Call to Order, Old/New Business
203 Haverhill Street, Violation Notice
Present: Jim Dudley and contractor
The Commission reviewed site visit reports and a site planning showing proposed grading work in
the buffer zone that had already commenced. Mr. Dudley indicated that he understood the violation
notice, and he would prefer an Enforcement Order to a permit application. The Commission
reviewed and revised a draft Enforcement Order with him.
Motion by Ms. Stewart, seconded by Ms. Scanlon, to issue the Enforcement Order as revised this
evening. The vote was 6-0-0.
88-98 Walkers Brook Drive, DEP 270-489, RGB 2006-39 and DEP 270-502, RGB 2007-7
Mr. Hecht gave a site visit report. The owner has four cones blocking the road to the back, the
swales look good, and the restoration looks very good. Ms. Fink said that car wash water is leaving
the work bays and flowing into the parking lot, rather than going into the floor drains as it should.
The Commission will ask Honda to correct this, and provide as-built plans before a Certificate of
Compliance.
105 Libby Avenue, DEP 270-435, RGB 2004-36
The Commission reviewed a site visit report, and the work looks good. A letter has been sent to the
owner to submit an as-built plan and request for Certificate of Compliance.
2 C Street, DEP 270-558, RGB 2009-20
The Commission reviewed a site visit report. The work looked good, and the slope was stable.
Motion by Ms. Ohlson, seconded by Ms. Stewart, to waive the as-built. The vote was 6-0-0.
20 Chequessett Road, Enforcement Order
The owner has not yet submitted a planting plan with a timeline, and will be asked to submit one
prior to the next meeting.
80-100 Main Street
The CPDC issued conditional approval of the preliminary plan. The Commission reviewed the
definitive plan and draft comments to CPDC on it.
Motion by Mr. Sullivan, seconded by Ms. Stewart, to send the comments to CPDC. The vote was
6-0-0.

Public Hearing, Notice of Intent, 46 Walnut Street, RGB 2010-20
Present: Andrew Pywell, owner
Mr. Pywell presented his revised plans for garage, drywell, driveway, grading, and planting. He
explained where the changes were made. The Commission asked some questions about the changes.
Gerry Fiore, an abutter, said that the grading looked acceptable to him
The Commission reviewed and revised the draft Order of Conditions
Motion by Ms. Ohlson, seconded by Ms. Stewart, to require a $1,000 performance bond. The vote
was 6-0-0.
Motion by Ms. Ohlson, seconded by Mr. Tucker, to issue the Order of Conditions as amended this
evening. The vote was 6-0-0.
306 Haverhill Street, Enforcement Order
A site visit was done. The stone work looks fine, but the plants in the swales are not sufficient.
The owners will be asked to replace the vegetation.
905 Main Street, Violation Notice
Ms. Fink said the owner removed the fill from the wetland, and the underlying plants are in good
condition.
Motion by Mr. Tucker, seconded by Ms. Stewart, to close the file. The vote was 6-0-0.
285 Main Street, DEP 270-564, RGB 2009-28
The Commission reviewed a revised site plan, buoyancy calculations, and a memo from the Town
Engineer.
Motion by Ms. Scanlon, seconded'by Ms. Stewart, to accept the revised plan and calculations. The
vote was 6-0-0.
285 Main Street, DEP 270-540, RGB 2008-34
A plan has not been submitted for the tank removal. Ms. Fink will contact GeoInsight.
Johnson Woods, DEP 270-416, RGB 2004-10
The Commission reviewed a site visit report. An as-built plan had been received but Ms. Fink had
not had time to review it. The Trail Committee checked the trail route, revised certain sections, and
noted several obstacles that need to be addressed. Some grading needs to be done to make the
stockpiles safer, and the south infiltration bed needs grading and planting. A letter will be sent to
Ted Moore.
41-43 Wilson Street, DEP 270-571, RGB 2010-4
Ms. Fink sent a memo to DPW, and they will finish the work.
Strout Avenue, Water Division, Emergency Certification
Ms. Fink reported that the utility pole has been reset and the fallen tree has been cut and scattered.
The cleared access area has been seeded.

