'96 CELEBRATION COMMITTEE (617) 942-9050 Meeting of October 19, 1995 Called to order: 7:40 Present: A. Foulds, D. Stackpole, W. McLaughlin, and M. Williams. MINUTES of September 7th and 21st were accepted. COMMUNICATIONS: Alan Foulds read a letter of resignation from Ed Palmer. The original has been forwarded to the Town Clerk. Information on the Middlesex County Sheriff's Dept. Special Achievement Award was reviewed by the Committee. On a motion of Debbie Stackpole the period for accepting Grant Applications should take place once a year during the calendar month of January except in the instances where "time is of the essence" for historical preservation projects. In addition, during the year of 1999 there will be two periods--January and September---during which Grant Applications will be accepted. At the discretion of the Celebration Committee, during, all other years, a very short open season "MAY" take place to disburse any unused portion of that year's funds that have yet to be committed. Seconded by W. McLaughlin. VOTED: 4-0-0 (This supersedes the motion voted on September 21, 1995) The final version of the GIANT APPLICATION was presented by W. McLaughlin and accepted by the Committee. Permission will be requested for applications to be made available through the Library and Town Mall. W. McLaughlin will develop a cover letter stating the opening and closing date, return address, requirements for application, etc. Articles will be written for the Chronicle and the Suburban News. Various other contacts will be made for announcement purposes to happen during the month of December. The deadline for applications for celebrations and observances, etc., is January 3 1. VVhile the Committee will consider applications for History and Preservation projects throughout the year, it would be wise to apply early in the year as funding is limited. At the discretion of the Celebration Committee, a very short period Y be established in order to disburse any unused portion of that year's funds that have yet to be committed. After all applications have been received and reviewed, the Committee may ask applicants to appear for an interview. To perpetuate both, Reading's 330th Anniversary Celebration Trust has been established. Its intention is to alleviate funding aspects associated with townwide projects planned by and for the people of (beading. It is hoped that through use of this Trust, a portion of the excitement, ceremony, and history generated in 1944 will live on for at least the next half century. At the end of the 350th Anniversary Celebration all unexpended money was set aside for future use by the Town of Reading in commemorating its past. Can November 14th, 1994 the Town Meeting accepted these funds with certain restrictions placed or, their disbursement. In addition, expenditure of the money was to be placed under the jurisdiction of a new town body known as the Celebration Committee. (350th Trust Fund). The new committee has five members, each with a different appointing authority, as listed below, with the current appointees. _ For the 400th Anniversary Celebration in 2044, five thousand dollars and the interest earned on it has been set aside. At the end of the century a Millennium Party has been allocated ten thousand dollars. The remaining money was divided between a Celebration Fund and an Historic Preservation Fund, as described in this document. A Trust Committee, known officially as the Celebration Committee is appointed to determine the best use of the funds and to negotiate specific terms with applicants. The Committee is comprised of the following members, each appointed to a three-year term: (The first committee however, has staggered terms.) McLaughlin Purpose To fund, tend, or provide seed money for general audience projects organized and run by volunteers representing a cross-section of the community, in celebration, commemoration, or observance of the Town of Leading, the Commonwealth of Massachusetts, or the United States. Income ® All money that remained in the treasury of Reading's 350th, Inc. when it dissolved. (excluding any money specifically allocated for other purposes). ® All interest earned by Pail A of this Trust. ® All gifts made to Part A of this Trust. Disbursement On the first business day of January of each year, 8% of the funds in Part A of this Trust will become available and may be spent under the direction of the Committee. The yearly unexpended funds may accrue for use in subsequent years. The Committee can make specific arrangements with the applicant, giving the money either as a grant or loan. Alij-plications will be made to the Committee during the month of January, or at any other time specified by the Committee. Appropriate uses The money is to be used in town-wide celebrations, observances, or commemorations. Examples given by the 350th Anniversary Committee when presenting the money were: First Nights, Town Days, Special Events, and anniversaries of the nation, commonwealth, and town. Purpose To provide funding through grants, loans, or seed money, to perpetuate the recorded history of the Town of Reading, Massachusetts. Income ® All money from the sale of the second, and future printings of At Wood End. ® Other money allocated by the 350th Anniversary Steering Committee. All interest earned by Part B of this trust. ® All gifts made exclusively to Part B of this Trust. Disbursement ® Under the direction of the Committee, all or part of the interest earned on fart B of this Trust may be spent. The principal may be used for a reprint of At 'mood End, the production of new historical documents or reproduction of existing material. Proceeds above the cost of the project will be returned to Part B of this Trust, at least up to the amount spent on the project, by this Trust. Appropriate uses * Producing, reproducing, or updating histories of Reading, Massachusetts in any media. ® Preservation of historical collections under the jurisdiction of the Public Library or the Historical Commission.
