The meeting was called to order by Chairman at 7.15 o'clock.
Records read and approved. The School Committee, Chairman. `T'_-:n:ner
Pnd Superintendent Pierce PppeRred for Article 5 and requested the
approval of the Finance Board for appropriation of 0.1500.00 from
School Dept. Salary Account and trsn.sfer to School 'dept. Maint.
Account. it was stated thrt the ;money would be used for the most
part for purchases which fight otherwise appear in 1939 budget.
Town Counsel S. H. Davis appe-red and requested transfer from
the Reserve Fund of x:,;120.00 for expenses for balance Of year. He
exrlnined that extraordinary outlays were made necessary on account
of an increased amount of legal business .
The Board of Selectmen - Chairman Killam, Mr. "oodridge and Mr.
7';?`orto_n., appeared for as much of Art. 2 as related to Soldiers' Relief
and W.P.fi . expenses, etc. The Board, after careful study estimated
that 1,1200.00 would be needed for Soldiers' belief for balance of
year and that if W.P.A. projects were to continue it would be nec-
e ssary to provide 525200b 'or the town's share from November 1, 1933
to June 30, 1939. Schedules were provided the Committee giving
descr°..ption of projects underway and ?proposed also expenditures
January 1, 1938 to October 1, 1938 (in detain with balance sheet.
Also the estimated budget from Nov. 1, 1938 to June 30, 1939, also
an inventory of materi{-1 and equipment as of October 1, 1938. Under
Art. 3 the Relectnen stated that in their opinion it would be necessary
to provVe 13,000 for work occasioned by the recent storm, about
0,000 having been expended =end 0,000 estimated to complete the work.
The Board recommended that the money be borrowed under Clause 9 of
Section S, of Chapter 44 of '=ieneral Laws. /Under Soldiers' Relief the
Selectmen estimated that 0,1200 would be needed to December 310

presented, in which the letter Board requested a transfer of 250.00
from Reserve Fund, to finance expenditures made necessary by recent,=L -AV

The following votes were passed at this time. On 'moti on. of Mr.
Trevor, seconded by Mr. Roberts, it was voted to recommend transfer
of 200.00 from Reserve Fund to Soldiers' Relief. (This was done in
order that the contemplated loan would be in even thousands).
On motion of Mr. Roberts, seconded Q Mr. Trevor, it was voted to
recommend borrowing of 1000 for Soldiers' Relief".
Under -rt. 3-81-motion of .sir. Noyes, seconded by Mr. Kimball, it
was voted to recom end $13,000 for the purposes set forth in Art. and
that the money be borrowed under Clause 9 Section. 8, Chapter 44,
General Laws.
Under Art. 2 on notion of Mr. Roberts, seconded by Mr. Merrill,
it was voted to recommend $20,000 for W.P.Q. instead of `25,000 as
requested. Mr. Killarr stated that the ?oard would accept the reduction

COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of the Town of Reading, Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby
required to notify and warn the inhabitants of the Town of Reading, qualified
to vote in elections and town affairs, to meet in Security Hall, Woburn Street,
in said Reading on
Thursday, the Twenty-Second Day of December, A. D., 1938
at seven forty-five o'clock in the evening, to act on the following articles :
Article 1. To hear and act on the reports of Town Officers and special
committees and to see what instructions, if any, shall be given Town Officers
and special committees.
Article 2. To see if the Town will vote to accept the corpus of the trust
of Seventy-Five Thousand (75,000) Dollars under the provisions of clauses
eleven and twelve of the will of the late George H. Grouard, together with
anv increase and undistributed income thereof and to hold such trust estate
when received to aid in establishing a hospital as provided by the terms of said
will, and to authorize the Town Treasurer to receipt for such trust estate when
received and to execute any and all other documents which may be necessary
in connection therewith in the name and behalf of the Town, or what it will
do in relation thereto.

Article 3. To see what sum the Town will vote to appropriate from
available funds and transfer to School Department Maintenance Account, or
what it will do in relation thereto.
Article 4. To see what sum the Town will vote tol appropriate fro
available funds and transfer to Snow and Ice Account, or what twill do in
relation thereto.
Board of Public Works.
Article 5. To see if the Town will vote to raise and appropriate a sum
of money for the purpose of repairing damage to the distribution lines of the
Municipal Light Department, caused by the recent storm, determine whether
the money shall be provided for by borrowing under Clause 9 of Section 8
of Chapter 44 of the General haws, or by transfer from available funds in the
treasury, or what it will do in relation thereto.

And you are directed to serve this warrant by posting an attested copy
thereof in at least ten public places in the town not less than seven days prior
to December twenty-second, the date set for the meeting in said warrant
and to publish this warrant in the. Reading Chronicle one day at least prior
to said date.
Hereof fail not and make due return of this warrant with your doings
thereon to the Town Clerk, at or before, the time appointed for said meeting.

FINANCE COMMITTEE'S REPORT
For Meeting December 22, 1938.
The Finance Committee's recommendations are as follows :
Article 2. Recommend.
Article 3. Recommend appropriation and transfer of a sum not to exceed
$1,000 from the unexpended balance in School General Salaries Account to
School General Maintenance Account.
Article 4. Recommend appropriation and transfer of $1,681.53 from the
unexpended balance in Interest Account to Snow and Ice Account.
Article 5. Recommend appropriation of $25,000.00 for the Municipal.
Light Department for the purposes set forth in the article, the money to be
borrowed under the provisions of Clause 9 of Section 8 of Chapter 44 of the
General Laws.
