Jackie handed out minutes from the July 1 subcommittee meeting, and Anne provided a verbal,
summary of the meeting. Anne indicated that the State educational effort is expected to be delayed,
and that we should instead tie any events to Massachusetts Recycles Day (November 15).
We discussed using the Block Leader program in our educational effort for such tasks as
educating neighbors, distributing black stickers, encouraging 100% recycling participation,
increasing the number of materials recycled, stressing reduction/composting/buying recycled.
Lynda volunteered to compile a list of current Reading residents from old block leader listings. A
subcommittee meeting was set for July 28 at Anne Mark's residence. This subcommittee will
determine topics and authors of future Reading Notes articles (i.e. informing- readers of the library
folder, recruiting Block Leaders).

The committee reviewed the edited document created by Anne and Jean from. Bob Brown's original.
draft. It will be submitted to the Board.
Reports and Comments
• Bob provided Jean with information on the Building Materials Resource Center, which she will
place in the library folder.
• Recycling Education Assistance to Public Schools (REAPS) Program for Reading Schools:
Anne noted she spoke to REAPS contact Richard Davidson (Birch Meadow Principal). He
expressed interest, but wants to talk to the teachers in the fall. He has the REAPS application, but
asked for an education proposal (including a written request for the recycling truck visit). Anne
will ask Martha Moore for suggestions on writing this proposal.
• Bob distributed library material for members to read.
7. Information
Bob will attend the NSRRC meeting which will include 2 speakers about computer recycling.
8. Old Business
A request for the Recycling Truck Visits will be presented in our educational proposal to the
schools regarding REAPS.
We will postpone the discussion of a Drop-off Center for Recyclables until after the police station
changes are finalized.
Ted will have the new banner hung upstairs in Town Hall and have the old one moved downstairs.
We discussed adding fluorescent lamps to the HHW Collection. Ted noted we have a three year
contract with Clean Harbors to conduct the HHW collection. Anne has a memo (from Essex County
Cooperative) stating that Clean Harbors would add pick up of fluorescent lamps to their collection at
no cost.
New Business
Alection of trash from condominiums will begin in July 1998.
Reading Notes is back! Articles should be submitted to Cheryl Johnson (942-9047) one month
before publication. Jean will call Cheryl for the next deadline date.
Anne, Jackie and Jennifer will obtain WasteCap information from Debbie McCulley so that SWAC
members can contact area churches about interest in WasteCap.
10. Next Meeting August 13.
