The meeting was called to order by the Chairman at 7,05 o'clock.
The records of the last meeting were read and approved.
The Chairman spoke of the meeting of the Association of Town
Finance Co:cllinittees held Januar-y 26th at the City Club, reporting on what
was presented at that time and expressed the opinion that such meetings
were of great help in considering many of the problems which confronted
Finance Comiittees. He also referred to the plan adopted last year
of taping the cost of insurance from the budgets of the several depart-
ments and setting up an :insurance Account. He suggested that careful
attention be paid to this matter to determine the effect if any, upon
the 1938 budgets.
kxr. Joh:n. L. Devaney, Chairman of the su.b-cornxiittee on the =School
Department reported that his committee had met with the School Committee
and discussed in detail the 1938 budget, and noted some items which the
Committee had voluntarily reduced. Mrs. Ellison spoke on the School
Cafeterias which, beginning February lst are being conducted as a School
Department matter rather than private management as heretofore.
The Board of Selectmen, Chair: an 1NIorton, Killam and Goodridge
appeared and presented the various budgets of the departments under
their jurisdiction. These included the budgets Nos. 1 and 7, 10 to
21B inclusive, and. 23 and 25- The Chairman stated that the Board
would place two articles in the warrant calling for special appropriations
providing for the installation of a two-tray radio for cruisin - cars,
an article providinc for, a new lac.cler truck at71a' cost'16f 5,0Q0.00,
an article for W.P.A.' materials frog: lklarch 1, 1938 to Dec. 31, 1938s
calling for $33,500,00,
The Selectmen explained in considerable detail the various budgets
and also the matters referred to above which. would appear in special
articles in the warrant.
The School Committee., Chm, Tanner, Dr. lakeling, Mr. Clinch, Miss
Canty, Mrs. Twombly and Mr. Austin with Supt. Pierce, Appeared tai discuss
the School budget. The regular budgets had been so carefully considered
and revised at the joint meeting of the School Committee and the sub--
committee that very little discussion was held in regard to the regular
expenditures. Later the opinion was expressed by Chaim-.an Roberts
"that the Bchool budgets deserved special mention as being very comprehen.-
sive and also carefully arranged" The matter of School Cafeterias
was reduced and the method of handling the matter was outlined.
The Chairman requested that the sub-co? ittee on the Selectments
budgets confer with that Board as soon as possible.
The Chairman announced that the next meeting would be held ednesday,
evening, February 9th, and directed that the Board of Health, Planning Bd,
and Library Trustees be invited to appear.
