Call to Order, Old/New Business
50 Mill Street, RGB 2010-15
Andrea Quirbach said she was supposed to plant two 3" red maple trees but the only available ones
she found were 1 The Commission thought three 1 %2" trees would be acceptable instead of the
two 3" ones. She also wanted to know if it was too late in the season to plant. Mr. Maugham said
they could be planted before the ground freezes, but she should check with the people at the tree
nursery.
Motion by Mr. Tucker, seconded by Ms. Stewart, to allow three 1 1/2" red maple trees to be planted
instead of two 3" red maple trees. The vote was 6-0-0.
84 Martin Road, Violation Notice
Ms. Fink reported a call from Mr. McMahon, the owner, who asked for an extension of time and a
wider variety of tree species to choose from. She, sent a letter with other trees suitable for the edge
of the wetland. The Commission found the trees acceptable, but did not want to extend the
deadline. A letter will be sent.
203 Haverhill Street, Enforcement Order
A site visit was done and the property looked good. There was a little brush that could be cleaned
up. A site visit will be done in the spring to see whether the grass has come in.
14 Strawberry Hill Road, RGB 2009-2
Mona DeAngelo is going before the Zoning Board of Appeals to get a Variance on November 4,
2010 in order to build a new dwelling on an undersized lot. The Commission reviewed a draft
memo to the ZBA.
Motion by Ms. Stewart, seconded by Mr. Tucker, to send the memo to the ZBA. The vote was 6-0-
0.
147 Belmont Street, DEP 279-499, RGB 2007-6
Mr. Murray-had an Order of Conditions, which has expired. Ms. Fink inspected the site. The yard
is stable, and they did not build the proposed addition. They did cut five trees, and have not planted
the three native trees required. Ms. Fink will send a letter.
20 Chequessett Road, Enforcement Order
Ms. Fink has not received a planting plan yet. She will.send another letter with a new deadline of
November 23, 2010 for the plan, and May 31, 2011 for planting.

Public Meeting, Request for Determination of Applicability, Judith H. Mieczkowski, 252 West
Street, RGB 2010-24
Present: Judith and Anthony Mieczkowski
The Mieczkowskis described the proposed foundation and driveway repairs. They want to enlarge
the driveway and add a pipe underneath to carry roof runoff away from the house. Mrs.
Mieczkowski also had some questions for the Commission, which they answered.
The Commission reviewed the draft findings and conditions and made revisions.
Motion by Ms. Scanlon, seconded by Ms. Stewart, to issue a negative Determination of
Applicability with the findings and conditions as revised this evening. The vote was 6-0-0.
Public Meeting, Request for Determination of Applicability, John Shea, 115 Colonial Drive,.
RGB 2010-25
Present: John Shea
Mr. Shea proposed to cut four trees located in wetlands to ground level and leave the stumps in
place. He also proposed to remove and replace a low retaining wall under his deck.
The Commission reviewed the draft findings and conditions and made revisions.
Motion by Ms. Stewart, seconded by Mr. Sullivan, to issue a negative Determination of
Applicability. The vote was 6-0-0.
26 Sunset Rock Lane, Enforcement Order
The Commission reviewed site visit reports and correspondence concerning repeated failure to
carry out work in accordance with deadlines set in the Enforcement Order. The Commission
discussed issuing fines since the deadline was once again missed. Ms. Fink will send a letter stating
that fines will be issued beginning November 14th
Motion by Ms. Scanlon, seconded by Ms. Stewart, to send the send a letter to Mr. Beckman setting
a final deadline of November 14, 2010 before daily fines will be issued. The vote was 5-0-1. Mr.
Maughan abstained.
285 Main Street, DEP 270-540, RGB 2008-34
The Commission reviewed a proposal from GeoInsight to remove the tank outside of the building
and leave the tank under the building in place. That tank will be emptied and then filled with
concrete. The Fire Department has agreed to this.
Motion by Ms. Stewart, seconded by Mr. Tucker, to accept the October 22, 2010 proposal from
Geolnsight for the tank removal. The vote was 6-0-0.

