This, the first meeting of the Reading Capital Improvements
Subcommittee was held in the Conference Room of Town Hall.

The meeting came to order at 6:-05 PM.
A packet on infrastructure needs on the Reading schools was
handed to members for review.
A policy discussion of the subcommittee was the first topic
on the agenda. MARK HUBER asked what exactly would be the
agenda of the subcommittee. PETER HECHENBLEIKNER proceeded
to explain the workings of the subcommittee.
Peter handed out a draft copy of the F.Y. 1994 to F.Y. 1998
Capital Improvements Program. PETER went over the documents
with the subcommittee . Explanations were made in great
detail of each form to be used by town departments. The
'subject was then opened to discussion. Peter explained
that all capital improvement forms would funneled through
the Town Manager to the Subcommittee for review. Then it
might be necessary to go to the site to view the request.
BILL MURPHY explained that we already had a meeting set
up for Nov 10th with Matt Cummings of the School Committee.
PETER's view of this was that we should wait for them to
submit documentation to the subcommittee be for we visited
any schools. JIM KEIGLEY agreed. Mark Huber expanded on
Bill Murphy's view that it would be beneficial to see the
schools before hand. All members then agreed that the
meeting would stand as scheduled. Jim Keigley is to phone
Matt Cummings and confirm the meeting of tuesday Nov 10th,
8:30AM at the Barrows school.
Next -the Subcommittee went into a discussion as to the
recruiting and of additional members. Bill Murphy
thought it would be a good idea to approach ex selectmen
and ex fincom members.Bill was also concerned as to having a
full subcommittee by fall Town Meeting. Jim Keigley said he
would get together with the Town Clerk and to start another
recruiting campaign.
It was voted that the next meeting would be
wednesday the 28th of October 1992 at 6:00 PM. The meeting
will be held in the conference room of the Town Hall.
Meeting was adjourned at 7:15 PM.
