A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts, at 7:00 P.M. Also in attendance was Glen
Redmond, Commissioner of Buildings, and Ellen Doucette, Town Counsel.
Case # 10-08
A Public Hearing on the petition of Mark & Liz Richards who seek a Special Permit under
Section(s) 6.3 & 6.3.6 of the zoning bylaws in order to construct a two story addition and an
open deck on a non-conforming lot on the property located at 30 Harrison Street in Reading,
MA.
Mark Richards reviewed his proposal for the Board. It will violate the required side setback on
the right side. They are also appearing before the Conservation Commission. The Building
Inspector said this is a typical situation for a Special Permit and he did not have any problems
with it.
The Board Members had a few minor questions but thought it was an acceptable proposal.
On a motion by Damase Caouette, seconded by Robert Redfern, the Zoning Board of Appeals
moved to grant the Petitioner request for a Special Permit under Section 6.3.6 of the Zoning
Bylaws in order to permit the addition to the existing dwelling on a non-conforming lot on the
property as shown on the referenced Plot Plan of Land and architectural drawings. The Special
Permit was conditioned upon three conditions.
The vote was 4-0-0 (Perkins, Redfern, Miles, Caouette).
Case # 10-09
r A Public Hearing on the petition of Richard Quaglia who seeks a Special Permit and a Variance
under Section(s) 6.3. /6.3.4 /6.3.6 of the zoning bylaws in order to construct an attached garage
to a non-conforming structure on a non-conforming lot as per plans submitted on the property
located at 20 Locust Street in Reading, MA

The Applicant asked to continue this case to September 2, 2010 in hopes that a full Board of five
members will be present.
On a motion by Robert Redfern, seconded by Damase Caouette, the Zoning Board of Appeals
moved to continue the hearing without prejudice and at the request of the Petitioner to September
2, 2010.
The vote was 4-0-0 (Perkins, Redfern, Miles, Caouette).
Case # 10-03
A continuation of a Public Hearing on the petition of Debra Shontz-Stackpole who seeks a
Variance and an appeal from a decision of the Building Inspector under Section 5.1.2 of the
Zoning By-laws in order to determine that Lot C2, 186 Summer Avenue is a pre-existing,.non-
conforming, grandfathered lot. If this lot is determined to not be grandfathered, then this is also a
request for a Variance under Section 5.1.2 for the property located at Lot C, 186 Summer
Avenue in Reading, MA.
Attorney Steven Cicatelli asked to continue this case to September 16, 2010 in hopes that a full
Board of five members will be present.
On a motion by John Miles, seconded by Robert Redfern, the Zoning Board of Appeals moved to
continue the hearing without prejudice and at the request of the Petitioner to September 16, 2010.
The vote was 4-0-0 (Perkins, Redfern, Miles, Caouette).
Case # 10-04
A continuation of a Public Hearing on the petition of Angelo Salamone who seeks an appeal
from a decision of the Building Inspector under Section 7.4.2.1. It is the decision of the Building
Inspector that the Comprehensive Permit dated July 12, 2001 has expired and also, that many of
the 26 conditions have not been addressed for the property located at 45 Beacon Street in
Reading, MA.
Angelo Salamone asked to continue his case to September 16, 2010 in hopes that a full Board of
five members will be present.
On a motion by Robert Redfern seconded by John Miles, the Zoning Board of Appeals moved to
continue the hearing without prejudice and at the request of the Petitioner to September 16, 2010.
The vote was 4-0-0 (Perkins, Redfern, Miles, Caouette).
Adjournment
On a motion by Damase Caouette, seconded by. John Miles, the Zoning Board of Appeals moved
to adjourn the meeting.
