Community Preservation Act Study Committee
Minutes for Meeting of September 18, 2001
Committee Members Present: Chair Paul Dustin, Dick Howard, Kim Honetschlager, Jack
Downing, Patricia Lloyd, Tim Kelley and Rick Schubert. Rick Schubert entered the meeting at
8:55 p.m. and left at 9:05 p.m.
Meeting was called to order by Mr. Dustin at 7:35 p.m.
Discussion of Recommendation to Selectmen.
There was discussion regarding the Committee's recommendation to the Board of Selectmen.
The CPA Study Committee is scheduled to present our recommendation to the Board of
Selectmen on September 25, 2001. Mr. Dustin advised that the Town Charter, Section 8-7(e)
requires a majority vote of all committee members, including members not present. There was
further discussion about the merits of recommending to the Board of Selectmen that the CPA be
placed for consideration of the fall Town Meeting warrant or recommending delay of such
recommendation to a later Town Meeting.
Discussion Regarding Draft Report.
A draft has already been circulated outside the CPA Committee. Ms. Honetschlager and Ms.
Lloyd agreed to work on a further revision to include new additions. The Committee will meet
- again to discuss changes for a final draft.
Motion made by Mr. Howard and seconded by Mr. Downing: That the Community
Preservation Act Study Committee recommend to the Board of Selectmen the placement of the
warrant for the 2001 Subsequent Town Meeting an article to accept the Community Preservation
Act. Consideration of acceptance of the Community Preservation Act will allow Town Meeting
and the voters of the community to consider the needs addressed by the Community Preservation
Act, along with other pressing financial needs of the Community.
The Community Preservation Act Study Committee recommends that the motion under
this article will include:
• An exemption of the first $100,000 of assessed valuation,
• The exemption of property owned and occupied by persons who would qualify for low
income housing and low to moderate income senior housing; and
• A 1% surcharge.
The Committee strongly recommends that the CPA be considered as part of a
comprehensive plan to address the Town's financial needs.
Voted.• 4-2. The motion does not pass.
Motion for Reconsideration made by Mr. Dustin and seconded by Mr. Kelley (Both having
voted in the negative on the previous motion.
Voted. 6-0.
Mr. Schubert entered the meeting at 8:55 p.m.
