Nonmember: Virginia Adams The letter to be sent to the 72 West St. residents in the proposed district was corrected and then approved for mailing. The committee discussed the possibility of adding the house at 26 County Road to the proposed district but rejected the idea because 1) the house was not visible from West St., 2) it was across from a row of postwar homes. The committee discussed and then approved the idea that the commission's guidelines would be outside the bylaw. The committee decided that the commission's authority to 1) deny a Certificate of Appropriateness to a property owner or 2) change the commission's guidelines must carry a minimum of four of five votes on a five-member commission (or five out of seven if a seven-member commission is approved by Town Meeting.) The committee decided that the bylaw should allow an appeal of a commission decision to the metropolitan area planning commission rather than Superior Court. The committee discussed the possibility of the guidelines setting the design and look of any historic signs in the district. To help write the descriptions of each house in the proposed district, the committee decide to enlist the work of professional consultants, such as Charles Allen in Winchester or Patricia Yirrell in Reading.
