Ad Hoc Open Space & Recreation Planning Task Force

Attendance: Kim Honetschlager, Chair, Nancy Eaton, Claire Bolger, Cathy Martin,
Gladys Montgomery Jones, Rick Schubert, Karen DeFrancesco, Conservation

Meeting called to order at 7:40.
Minutes of March 16, 2000 were approved as amended. Vote: 6-0.
Minutes of May 11, 2000 were approved as amended. Vote: 6-0.
Drafts of chapter revisions were handed out. These include:
Section 3D 1- Patterns and Trends & 3D 2 - Housing
Section 3D 3A & B - Infrastructure
Section 4B - Landscape Character, 4C - Water Resources, 4D - Vegetation,
Section 4E - Fisheries & Wildlife, 4F - Scenic Resources and Unique
Environments and Section 4G - Environmental Problems
Section 5 - Claire gave drafts of access surveys to Karen.
Section 6A - Description of Process & 6B - Statement of Open Space and
Recreation Goals
Section 7B - Summary of Community Needs
Section 8 - Goals and Objectives
Open Space - Beyond 2000 Public Opinion Survey Report Draft was submitted by
Gladys and reviewed. Kim has a breakdown of percentage of where forms were returned.
Kim suggested that the findings section be expanded. The survey summary and
discussion will be in Appendix and spread out through Section 7. Some minor revisions
were made or suggested. Section 4.4.2. - Karen will get a definition of active and
passive recreation. Surveys comments need to be analyzed. Gladys would like members
to read Survey and email feedback to her.
Discussion of Tax Title Parcels and review of Kim's maps of Reading Open Space and
Tax Title Parcels. Members present agreed to the following rationale for tax title.
1. Open Space Potential
2. Recreation Potential
3. Abuts present open space or recreation land, public or non-profit
4. Wildlife habitat
5. Wetland / Water Resource areas.
Motion made that Open Space & Recreation Planning Task Force recommend to Board
of Selectmen that the 19 Tax Title Parcels identified by Conservation Committee be
transferred to the care, custody and control of Conservation pursuant to Chapter 40,
section 8C. Motion carried 6-0-0.
Leach Park - Gladys asked that this be put on Agenda.
Community Preservation Act - Nancy asked that we read the handout.
Motion made to adjourn at `9:50. Motion carried 6-0-0.
