9 August 1995, Employee Lounge, Town Hall Annex
1. Call to order
The meeting was called to order at 7:35 p.m. Members present: Bob Brown, Jean Krogh, Anne
Mark, Martha Moore, Lynda 2arrow, Bob Cavicchi. Staff present: Ted McIntire, Ruth Clay
2. Approval of July minutes
The minutes of the July meeting were approved as amended.
3. Reports
A. Button and Rechargeable Battery Collection
Button batteries: Bob collected 3 oz. of batteries. Lynda collected 3 batteries.
Rechargeable: Wheelabrator had a kick-off meeting in Worcester, and is planning a
meeting for our area on August 17 at RESCO. Anne is expecting a notice so that she can attend.
Anne will check whether Stoneham and Woburn are participating, because if not, we want to be
sure to cover Redstone Plaza, Woburn Mail, and Bradlees and Fretter, as well as Reading stores.
B. Massachusetts Solid Waste Master Plan
Ted handed it out at the last meeting. Bob put a copy in the library box. Bob noted that
the appendix lists many publications about anything from recycling to vermicomposting. There
is a whole chapter about landfill mining. Anne notes that the Master Plan gives insight into why
the state provides the various programs and grants it does. Jean suggested using it as an
education source; she will write some articles for Reading Notes. (The committee then made
some minor changes to Bob's glass recycling article. Bob will submit it to Connie for inclusion
in Reading Notes)
C. White Paper Collection
All buildings (except Parker) have containers. Ruth is refining the pick-up schedule.
New totes were delivered to the buildings that needed them, ie Coolidge.
D. Library Circulation box
Bob has a few more things to go in the box. Anne will remove a lot of material before the
September meeting. Jean will review the August issues of Waste Age and Waste Dynamics,
Lynda will review the July issue of Waste Age.
E. Chamber of Commerce Presentation
Anne found out that the DEP does not have programs specifically for businesses. Waste
Cap fills that role. Anne will call the head of the Chamber of Commerce (June O'Keefe at
Suburban News) to offer a mailing from Waste Cap or a presentation from some members of the
SWAC.
4. Computer Recycling
No word from Linda King
5. Status of Grants
Composter Grant: We had 58 bins and 54 people on 2 lists who expressed interest. DPW has
contacted those people and 35 bins have been picked up. We need a vote of Town Meeting in Nov.
to approve the Revolving Account before we reorder bins. There was some discussion of which
bin to order next time. Jean will try out the Earth Machine that was left as a sample and report
back how it compares with the Brave New Composter she has.
Educational Materials Grant: Ruth has sent in the corrections for the flier. It should be ready
for September. Ruth wants to contact DEP to see how they will be mailed. She is concerned that
we not mail the brochure to the households who do not have town trash collection, since this is a
volatile issue.
6. Status of Disposal Contract
There will be a meeting on August 10 with all legal counsels for the 4 towns involved to
discuss contracts. We don't know yet which incinerator we will use. Ogden-Martin has agreed
to language about tonnage that will not penalize us for recycling or for adding condos. It is a 15
year contract. Some other communities have signed with RESCO for $56f ton.
7. Landfill Capping
No update.
8. Unit Pricing
There was extensive discussion of goals and logistics of unit pricing. Pros and cons of
bags vs. stickers were considered. The politics of how to set prices were considered.
9. The committee agreed to invite Camille Anthony, our Select liaison, to a meeting soon, and
give her a chance to participate in the discussion of unit pricing. Bob Cavicchi will invite her
for Sept. 13 or Oct. 11. Lynda will send her a copy of the summary of the SWAC that Bob Brown
wrote.
10. Old Business
Reading Notes articles: Jean will submit one referencing the State's Master Plan for
° Sept.
Lynda will call N. Reading and Chelmsford for information on how their unit pricing
worked and write an article for October.
11. New Business
Anne, Bob, and Jean will go to the NSRRC meeting on Aug. 10 Ted asked them to ask how
other towns handle condos and apartments and recycling.
