HomeMy WebLinkAbout2003-08-04 ad Hoc West Street Historic District Study Committee MinutesAd Hoc West Street Local Historic District Study Committee Minutes 1_ e: 4 August 2003 Tighe: 7:00 pm Place: Berger Room at Reading Town Hall In Attendance: Everett Blodgett Clayton Jones Sally Hoyt Sharlene Reynolds Santo Virginia Adams (Reading Historical Commission) Not in Attendance: Jess Brallier Kristie Jochmann Gail Wood ➢ As of 31 July no responses have been received from mailing. A Checked maps received from Chris Riley and there is need for more of West St. Sharlene will give written request to Chris Riley on exact needs. Expect maps to be available by next meeting. ➢ Reviewed current boundaries of proposed historic district - properties touching West St between County Road and Fremont St (86 - 269 West St, 4& 12 County Rd, 111 "cotland Rd, 3 Lewis, 6 Wentworth, 95 & 98 Howard St and 302 Woburn St). t Everett has tried to contact Lisa Mausolf an architectural consultant living in Reading. She helped with At Wood End and we hope to use her expertise developing accurate descriptions for homes in proposed district. These descriptions will likely included only sections visible from a public way. ➢ Reviewed makeup of future historic district commission. Suggest that with a 5 member board 4 votes be needed to deny a request; with a 7 member board 5 members needed to deny a request. Recommend that the Historic District Commission be made up of a Reading residents solicited from local architects, realtors, members of Antiquarian society, historic district property owners and the Historical Commission. Members should be appointed by the Town Selectman. i Reviewed paperwork needed to create an historic district. Clay will check with Mass Historical about recommendations regarding an appeal process; whether it should be through the Metropolitan Area Planning Commission (MAPC) or the Superior Court. Members in attendance felt that MAPC may be the best believing it to be a less costly option. ;lay is working on developing guidelines and by-laws. A significant amount was used reviewing other established documents for appropriateness in this community. RHC member Virginia Adams was helpful in several areas. ➢ Sharlene is working to create inventory sheets for each of the proposed historic district properties. Next meeting scheduled for 7 pm on 18 August 2003.
