Minutes, October 8, 1997 meeting
Employee Lounge, Town Hall Annex
Present: Members Jackie Chipman, Jennifer Culbert, Bob Brown, Lynda Zarrow, Anne Mark,
Jean Krogh: Staff liaison - Ted McIntire. Select Board liaison - Sally Hoyt.
1. The meeting was called to order by Bob Brown at 7:40 p.m. September minutes were accepted as
corrected.
I ACTION PLAN. The booklet, "Reading's Hidden Treasure," is almost ready to go to the
printer. Kay has typed the final version, Peter Hechenbleikner and 'Ted Cohen have looked at it, and
Ted McIntire has made a few comments. The cost of printing Will be covered by the town and
Waste Management. Lynda will get it to the printer in Danvers. This printer's estimate was about
half as much as estimates given by other,printers.
The America Recycles Day pledge cards will be printed on regular.stock paper by the Danvers
printer. Lynda has' written a letter Which will go on town letterhead on the back of the pledge cards.
People will mail in their pledge cards to the, Mass. Recycles Day Boston address.
We have 84 )lock Leaders so far, spread over many parts of town; it Would be good if we had at
least 103 block leaders to cover all the areas. Jackie is assigning block leaders to their routes,
working with Lynda on parts of this process. Jackie talked to the Democratic Committee about how
they distribute things town-wide and talked to Molly Ziegler, who suggested contacting Town-
Meeting members to serve as block leaders (which Jackie will do). All of us SWAC members will be
'block leaders. Most of the volunteers want to be assigned. a route-close to their home, but not
everyone will have their own neighborhood. If someone is really not happy, we'll try to adjust their
route as best we can.
At the Block Leader Orientation on October, 2$t`, We will hand out booklets and pledge cards and
Jackie will explain routes, using maps and different colors to, make. things as clear as possible. Each
block leader will get a map with their route on it. If a block leader is not at the meeting; we will
deliver their booklets to,them. We'll send out a letter ASAP inviting block leaders to the Oct. 28th
meeting. We will, ask block leaders to distribute the booklets and pledge cards, in a, timely fashion so
people can send back their pledge cards before the Nov: 15 h deadline.
Jackie suggested including a map in the -booklet showing red and black recycling weeks. After
discussion, the committee decided that confusion about red and black weeks does not seem to be a
major problem and is not, in most cases, the reason people'fail to recycle. Most people. just see when
their neighbors put out their bins and follow suit. So maybe we don't need to insert this map.
We will discuss details of the block leader orientation/training at the next subcommittee meeting.

the editor from Mass. Recycles appeared in the Chronicle. Anne's letter in Reading Notes and article
in the ChrCh- will be more publicity. Jackie will talk to -the town manager about a SWAG member
joining him as a guest on Ask the Town Manager. We hope to get on the October 21, Select Board
agenda with the America Recycles Day proclamation and to publicize our booklet.
a Anne has written a letter to businesses about Mass. Recycles Day and about stocking products
made from recycled materials. The letter, to be printed on town letterhead, will go out within a week
or so to all businesses on the assessor's list. It will list WasteCap resources, contain a copy of the
pledge card, and have other information for businesses.
3. Reports and Comments. Bob and Anne went to the Select Board meeting last night and read
Jackie's Chronicle letter on home composting. At this time, we will not put up a,poster about
compost bins at the Strout Avenue compost center.
There has been no response from the schools yet to Anne's REAPS letter; Anne will follow up.
Anne does not yet have tonnage figures for the textile drive.
4. Information. Bob will attend the Ogden-Martin meeting on October 291'. October 181` is
Household Hazardous Waste Collection in Stoneham.
5. Old and New Business. Drop-off for recyclables: Ted has a picture of a smaller roll-off bin but
doubts that Osco will put a bin on their property unless they have a spot in the back.
Lynda reported that it's too late to get recycling info. corrections in the local phone book because
the phone books have already gone to the printer.
The new MRIP Regional Coordinator is Sharon Kashida. Ted will send someone to the October
30'x` meeting with Sharon. We will try to get an article into the Chronicle about this; Anne will
wait to see if Sharon has written something.
Bob will prepare a news release about compost bins.
A big question: How do we get the Chronicle to print all the stuff SWAC is doing???

Minutes, October 28th Meeting: Block Leader Orientation
Reading High School, Lecture Hall
Present: Members of the Solid Waste Advisory Committee: Jackie Chipman, Anne Mark, Lynda
Zarrow, Bob Brown, Jennifer Culbett, Kay Clark, Jean Krogh; staff liaison Ted McIntire; block
leaders. At this orientation meeting for Block Leaders, Anne Mark and Jackie Chipman were the
presenters. We handed out an informational letter, route information and instructions, and some
facts on tecyciltig in Reading. Each block leader present received 70 booklets and 70 pledge cards to
hand dtlt tb houses on their routes. SWAC members will deliver booklets and pledge cards to those
