HomeMy WebLinkAbout2000-05-11 ad Hoc Open Space and Recreation Planning Task Force MinutesTown of Reading Ad Hoc Open Space & Recreation Planning Task Force Town Hall Conference Room ff, May 11, 2000 Attendance: Kim Honetschlager, Chair, Nancy Eaton, Claire Bolger, Cathy Martin, Ron Boucher, Camille Anthony; and Karen DeFrancesco, Conservation Administrator. Absent: Gladys Montgomery Jones and Rick Schubert Also Present: Nadine (Advocate) Minutes of April 16, 2000 were approved as amended. Vote: 6-0. Check status of March meeting minutes taken by Gladys. Surveys: Cathy discussed and Karen distributed copies of survey data by length of time living in town. Blanks were not counted in this subset. Members were encouraged to review data and see what information they found relevant to help set community goals. Gladys and Camille are working on categorizing and grouping written comments. Gladys and Cathy are working on written analysis section. Kim reported 44.7% of all survey forms handed out were returned at the following locations: 9 at Health Fair, 63 at Library Box, 16 at Town Hall, 118 at Town Hall Mailbox and 463 at the Hawkes Field House on election day for a to date total of 669. Site Inspections: Kim, Camille and Nancy visited Pinevale; only Kim made it to Bare Meadow. Agreed to do Schneider and Conserva on May 12th at 3:30 pm. Reviewed remainder of conservation sites. Nancy suggested we do site visits to the tax title parcels we are requesting to be given to conservation as well. See Accomplishments document, #4 on page 4 for list. Decide whether Selectmen can transfer or should go on fall Town Meeting warrant. Claire has assigned Recreation Committee members to do accessibility reviews and inspections at each of their sites. Writing Assignments: Section 3 - Regional Context Gladys - History Rick - Population Gladys - Growth & Development Rick - Regional Context Ron - Infrastructure Rick - Long Term Development k Section 4 - Environmental Inventory and Analysis Camille -Landscape Character (Discuss whether to recommend new Scenic Roads and itemize existing Scenic Roads). Review Longwood, landfill and Spence Farm. Camille - Water Resources Nancy - Sections D & E - Vegetation and wildlife. Tie to Biodiversity Day. Add vernal pool information. Add endangered species. Compare % of Reading in protected Open Space as compared to other communities. Camille - Scenic - Demolition Delay Bylaw. Get ACEC brochure. Do any locations in Reading qualify? Kim - Section G - Environmental - Concord Street, North Reading, Landfill, Chronic flooding, UST removal (check with Fire Department) Cathy-Section F-Scenic Section 5 - Inventory Nancy - List of lands Nancy - ADA inspections - conservation Claire - ADA inspections - recreation Nancy - will ask Town Manager about any changes to ADA employment attachments for report Section 6 - Process - Kim. Need to wait on other sections. Section 7B-Summary of Community Needs-Cathy and Claire Group reviewed proposed milestones time line. Next Meeting: Thursday, June 1, 2000 at 7:30 pm. Members should come prepared with first drafts to report and discuss. Submit to Karen for distribution if ready ahead of time. Future Dates: June 15 - discuss goals and analysis of need.
