To either of the Constables of the Town of
Reading, Greeting:-
In the name of the Commonwealth of
Massachusetts, you are hereby required to
notify and warn the inhabitants of the Town
of Reading, qualified to vote in elections and
town affairs, to meet in Security Hall, Wo-
b~urn Street in paid Reading cn
MONDAY, THE SEVENTH DAY OF
MARCH, A. D. 1938
at seven o'clock in the forenoon, to act on the
following article, viz:
Article 1. To bring in their votes on one
ballot for Moderator for one year; Town
Clerk, for one year; one member of the Board
of Selectmen, for three years; one member of
the Board of Public Welfare, for three years;
one member of the Board of Assessors for
three years; Treasurer, for one year; Collector
of Taxes, for one year; one member of the
Board of Public Works for three years; two
Constables, for one year; Tree Warden, for one
year; one member of the Municipal Light
Board, for three years; one member of the
Board of Health for three years; two members
of the School Committee for three years; two
Trustees of the Public Library, for three
years; two members of the Planning Board,
for thr" years; two members of the Board
of CemeLery Trustees, for three years.
And to meet in Security Hall, Woburn St.,
on
MONDAY, THE FOURTEENTH DAY OF
MARCH, A. D.- 1938
at seven forty-five o'clock in the evening, to
act on the following articles:
Article 2. To hear and act on the reports
of the Board of Selectmen, Town Accountant,
Treasurer, Collector of Taxes, Board of Assess-
ors. Board of Public Works, Town Clerk, Tree
Warden, Board of Health, Board of Public
Welfare, School Committee, Public Library
Trustees, Municipal Light Board, Cemetery
Trustees, Planning Board, Finance Committee
and any other Boards and Special Committees.
Article 3. To choose all other necessary town
officers and special committees and determine
what instructions shall be given town officers
and special committees. -
Article 4. To determine how much money
the Town will raise and appropriate for Gen-
eral Government, Protection of Persons and
Property, Health and Sanitation Board of
Public Works, including Highways, Sidewalks,
Drainage, Common Parks and Supervised Play,
Water Department and Sewer Department;
Charities and Aid, Soldiers' Benefits, Public
School-, Public Library, Cemeteries, Memorial
Day Uoservation, Municipal Light Department
Street Lighting, Maturing Debt, Interest, In-
surance and General Accounts.
Article 5. To see if the Town will vote to
authorize the Town Treasurer, with the ap-
proval of the Selectmen, to borrow money from
time to time in anticipation of the re mmic
of the financial year beginning January 1 1930,
and to issue a note or notes therefor, payable
within one year, and to renew any note or
note:. as may be given for a period of less than
one year in accordance with Section 17 ',hapter
44, General Laws.

Article 6. To see what sum the Town will
raise and appropriate for the purpose of fore-
closing in the Land Court pursuant to pro-
visions of Section 65 of Chapter 60 of the Gr;n-
eral Laws, the right of redemption to any and
all real estate taken by the Town for non-
payment of taxes, or what it will do in rela-
tion thereto.

Article 7. To see what sum the Toren will
raise and appropriate for the Reserve Fund
as provided by Section 6, Chapter 40, General
Laws, or what it will do in relation thereto.
Town Accountant.
Article 8. To see what sum the Town will
raise and appropriate for the payment of rtn-
paid bills of 1937, or what it will do in rela-
tion thereto.

Hospital tinder Chapter 417 of the Acts of
1935, as amended by Chapter 205 of the Acts
of 1937; to see whether the town will vote to
appropriate all or any portion of said assess-
ment and to raise the amount so appropriated
in whole or in part in this year's tax levy
or to transfer such amount in whole or in
part from any available funds; to see whether
the town will vote to appropriate all or any
portion of said assessment and to borrow the
amount so appropriated on bonds or notes of
the town; to see whether the town will elect
that all or any portion of said assessment
shall be funded through the issue of bonds or
notes of the County of Middlesex as authorized
by said Chapter 417, as amended; in case
the town shall elect to fund under said Ch-ip-
ter 417, to see whether the town will elect
that the assessments to be hereafter made
upon it on account of any suth funding loan
shall be payable by it over the maximum per-
mitted term of fifteen years or over a lesser
period; to see whether the town will vote to
direct the Town Clerk to file with the Middle-
sex County Commissioners promptly, and in
any event not later than April 15, 1938, an
election to fund all or any portion of the as-
sessment already made upon it as aforesaid;
and to take any action in connection with the
matter, contained in this article.

