BYLAW COMMITTEE MINUTES #290 ~F R

Meeting called to order at 7:40 p.m. in the Arnold Berger Room of Town Hall.
Members resent: Phil Pacino, Jack Russell and Dolores Carroll.
Others Present: Town Manager Peter Heckenbleickner and Town Planner Jean Delios were
present to review the following articles with the Committee prior to the Annual Town Meeting
on April 26th.
Article 26: Section 6.3 of the Zoning Bylaws has been replaced in its entirety, as the key issue p
here is clarification for both residents and Town employees. A new definition for
"nonconforming" has also been added to Section 2.2.22 for the same reason. 't
On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend
the subject matter of Article 26 by a vote of 3-0-0.
Article 27: This revision to Section 6.2, dealing with signs, has been revised to simplify and
clarify the rules for local businesses.
On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend
the subject matter of Article 27 by a vote of 3-0-0.
Article 28: Approval of Section 4.4 Floodplain Overlay District would provide
reimbursement to homeowners in communities participating in the federal program.
On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend
the subject matter of Article 13 by a vote of 3-0-0.
Article 13: Acceptance of this article would impose a-75 percent sales tax on food served in
local restaurants.
The vote on this article was 2 in favor and 1 opposed; therefore, the motion did not carry.
Article 21: Passage of this article would require newly constructed or renovated residential
buildings, with four or more units, to install a sprinkler system.
On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend the
subject matter of Article 21 by a vote of 3-0-0.
Article 22: This proposal will replace the Section 4.5.2. Junk Section with Section 4.5.2
Purchase, Sale or Barter of Junk, Old Metals and Second Hand Articles, again simplifying
the description to make it easier to comprehend for all concerned. A provision for non-criminal
disposition has also been included.
On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend
the subject matter of Article 22 by a vote of 3-0-0.
Article 23: This amendment to Article 2 would prohibit any rejected fee or tax increase from
being brought before Town meeting for eighteen months.
On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend
the subject matter of Article 23 by a vote of 3-0-0.
Minutes #288 and #289 were approved by a vote of 3-0-0.
