`f'h meeting of the Finance Committee was called to order at 7*0 j P.M.
by the Chairman. The records of the last meeting were react and approved.
The School Committee first a?ppeared, Chairman Tanner, '';piss Cant;, Mrs
TwC3mbly and Mr. Austin, and Supt. Pierce. The Chairman presented the need
of an additional sum for School Maintenance Account to meet the cost of
repairs to the boiler in the High School, which. wo k was ordered to he
done by the State after an inspection.. ahe amount requested was $721.00..
The Chairman then presented the matter of a new elementary school building
part of the cost of which was to be furnished through Federal Grants, if
the proiect was accepted. Sketches of the proposed building were shown,
and the need of a new building was stressed. Plans call d for a fifteen
roam building to be used for pupils from the first to the sixth grade
inclusive, and it was stated that twelve of the rooms would be used on
completion, leaving three rooms in reserve, The estimated cost o the
building is 119%000-00, 35% of which to be raised by the town and 45 /do
to be furnished by a, Federal Grant. Some discussion was held and
several questions asked and a_Z1Sv"'3'e?"'ed. No action was taken,
Chairman Parker of the card of Public Welfare next appeared and spoke
in a genera' way of the Welfare situation and stated that in the bAt-
jud green , of the Board from. »,Q00 to 07,000 would be needed by the Welfare
Department for the balance of the year.
A communication was. received from the Collector of Taxes requesting
a: transfer from the Reserve Fund of Q50-00 for Maintenance expenses
and. 150-00 for additional clerical assistance. Part of the first amount
and all of the second amount were made necessary b i,h'.e now law regarding
the collection of the excise tax of 10/38,

Mr. Putnam and Supt. Welch. The Board made the following requests for
transfers from the Reserve Fund; To the Sidewalk Construction. Account
0525.00 to be used for granolithic sidewalks which were to be laid under
the Betterment Act area 87; * 00 to the Highway Maintenance Account for
curbing, total opl$900.000 The Board also asked for a. transfer of Q00,00
to the Severer House Connection. Account in order to take care of applications
already received.
i executive session the following votes were passed, authorizing the
Town Accountant to make transfers from t~.:~e Reserve Fund:

TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of the Town of Reading, Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby required
to notify and warn the inhabitants of the Town of Reading, qualified to vote in
elections and town affairs, to meet in Security Hall, Woburn Street, in said Reading
on
Thursday, the Twenty-Ninth Day of September, A. D. 1938
at seven forty-five o'clock in the evening, to act on the following articles:
Article 1. To hear and act on the reports of Town Officers and special com-
mittees and to see what instructions, if any, shall be given Town Officers and special
committees.
Article 2. To see if the town will vote to raise and appropriate a sum of
money for Public Welfare, including Aid to Dependent Children and Old Age As-
sistance, Soldiers' Benefits, including State Aid, Military Aid, Soldiers' Burials and
Soldiers' Relief, and for W. P. A. expenses, including, administrative, truck hire,
equipment and materials, and authorize the treasurer, with the approval of the
Selectmen, to borrow under authority of and in accordance with the provisions of
Chapter 58 of the Acts of 1938, or take any action relative thereto.

- Article 3. To seq if the town will vote to raise and appropriate a sum of
money for the purpose of constructing an elementary school building, including
originally equipping and furnishing the same, and authorize and direct the Select-
men to accept on behalf of the town, for use in carrying out such project, a Federal
grant of money pursuant to the Public Works Administration Appropriation Act of
1938; and authorize the School Committee to construct said project and contract
with respect thereto; and authorize the Treasurer, with the approval of the Select-
men, to borrow such sums as may be necessary to meet any appropriations made,
and to use any other-available funds that may be raised by taxation or appropria-
tion for that purpose, or take any action relative thereto.

And you are directed to serve this warrant by posting an attested copy thereof
in at least ten public places in the town not less than seven days prior to September
twenty-ninth, the date set for the meeting in said warrant and to publish this warrant
in the Reading Chronicle one day at least prior to said date.
Hereof fail not and make due return of this warrant with your doings thereon
to the Town Clerk, at or before the time appointed for said meeting.
