HomeMy WebLinkAbout2010-03-09 ad Hoc - Municipal Building Committee Minutesart."~- v_ r- n Ad Hoc Municipal Building Committee Meeting March 9, 2010 The meeting convened at 7:00 p.m. in the Conference RooG~;`: 1 µ "Il~treei, eading, Massachusetts. Present were Finance Committee member George Hines, resident Kathleen Dugan, School Committee member David Michaud, Selectman Richard Schubert, resident Jeff Struble, Library Board member Vicki Yablonsky and Town Manager Peter Hechenbleikner. The Town Manager reviewed the Policies and Procedures for Boards, Committees and Commissions. He advised that the committee would need to select a chairman and somebody to produce minutes on an ongoing basis. He agreed he would do the minutes for this meeting only. The committee reviewed the charge to the committee, and also received a memo from Town Meeting Member Bill Brown regarding the cemetery garage. The Town Manager also reviewed other handouts to the committee which included a GIS map of the Oakland Road property, demonstrating the capabilities of the GIS program. Also included is a preliminary draft report on the cemetery garage produced by the Department of Public Works. Much work needs to be done on this before the committee can consider it, but again it was intended as a demonstration of the information that can be produced by Town staff. Regarding the Oakland Road property, the committee asked what paper streets are needed and what would be the procedure to vacate them. With regard to the charge of the committee, Rick Schubert felt that the first objective would be a high level perspective on what the needs are for buildings. This could include the scale, scope and general cost. The Oakland Road property is potentially a way to pay for some of these projects. The charge may change after this high level review is done. The Town Manager felt that the timeframe should be 10 years. Issues that he's aware of concerns would be DPW maintenance facility, cemetery garage, library needs, need for a community center, need for an early childhood center, Killam School renovations, and a park building at the Birch Meadow Park. Studies that exist are for the Library, the general management study for DPW, and work on the cemetery need. The committee talked about having several meetings to get information. These would include the Facilities Director/Business Manager, and Department Heads. Information that we would like to receive would be information on the routine maintenance process, the Capital Plan for buildings, and an overall assessment of building conditions. Copies of all studies regarding facilities should be given to the committee. An inventory of surplus property should be developed. An index of building history: age, square footage, use, and last renovation would be helpful. Tours of the buildings would be helpful. The committee agreed to meet on Thursday nights every other week starting March 18, 2010 with a break for Town Meeting. They will consider making a report to Town Meeting on their work. With regard to the Chairman, on motion by Schubert seconded by Yablonsky, David Michaud was nominated and appointed Chairman by a vote of 6-0-0. Kathleen Dugan agreed to do the minutes. The Town Manager will give her a template for doing minutes.
