1. The meeting was called to order at 7:35 p.m. Minutes from the November 12
meeting were approved as amended 5-0-0.
2. Massachusetts Recycles Day
Kay mentioned that she provided a Reading resident with 6 copies of the "Reading's
Hidden Treasure" booklet for use by a Stoneham environmental group. Ted will
contact Jay Lenox, of Print Management Systems (PMS), and suggest that the Town
and PMS split the additional production cost of $750, since we do not feel that all
problems were caused by our actions.
3. Reports and Comments
Jackie delivered a report of progress for SWAC at Town meeting which was well
received.
Ted began circulating an information packet he obtained at the Buy Recycled Fair on
November 18 in Boxborough.
Bob attended the November 20 Merrimack Valley Incinerator Hearing. Nine people
spoke against incineration in North Andover. There is interest in shutting down the
NESWC incinerator due to health problems in surrounding communities. (Note:
Reading's waste goes to Ogden Martin in Haverhill.)
Anne and Jackie were interviewed by Jesse Mraz for the cable show that airs on
Thursdays.
Anne spoke to the Birch Meadow principal, Ted McIntire and the new firm contracted to
present REAPS programs at schools. She'll arrange for the school to contact the new
provider. The recycling truck will be available for a full day at the schools. We'll let the
schools decide whether to have the truck at one school all day or several schools for a
portion of one day.
Ted attended a meeting about MRIP. The consensus is that for communities to
institute a pay-as-you-throw program, they need the legislature to act. He expects that
the meeting will result in a message to DEP. A state mandate is needed to sell the
pay-as-you-throw program to people.
40 compost bins have been ordered. 38 people have requested bins. Once these
bins have been distributed, we'll order more. 300 recycling bins are on order. We
currently have a supply on hand.
4. Recycling for Peter Sanborn Place
Our guests were Dave Brigham, who is on the board of Peter Sanborn Place, and
Jackie Carson, the manager. This apartment complex would like to collect recyclables
but has been unable to do so. Their trash hauler has quoted a price that is cost-
prohibitive, due to low volume. After lengthy discussion of solutions that were not ideal,
we suggested they approach the Select Board with a group of apartments (including
contacting Dick Smith of Summit Towers) to request pick up of recyclables. As a short-
term solution, we suggested they contact the Woburn company that receives Reading's
recyclable paper to see if the complex could drop off their materials. Jackie said she
would obtain minutes from the condominium association's meeting with the Select
Board to determine if apartments could tie into that agreement.
5. Mass. Recycles Day Appreciation event will be attended by Kay and possibly
Lynda and Bob.
6. The Ogden Martin Video Tape was viewed during the meeting.
7. Reading Notes Articles
Anne will deliver an article on MRIP for the January edition. Note, the application has
not yet been signed, but is due at DEP on January 16. Kay will write about incinerators
or the recognition Reading received for our booklet for the February Reading Notes.
Any articles for Earth Day will be due by March 12. We'll discuss Earth Day at our next
meeting.
8. Thank You Notes to Block Leaders
Jackie will produce thank you notes in black and white. Lynda will call her with
:changes to the original list. After Jackie prints the letters, Lynda will run off address
labels from her file.
9. Anne sent Nichole Cirillo, of Mass Recycles, copies of Reading's Guide.
10. The meeting adjourned at 9:30 p.m.
