town Meeting.
Cluster Development
After discussion by the Board, the decision was made to update other
Town Boards about the Board's present considerations for cluster

developments. A small article in the Chronicle outlining the
concept and the Board's thoughts might also be made. A state-
ment will be prepared in case there are questions from Town
Meeting floor regarding such development..
Town Meeting Issues
Board reviewed public hearing notices.
Chairman will poll the members next week as to their thoughts
on the disposition and/or bent use for the Community Center
building. Discussion will take place immediately after the
adjournment of the public hearings.
Minutes
Upon motions duly made and.seconded, the Board unanimously (4-0)
voted to acceot the following minutes:
September 14, 1983 with corrections;
September 20, 1983 - with corrections;
September 28, 1983 - with corrections.
Personnel
Board is still awaiting word from Personnel Board re; increase
in work hours.
There being no further business before the Board, it was unani-
mously voted to adjourn at 9:15 P.M.
