SOLID WASTE ADVISORY COMMITTEE MEETING- August 12,-1998

Present: Bob Brown, Jennifer Culbert, Jean Krogh, Ted McIntire (Staff - arrived late),
Anne Mark, Nate White (associate member), Lynda Zarrow, James Anglehart (guest) and
Martha Moore (guest), Don Anglehart (guest)
The meeting was called to order at 8:00 p.m. following a presentation from high school
student James Anglehart. Minutes from the July, 1998 meeting were approved as amended
4-0-1. Jean suggested that only final corrected minutes be submitted to the library files.
Members voted 5-0-0 to postpone election of officers until the September meeting.
MRIP: We were not sure if Reading would meet the FY99 phase one requirement'(which
must be met by 12/1/98) that requires a recycling access plan for apartments'and
condominiums. When Ted arrived, he stated that future recycling initiatives would address
only condos and not apartments. We'll ask Sharon Kishida if educating condo residents
meets the FY99 MRIP requirements. Lynda also suggested looking into the cost and
feasibility of a drop-off at DPW for condos and/or apartments orie or two Saturdays each
month.
Municipal Equipment Grant information was included in our packet for August. Ted
and Bob suggest applying for a storage shed to store used fluorescent lamps (from schools
and municipal buildings). Residents would dispose of fluorescent bulbs at hazardous
waste collections. Anne suggested we let Sally Hoyt know our plans for the collection of
fluorescent bulbs, since Sally indicated (in a prior discussion of this issue) that she hoped
to involve the Reading Women's Club in a collection effort. Also, we need to determine
the involvement of the Hazardous Waste Committee vs. the Solid Waste Advisory
Committee in collecting these bulbs. After Bob determines whether or not Kay contacted
the Hazardous Waste Committee, we may ask the Select Board to define the involvement of
the Hazardous Waste Committee in this issue. Apparently, it will cost more to collect used
bulbs than we'll receive from MRIP. Concerning other grant applications - we'll also
apply for a grant for consumer educational materials and possibly re-refined motor oil.
Bob will ask Jeff Griffin if he is interested in`obtaining recycled paint through this grant
process to be used in the schools.
Compost Bin Demonstration: We will demonstrate and sell compost bins as a Mass.
Recycles Day event at the Strout Avenue compost center on November 7 (rain date
Saturday, November 14) from 8 a.m. to 2 p.m.. We'll work in teams and may stay later if
we have enough volunteers. Jean indicated that we can set up a compost bin display at the
library from November 1 - 15. Bob will set up a compost bin at the Town Hall. Jean will
coordinate Mass. Recycles Day efforts, drafting articles and event schedules for
newspapers and cable television. Jennifer and Lynda will assist Jean. Anne will ask John
Upton to again air videos and will register our Mass. Recycles Day event with the Mass.
Recycles office. We will place Mass. Recycles Day cards at the library, shops and
businesses in town and hand them out at the compost center.
Lynda sent a letter to Carol Hughes and the Chamber of Commerce explaining the role
of SWAC, our goals and our availability to work with businesses in conjunction with
Mass. Recycles Day and other solid waste issues. Carol will forward the letter to the
Chamber president and may ask us to present at next month's meeting. Anne suggests
reassembling material again which we provided to Chamber members previously.
Jennifer and Lynda will follow up on our discussion about encouraging and increasing
recycling in the schools. One suggestion was to hold a contest at the elementary level,
perhaps rewarding students with an ice cream party.
The next meeting will be on September 9, 1998. Sharon Kishida is expected to attend.
The meeting adjourned at 9:55.
