The meeting convened at 7:00 PM at Joshua Eaton Elementary School, Reading,
Massachusetts. Present were Chairman and School Committee member David Michaud,
Selectman Rick Schubert, Library Board member Vicki Yablonsky, Finance Committee
member George Hines, resident Kathleen Dugan and Town Manager Peter
Hechenbleikner. Also present were Superintendent John Doherty, Director of Facilities
Joe Huggins and Assistant Director Peter Tammaro.
Joshua Eaton Elementary School
The building`was built in the late 1950's and was renovated in the early 1990's.
• Flooring: Most of the flooring is old. There is asbestos under the tile and
the cost for abatement is approximately 5K for each room, more for
common areas. Replacement of the flooring is not currently in the capital
plan.
• Cafeteria: The food service line is very small and poses a functional issue.
The windows were made operable by replacing the spring assembly and
some spare parts. Windows and doors are in the capital plan, but they
would like this facilitated if possible.
• Media Center: Roof was replaced 2 years ago. He carpet has been pulled
several times as it is not properly glued down and is prone to wrinkling
(trip hazard). This is on the capital plan.
• With a fundraising effort they refurbished the clock, painted, and replaced
railing and copper flashing.
• Windows: Replaced in the 4th and 5th grade wings
• Gym: Wood flooring is refinished every other year, new lighting,
windows were made operable as above.
• Exterior: Lack of rain gutters causes maintenance and painting issues.
Joe Huggins indicated that the main functional issue is the food service area. He felt
there were no other functional issues. There is a master plan for the site that was
developed in conjunction with the PTO and Parents. The playground is scheduled to be
replaced in 2011. David Michaud inquired about storage space and Joe Huggins
indicated that storage was adequate—there is a loading dock and storage in the attic.
John Doherty noted that the RISE program will be expanding to Eaton as there is an extra
classroom and there is an increase in demand for special needs.
Birch Meadow Elementary School
The building was built in the early 1960's and renovated in the 1990's, when a wing was
added netting 4 classrooms. There are new.windows along the front of the building and
along that wing.
• Currently Under Construction (via grant): New boilers, new
heating, new energy controls, lighting, weatherization, motion
sensors. HVAC being replaced in the cafeteria and auditorium.
• Front Office: Poses a small security issue in that it is located down
the hall out of view of the door. The door has a video buzz in
system.
• Gym: Rubberized surface added approximately 3 years ago.
Windows are older and inoperable. David Michaud noted that it
would be beneficial to have them operable.
• Auditorium: Older tile flooring, no asbestos issues in that space.
• Classrooms: 25 classrooms in total. Much of the millwork is older
(50+years) and is in rough shape. Storage spills out into hallways.
• Media Room: Carpet needs to be replaced, it is on capital plan but
they would like to escalate the project.
• Exterior: Old windows in the back of the building. Joe Huggins
indicated it would be approximately 400K to replace all the
windows. This is in the capital plan, but they would like it
facilitated. Currently, when a window cracks, it is replaced with
plexiglass. The doors and windows are set to be addressed in
2011-2012, mostly door work. End of useful life for the roof is
2019 and it will be assessed then. There is exterior video
surveillance with a DVR system that is not monitored—for
forensic purposes only.
Killam Elementary School
The building was built in 1966-1967, never renovated. Joe Huggins indicated that there
has never been a renovation but that they have been doing face lifts. Approximately 1 M
has been spent over the last 6_years. A lot of work has been done with performance
contracting,—new HNV units, new energy controls, ventilators, high efficiency lighting,
fire panel, new windows in 2 corridors.
• Front office: This is the largest functional issue. It is a very small
space that is functional for all administrative staff. Approximately
20'x10' for 3 people. There is no air conditioning.
• Media Center: Not ADA compliant with the pit. Would need to be
addressed during renovation.
• Gym: Original cork flooring is in good condition. There are some
operable windows and new lighting.
• Roof: Infrared scan of roof about 3 years ago found a lot of saturation,
leak issues. Approximately 5000 sq. ft. of roofing replaced and new
drainage put in.
• Auditorium: New VCT flooring installed last year, new paint via
PTO.
Joe indicated that the functional issues include the front office space (above) and that
there are some storage areas being used for instructional activities. He indicated that
there is 375K-400K in the capital plan for windows.