Article 12. To see if the Town will vote to
authorize and direct the Board of Assessors to
use an amount of available free cash not ex-
ceeding seventeen thousand dollars ($17,000.00)
in computing the tax rate of 1939, or what it
will do in relation thereto.

Article 13. To see what sum the Town will
raise and appropriate to balance overdraft in
School Tuition Account, or what it will do in
relation thereto.

Article 14. To see what sum the Town will
raise and appropriate for the installation of a
two-way radio system for the Police Depart-
ment, or what it will do in relation thereto.

Article 15. To see if the Town will vote to
raise and appropriate nine hundred and. fifty
dollars ($950.00) for the extension of the Fire
Alarm System by the installation of under-
ground conduits and the necessary appurten-
ances thereto, or what it will do in relation
thereto.

Article 16. To see if the Town will vote to
amend the by-laws for the inspection of wires
by striking out Section 17 thereof and insert
.ing in place thereof the following:
Section 17. Whoever violates any provision
of these by-laws shall in cases not otherwise
provided for, forfeit and pay for each offence
a fine not exceeding Fifty (50) Dollars. to be
paid into the Treasury of the Town of Read-
ing.

Article 17. To see what sum the Town will
vote to raise by borrowing or otherwise, and
appropriate for the purchase of a ladder truck
for the Fire Department, or what it will do in
relation thereto.

vote to raise by borrowing or otherwise, and
appropriate for W. P. A. expense, including
Administrative, Truck Hire, Equipment and
Materials. or what it will do in relation there-
to.

Article 19. To see if the Town will vote to
authorize the Law Committee to settle the
litigation of Frederick S. Chanonhouse against
the Town for injuries sustained as a result of
an accident which occurred on the sidewalk on
the Easterly side of Linden Street, and to see
what sum the Town will raise and appropriate
therefor, or what it will do in relation there-
to.

Article 27. To see what sum the Town will
raise and appropriate for the purpose of im-
proving and constructing Lowell Street from
the end of the 1937 construction on Lowell
Street toward Reading Square. under Section
34, Chapter 90 of the General Laws, together
with such sums as may be provided by the
State and County, or what it will do in rela-
tion thereto.

Article 28. To see if the Town will vote to
establish a Road Machinery Account, to which
shall be credited all receipts received for the
use or rental of road machinery, the proceeds
to be appropriated as voted by the Town for
road machinery purposes, or what it will do in
relation thereto.

Article 29. To see what sum the Town will
raise and appropriate to establish a Road
Machinery Fund for the purpose of purchasing.

Article 30. To see if the Town will vote to
accept the report of the Board of Public Works
upon the laying out as a public highway of a
private way known as Granger Avenue, under
the provision of law authorizing the assessment
of betterments, such highway being laid out in
accordance with plan duly approved by the
Board of Survey and filed in the office of the
Town Clerk, in accordance with the statutory
requirements, and to see if the Town will ac-
cept the public way laid out by the Board of
Public Works as Granger Avenue and to raise
and appropriate for the said laying out and the
construction of said way the sum of seven hun-
dred ninety eight and 40/100 dollars ($798.40),
or what it will do in relation thereto.

Article 31. To see what sum the Town will
raise and appropriate for the purpose of im-
proving and constructing High Street from
Woburn Street toward Washington Street, or
what it will do in relation thereto.

Article 32. To see if the Town will vote to
authorize the Board of Public Works to col-
lect, remove, and dispose of ashes and rubbish
within the Town under such rules and regula-
tions as the Board of Public Works may from
time to time establish and to see what sum
the Town will raise and appropriate for such
purpose, or what it will do in relation thereto.

Article 33. To see if the Town will vote to
accept the provisions of Chapter 280 of the Acts
of 1937, being an Act Authorizing the Town of
Reading, to Establish Regulations Requiring
Owners to connect with the Common Sewer
therein, or what it will do in relation thereto.

Article 34. To see what sum the Town will
raise and appropriate to reimburse Patrolman
Oscar H. Low for medical attendance and care
occasioned by injuries received in line of duty
on December 22, 1937, or what it will do in re-
lation thereto.

raise and appropriate for further development
of the Town Forest or what it will do in re-
lation thereto.

Article 36. To see if the Town will raise and
appropriate the sum of four hundred dollars
($400.00) for Child Welfare Work, to be ex-
pended under the direction of the Reading
Visiting Nurse Association, and the Board of
Health, or what it will do in relation thereto.

and instruct the Board of Selectmen to renew
the present lease for suitable headquarters for
Reading Post No. 62 of the American Legion,