Ms. Fink did not speak to the DEP yet about the PCB levels present.
On a motion by Mr. Tucker, seconded by Ms. Stewart, the Commission moved to extend the Order
of Conditions for, one additional year. The vote was 6-0-0.

Johnson Woods, DEP 270-416, RGB 2004-10
Ms. Fink reported that she has not yet received a response from Ted Moore to the most recent letter.
4.1-43 Wilson Street, DEP 270-571, RGB 2010-4
Lynn Whyte of the Reading Housing Authority said she would take care of the cleanup and planting
that needs to be done. A site visit will be scheduled before the next meeting.
2 C Street, DEP 270-558, RGB 2009-20
The Commission is waiting for the Order of Conditions to be recorded.
Memorial Park
Ms. Fink did a site visit and said some of the grass plantings are sparse, including the floors of the
ponds. Also, some of the side slopes are eroding. The stream work will take place in the spring
because it is too late in the season to plant. The Commission will send a letter to DPW/Engineering
asking for a plan to control the filling and emptying of the ponds such that sediments will not be
discharged into the stream.
Parker Middle School, DEP 270-517, RGB 2007-31
Ms. Fink did a site visit. She reviewed the records and sent an email on October 21, 2010 to
Engineering witha list of items that needed to be completed for a Certificate of Compliance. The
permit will expire in February. The Commission will request that the items be addressed before the
next meeting,
1364 Main Street, DEP 270-387, RGB 2003-4
A site visit was done, and the parking lot has been paved. The basins are well-vegetated. There
was a sheen in the catch basin which might be from the paving operation. Filters should be used in
the future. They have done some work on the fire lane.
Minor Projects 10 Osborne Avenue (deck)
The owners want to put a deck on the back of the house.
Motion by Ms. Ohlson, seconded by Ms. Stewart, to approve the Minor Project Permit. The vote
was 6-0-0.
Minutes for approval
Motion by Ms. Ohlson, seconded by Ms. Stewart, to accept the minutes of September 22, 2010.
The vote was 6-0-0.
Motion by Ms. Stewart, seconded by Mr. Sullivan, to accept the minutes of October 13, 2010. The
vote was 6-0-0.
107 Main Street, DEP 270-561, RGB 2009-23 - ZBA hearing notice
The Commission discussed the history of the site and the actions that have been taken.
They reviewed the plan for parking lot expansion that was submitted to the ZBA. They reviewed
and revised comments to the ZBA for the hearing on November 4, 2010. Maugham said the
Commission should wait to see what the ZBA decides before the Conservation Commission takes
action regarding the additional parking expansion.
Conservation Corna ission, October 27, 2010
Motion by Ms. Stewart, seconded by Ms. Scanlon, to send the comments to the ZBA as revised this
evening. The vote was 6-0-0.
58 Mill Street
Ms. Fink reviewed the plantings on the property and most was done. The grass is good, the shed has
been removed, but three new trees have not been planted in the ZNV.
Maplewood Trail
Ms. Fink reviewed the comments sent to the Commission from Attorney Brad Latham regarding the
Maplewood Trail. Ms. Fink said the easement must be drawn on the site plan and should be 8 feet
wide minimum to allow room for construction and repairs, and safe passage.
Motion by Mr. Sullivan, seconded by Mr. Tucker, the Commission moved to request a 10' wide
construction easement with a 4' maximum trail width. The vote was 6-0-0.

Ms. Fink.received as-builts and will put this location on the Agenda for the next meeting.
141 Walnut Street
Ms. Fink did a site visit at the request of an abutter who said the owners had cut all the trees on this
property located in a scenic road district. It should have been presented to the CPDC before any
action was done and Ms. Fink explained this to the owners.
Recreational Trails Grant Application
Mr. Hecht will sign a letter of support on behalf of the Commission for the grant application.

Motion by Ms. Stewart, seconded by Mr. Tucker, to adjourn the meeting. The vote was 6-0-0.
