The meeting was called to order at "x.20 p.-M. by the Temporary
Chairman, Allan E.. Sturges.
This meeting was called t6 act upon the warrant for the special_
town meeting March 20th. About ten citizens appeared on Arti~_-le
2 of the warrant - Drainage. The Board of public ~~jorks also appeared
Chai.rrnan, Davis, Messrs, putnaxll, Brophy, Lindsay and S-apt. VVelch.
A general discussion was held as to existing conditions and certain
theories were made as to met'nods of correcting the condition, but
nothing definite was proposed.
After considerable debate it was suggested th t a Committee be
appointed to make a study of the whole matter and that ;;2300 be provided
for the expense of such investigation.
In executive session the following vote was passed.-
VOTED: That ; 2300 be raised and appropriated for the purpose of
investigating the drainage conditions adjacent to Fake Quannapowitt
and that a committee of eleven. consisting of three members of the Board
of Public Works; one member of the Board. of Selectmen; one member of
the Finance Committee; one member of the planning Board; the Town Counsel;
the Representative to the General. Court; from this town; three other
citizens, two of whom shall be residents in the area involved., be
appointed to make a study of the drainage of the area above mentioned
and to report to the next annual town meeting or to any special town
meeting prior thereto. Such report to contain definite reeoro en.dations
for the correction of drainage conditions in this location; and also
definite recommendations as to the nezessary method of procedure to
be followed to accomplish the desired results,.

TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of the Town of
Reading, Greeting:
In the name of the Commonwealth of Massa-
chusetts, you are hereby required to notify and
warn the inhabitants of the Town of Reading,
qualified to vote in elections and town af-
fairs, to meet in Security Hall, Woburn St.,
in said Reading on
MONDAY, the TWENTIETH DAY OF
MARCH, A. D., 1939
at seven forty-five o'clock in the evening, to
act on the following articles:
Article 1. To hear and act on the reports
of Town Officers and special committees and
to see what instructions, if any, shall be given
Town Officers and special committees.'
Article 2. To see what sum the 'Town will
raise by borrowing or otherwise and appropri-
ate for the purpose of providing suitable drain-
age for the low area situated in the south-
easterly part of the Town in the vicinity
of Brook Street and adjacent to bake Quan-
napowitt, or what it will do in relation thereto.
And you are directed to serve this warrant
by posting an attested copy thereof in at least
ten public places in the town not less than
seven days prior to March twentieth, the date
set for the meeting in said warrant and to
publish this warrant in the Reading Chronicle
one day at least prior to said date.
Hereof fail not and make due return of this
warrant with your doings thereon to the
Town Clerk, at or before the time appointed
for said meeting.

FINANCE COMMITTEE'S
RECOMMENDATION
To the Citizens:
The Finance Committee recommends
that $2500.00 be raised and appropria-
ted for the purpose of investigating
the drainage conditions :adjacent to
Lake Quannapowitt and that a com-
mittee of eleven consisting of three
members of the Board of Public
Works; one member of the Board of
Selectmen; one member of the Finance
Committee; one member of-the Plan-
ring Board; the Town Counsel; the
Representative to the General Court
from this town; three other citizens,
two of whom shall be residents in the
area involved, be appointed to make a
study of the drainage of the area above
mentioned and to report to the next
annual town meeting or to any special
town meeting prior thereto.
Such report to contain definite
recommendations for the correction of
drainage conditions in this location;
and also definite recommendations as
to the necessary method of procedure
to be followed to accomplish the de-
sired results.
