HomeMy WebLinkAbout1937-02-19 Finance Committee MinutesMeeting of the Finance Committee Feb. 19, 1937= The meeting was called to order t the Chairman at 7.10 P-m- The records of the last meeting were read and approved. Chairman Roberts reported the result of the conference with the Selectmen regarding the WP A material Acco,)n.t and stated that the Selectmen would act upon his suggestion that definite reports be rendered giving especially in detail the amount of material furnished for each particular project and an estimate of the :.mount of labor involved. It was mutually agreed that this fund being public money should be as carefully supervised as any other appropriation. The budgets for 1937 remaining tere then taken up. Mr. Sturges reported that as a result of an interview with the Treasu.r, it was agred.d that the 'Item for interest could be reduced to 14643.50 which amount it was voted to recommend, A Letter from the Insurance Committee was re al which stated that the Committee "recommends that the insurance items be taken from department budgets and set up as a general insurance fund". Voted: to recommend_ that the ;elan be carried out and various department estimates be reduced by the amount of the insurance estimated. for 1937- The Municipal Light Board, Chairman Johnson, Elle wood, Evans, and Superintendent Sias appeared for three articles. The first article related_ to the purchase from the Edison Electric Jllu_m.inating Company of the ducts, cables and all other apparatus now belonging to the Company located within the limits of the To n* Mr. Sias explained that in accord- ance with an agreement in effect between the 'I'on;rn and the Edison Company, this property could be purchased at an advantageous figure and submitted a definite plan which provided for a bond issue to be paid of't' during periods of ten, fifteen or twenty years. The second article related to sale of certain equipment which was no longer of use and which the Department desired authority to dispose of. The third article was one which appears in to warrant each year relating, to the installation of additional street lights. On motion of 15r, Sturges seconded b7 Mr. Noyes it was voted to recommen( that the Town accept the roposal of the Edison Company and purchase the property referred to for E60,000,00 plus interest, taxes, depreciation and maintenance as outlined in the proposal and that the purchase price of 60,000 be financed by the issue of bonds payable in equal annual payments over a period of ten years. Under the third article - additional street lights - it was voted that the subject matter of this article be referred to the Municipal Light Board. The Board of Public Works budgets not acted upon were then taken up and it was voted to recommend the following sums for street betterments Waverly ;Load $319-00 Puritan Road. 1070®00 Priescilla. Voted to recommend =,3500,00 for Park Department, Voted to recommend $11,200.00 for Sewer Department Maintenance and Construction of which sum 12,791.71 be taken from Sewer ?deserve. Noted to recommend : 1,000,00 for Sewer House Connections. Voted to recommend 750.00 for eater Department Maintenance and Construction of which sung Q'321,38 be taken from Water Reserve. The Board of Selectmen, Mr, Morton and Mr. Killam, appeared next. They explained in detail the matter of traffic signals for Reading Square, the twopway radio for the Police Department, the purchase of a spraying machine for the Moth Department, and of the taking or purchase of addition. al land for the Totem Forest. They also spoke of a plan to install flood lights for the Municipal Building and Library, the Old South Church and School, the total cost of which would be $720.00. It was voted to recommend. $4500.00 for `T`raffic Signals system in heading Square and vicinity. It was voted "Do not recommend" two-way radio for the Police Depart- ment. It was voted, to recommend S P950,00 for purchase of a spraying machine for the Moth Department. Voted to recommend $250.00 for Tow Forest "land. On the matter of flood lights,as this called for an increased appro- priation for Street Lighting, the majority were of the opinion that the recommendation voted previously should not be reconsidered* Voted to recommend 063.3 :personal Injuries for Office Macintire and 5129,50 for Office Hutchinson, he 'hoard of Public Works, Chm, Bancroft, :Davis, Brophy, Putnam and Supt. Welch appeared. The matter of a Yunicipal Garage was discussed at some length also the probable redaction in Snow and ice appropriation due to mild weathers. it was agreed that the Snow and ice appropriation be held open as long as possible. No votes were taken on the matters under discussion at this t ime . It was announced that the public meeting be hold February 24th at 7.01 p.m. Members present: Chm, Roberts, Folsom, Goldsmith., Currell, Trevor, Merrill, :Davis, Cottol, Sturges, Connelly, Troyes.
