Minutes Community Preservation Act Study Corit,& 2 b P 3* 32 August 2, 2001 The meeting was called to order at 7:34 PM. Present: Chair Paul Dustin, Rick Schubert, Pat Lloyd, Andrew Grimes, Jack Downing, Dick Howard, Kim Honetschlager Also present: Amy Senier Paul Dustin summarized our progress to date. The committee has received input from relevant committees and has made a presentation to the Selectmen, but has not solicited public input. Paul stated that the August 9 meeting has been advertised for public input and, following that meeting, we will review all the input, formulate our conclusions, and write our final report. Paul asked those committee members who represent other committees whether they felt they had the information needed to represent their parent committees or whether they needed more information. All members indicated that they were prepared to represent their committees. Pat Lloyd and Rick Schubert indicated that they will not be at the August 9 meeting. Pat said that according to Peter Hechenbleikner a quorum is not necessary to take public input. Dick Howard suggested inviting Town Meeting members to the August 9 public input session, but Paul suggested that the time to hear from TM members is after the CPA is placed on the warrant. He stated that our audience now is the Board of Selectmen. The committee discussed strategy for passing the CPA. There was disagreement as to whether it was wise to place the CPA on the warrant even if the chances of passage were very low so that it would be discussed at Town Meeting. Pat passed out a revised draft outline for the final report. Paul suggested that 6 pages in length be our goal. The committee was comfortable with 6 to 8 pages. Paul volunteered to edit and collate the final report. Committee members volunteered to write sections as follows: 1. Intro and summary: Paul II. Timeline: Pat III. Outline of CPA A through C Pat D and E Dick IV. Needs analysis A.1. Open space Kim A.2. Recreation Jack A.3 Conservation Pat B. Historical Virginia Adams C. Housing Tim Kelley V. Amount raised Dick VI. Cost per household Dick VII. Benefits of CPA Andrew VIII. Drawbacks of CPA Andrew IX. Community feedback Pat X. Other towns Rick XI. Recommendations Paul Andrew Grimes left the meeting at 8:20 PM. The following schedule was agreed to: August 9 Meeting: Community input session August 23 Drafts due to Paul September 6 Meeting: Discuss draft sections and conclusions Meet with BOS sometime after September 6. Minutes from June 28, 2001 were approved pending some spelling corrections. 6-0-0 Paul agreed to contact Peter H. or Paula Schena to see what publicity is planned for the public input session.
