Due to the tight scheduling of the conference room this
meeting was limited to one hour . The Capital Improvements
Advisory Subcommittee Appointment Committee interviewed
applicants to fill the two remaining positions on the
subcommittee at 7:OOPM. The Finance Committee was scheduled
to have their meeting at 7:30PM.

The meeting was called to order at 6:00pm sharp.
Peter supplied members with literature on suggested criteria
for establishing debt ceilings and suggested
criteria for funding capital projects. A discussion on
debt philosophy in general followed. A continuance of the
establishing an agenda for the subcommittee was opened
for discussion by Peter.
Time was spent discussing the enterprise funds,
statuary tax limit,demographics, and bond ratings. Peter
went over the towns total assets and the debt we can really
afford. The total cost of capital improvements was
introduced.
The next meeting will be tuesday Nov 10th at 8:30AM.
We will meet Mat Cummings of the School Committee at the
Barrows school. This was voted on at the Oct 7th meeting.
Bill Murphy suggested that we elect officers at this
meeting. Jim Keigley objected and thought it would be more
appropriate to wait for the meeting following. Bill Murphy
made the motion to vote in officers at the next meeting.
Mark Huber seconded the motion. It was voted 1-2-0 against
and to wait for the meeting after the school tours.
Meeting was adjourned at 6:55 PM.
