First order of business was to nominate a chairman. This was necessary since Martin Offenhauer seconded the motion at the last meeting but is not an official member of the Committee. Paul Exner nominated John Sullivan, seconded by Regina Synder No other nominations were made - Approved unanimously Second order is the nomination of a vice chairman Paul Exner nominated Phil Dougherty Seconded by John Sullivan No other nominations Approved unanimously. Nominations for the Carriage Estates and Industriplex Committees were opened. Carriage Estates - Bill Murphy nominated for chairman, seconded by Phil Dougherty Approved unanimously Industriplex Gretchen Latowsky nominated by Paul Exner, seconded by John Sullivan Approved ® unanimously Main Item Carriage Estates Phase II and Committee Site Visit The.Carriage Estates committee composed of John Sullivan, Phil Dougherty, Bill Murphy, Martin Offenhauer, and Gretchen Latowsky made a site visit to the Carriage Estates property Tuesday October 22, 1991. Due to a mis communication, according to John Sullivan the EIS Company investigator did not meet the CE committee at the Town Hall, but instead waited at Carriage Estates. The CE committee waited at Town Hall for approximately 35 minutes before going to the property. The CE committee walked the site, viewed the areas sample, the barn and materials inside and spoke with neighbors. The question was raised concerning whether or not the Hazardous Waste Committee should write a letter to the Selectmen advising them of the results of the inspection. The Committee agreed that there appears to be no evidence of hazardous wastes at Carriage Estates. No chemical or visual evidence has been established. The Committee is concerned that the appropriate reporting take place if in the course of the excavations for the roadway, hazardous materials are discovered. The need for an independent oversight contractor was discussed but thought not to be warranted at this time. Bill Murphy pointed out that the test pits done were directly in line with the proposed road and in one of the most questionable areas. No contaminants were found in these samples. John Sullivan stated that the Hazardous Waste Committee was in agreement with the findings of the 21E report. Gretchen Lithowski suggested that the letter to the Selectmen should require that if hazardous materials were located during the construction that notifications be made as required by 310 CMR 40. The Committee felt that the local neighbors would keep a close eye on the activities at CE and would make sure that anything discovered was reported. Paul Exner drafted a letter to the Selectmen which was reviewed by the Committee and to have copies sent to the CPDC, the Board of Health, and the Conservation Committee. The letter include a statement citing 310 CMR 40 relative to the reporting requirement. This letter is needed by the Selectmen prior to the November 4, 1991 voting date. John Sullivan will sign the letter as Chairman of the Hazardous Waste Committee. There was also discussion of the hazardous materials inside the barn and how they should be disposed of. A recommendation was included in the letter to the Selectmen that this material be disposed of by a licensed contractor. The letter to the Selectmen was accepted as drafted by Paul Exner and will be sent to Ruth Cogan for typing. Other Business Gretchen Latowsky asked if there will be a November meeting with the DEP Water Supply representative. The Selectmen still need to write a letter to DEP authorizing the Hazardous Waste Committee to be involved with the discussions.