Motion by Ms. Ohlson, seconded by Mr. Sullivan, to close the Emergency Certification. The vote
was 6-0-0.
15 Carriage Lane, DEP 270-140, RGS 1986-4
A Certificate of Compliance was issued in 1991 but has not been recorded. The owner has
requested a new Certificate for recording purposes.
Motion by Mr. Tucker, seconded by Ms. Scanlon, to reissue a Partial Certificate of Compliance for
this lot. The vote was 6-0-0.
Recreational Trails Grant Application
Ms. Fink said the Trail Committee wants to apply for another Recreational Trails Grant for the
IKurchian Woods area. The boardwalk needs to be replaced, and better signs and blazing are
needed. The deadline is November 1, 2010. The Commission agreed to pursue the grant.'
Trail Committee Adopt-a-Trail event, September 29, 2010
The event is at the Senior Center and the Commission has been invited to attend.
Financial Forum
The Finance Committee and others held a forum and, among other things, discussed the possibility
of selling off certain Town-owned lots to raise revenue. Ms. Fink sent a memo to them. Some
Town-owned lots have already been transferred to the Conservation Commission, but they have not
been recorded. Ms. Fink has been discussing this with the Engineering Division and Town
- Counsel, and will continue to pursue the matter.
Wingate, 1364 Main Street, Enforcement Order
Ms. Fink said they will pave the parking lot soon, but the fire lane may be delayed. The manager,
David Feldman, requested an extension of the deadlines in the Enforcement Order.
Motion by Ms. Stewart, seconded by Ms. Ohlson, to extend the deadline for the parking lot to
November 1, 2010. The vote was 6=0-0.
Motion by Ms. Stewart, seconded by Ms. Ohlson, to extend the deadline for the fire lane to May 15,
2011. The vote was 6-0-0.
489 Lowell Street
The Commission reviewed a site visit report. The fence is up as proposed. The deck has a slight
change.
Motion by Mr. Sullivan, seconded by Ms. Stewart, to close the Minor Project Permits for the fence
and deck. The vote was 6-0-0.
Motion by Ms. Ohlson, seconded by Mr. Tucker, to issue a Minor Project Permit for two new
sheds. The vote was 6-0-0.
Minutes for approval: September 8, 2010
Motion by Ms. Ohlson, seconded by Mr. Stewart, to accept the Minutes of September 8, 2010. The
vote was 5-0-1.

Mill Street Bridge
The Commission reviewed a report that the beaver dam had been breached at the Mill Street bridge.
They asked Ms. Fink to send a letter to the Public Works, Health, and Conservation offices in North
Reading concerning jurisdictional issues.

Motion by Ms, Stewart, seconded by Ms. Scanlon, to close the Determination file. The vote was 6-
0-0.
219 Pearl Street
Motion by Ms. Ohlson, seconded by Mr. Sullivan, to close the Determination file. The vote was 6-
0-0.
235 Pearl Street
Motion by Ms. Ohlson, seconded by Ms. Stewart, to close the Minor Project file. The vote was 6-0-
0.
439 Pearl Street
Motion by Ms. Ohlson, seconded by Ms. Scanlon, to close the Minor Project file. The vote was 6-
0-0.
489 Pearl Street
The trees have been cut and trimmed as specified. New trees have not yet been planted.
588 Pearl Street
Motion by Ms. Ohlson, seconded by Ms. Stewart, to close the Violation file. The vote was 6-0-0.
641 Pearl Street
There are still violations. There are lawn mowers and old vehicles on the property. Ms. Fink will
speak to the owner.
648 Pearl Street
Motion by Ms. Stewart, seconded by Ms. Ohlson, to close the Minor Project file. The vote was 6-0-
0.
717 Pearl Street
Motion by Mr. Hecht, seconded by Ms. Stewart, to close the Enforcement Order file. The vote was
6-0-0.
Mattera Cabin - Ms. Fink reported on work underway.
