Meeting called to order at 7:40
Minutes of August 10, 2000 were approved - 6-0-0
Nancy asked that the % of disagree numbers be moved over on the master survey
sheet in order to make it more readable. Kim has the file and will make the change
Gladys asked Nancy to check that all written comments are included in the
categories.
In order to move forward with the written sections the following schedule was
adopted:
Sept 16 - Everybody should have comments on draft chapters back to the
writer of each section.
Sept 20 - Writer of each section will submit corrected copies to Ron for his
review. Name and Phone # are to be on the copy.
Sept 30 - Ron will pass his review copy to Gladys for her review and final
edit.
Oct 5 - Gladys will submit final draft to Karen for distribution to committee
members for the 10/11 meeting.
Nov 8 - Final draft to Boards for review and suggestions.
The following sections had not been assigned:
Sections 1 & 2 - Kim and Gladys will complete
Section 7 - Nancy
Section 9
Section 10
Section 11- Nancy
Sections 3A, C, D and 4 have not been submitted by Rick and need to make sure the
sections are submitted to Ron for review as the committee did not feel it needed
review by the task force members.
Nancy described her draft of Town of Reading Property List of open spaces. The
transfer of parcels to the Conservation Commission is scheduled for the 9/26
meeting of the Board of Selectmen. Nancy has prepared a synopsis of the parcels
and the reason for transfer. The OSTF moved to send a memo of support to the
BOS for the transfer of open space lands as follows:
Move that the lands listed under la - 28 and the lands described in the bottom
parcels be transferred to the conservation commission and that all remaining
parcels be evaluated for potential recreation and pocket parks before being
auctioned by the Town. 6-0-0
Nancy gave an update on the Community Preservation Act if passed by the
Legislature. It would need to be on the Town Meeting warrant and if passed
proceed to the Town Ballot. The CPA provides the Town the ability to enact a 1 to
3% surcharge on the property tax rate for conservation, historic and affordable
housing initiatives. Each of these entities are entitled to 10% of the yearly fees. The
Town can board based on future revenue projections.
