Stephen Goldy has office hours at 6:30 p.m. 5a) Ruth Urell and others will be in to review the status of the proposed Library plans. The plans are not finalized, but the application to the State to be eligible for the grant is due the end of January. 5b) Review Safe Routes to School Project - A notice has been sent out. to residents of Washington Street and the portion of Sunnyside Avenue affected by this project. Enclosed in your packet is a copy of the letters and notice, as well as material that was submitted 'at the last meeting when the Board discussed this issue. The hearing on various traffic issues including Washington Street parking regulations is scheduled for January 25th and the Board wanted to have this neighborhood discussion prior to that date. 5c) The Town Engineer will be in to discuss the sewer/drainage issues in the Whittier Road neighborhood. We will send a notice out to those who we have email addresses, including Carl Anderson who organized the site walk. 5d) The Town Engineer will do an updated presentation on the Pavement Management Plan to remind the Board and others about how projects are included in the plan.. 5e) Per the Board's discussion when the A-frame sign for SammyJo's Cafd was approved, I have written a policy that would delegate approval of the A-frame signs to the Community Services Director/Town Planner, with her decision being appealable to the Town Manager, and my decision being appealable to the Board of Selectmen if needed. 8 oFefigo, To s ® of Reading m - , 16 Lowell Street Reading, MA 01867-2685 fs39 1H 0 RQp4~~ ' FAX: (781) 942-9071 Email: townmanager@ci.reading.ma.us Website: www. readingma.gov December 29, 2010 Residents on Washington Street and Sunnyside Avenue Re: Safe Routes to School Dear Resident: TOWN MANAGER (781) 942-9043 As we indicated to you some months ago, the State has agreed to fund curb and sidewalk construction on portions of Washington Street between Woburn and Prescott Streets, and Sunnyside Avenue between Prescott Street and Fairview Avenue. The Town has received plans for this proposed project and the Board of Selectmen is inviting input from the residents of the area at 8:00 p.m. on January 4, 2011 in the Selectmen's Meeting Room, 16 Lowell Street, Reading, Massachusetts. If you cannot be present but have comments that you would like the Board to receive, please send me an email at towrn-nanager@ci.reading ma.us. The State will hold a formal public hearing some time this Winter on a date to be announced, and you will also receive a copy of that notice. Thanks for your interest and participation. Bonazoli, Chairman Re: Safe Routes to Schools The Town has recently received 25\75% design plans for the proposed sidewalk improvements at the following locations: • Woburn and Temple Street Intersection - Handicap ramps and signage Washington Street - Sidewalk and granite curbing on the Westerly side from Washington Street to Prescott Street with accompanying handicap ramps • Sunnyside Avenue - Sidewalk and granite curbing on the easterly side from Prescott Street to Fairview Avenue with accompanying handicap ramps Plans were distributed to the Town and MassDOT for review and comment. Following review of comments MassDOT will schedule a public hearing for the proposed improvements. The project requires several temporary construction easements and one permanent easement at the southeasterly corner of Washington and Woburn Street. Hechenblei}mer Town Manager 12129 ' SCI' 20 Section 3.11 - Permit/License for Portable A-Frame/Sandwich Board Suns At the 2010 Annual Town Meeting, Section 6.2. "Signs" of the Zoning By-Law was amended to permit the use of Portable A-Frame or Sandwich Board signs in the Business B Zone. Prior to this zone change, Portable A-Frame signs were prohibited by zoning. The amended sign by-law stipulates that Portable A-Frame signs fall under the. regulatory control of the Board of Selectmen. Applicants will be required to apply to the Board of Selectmen for an annual permit. The following policies regulate the use and installation of A-Frame and Sandwich Board signs. 3.11.1 - Purpose and Intent This policy is developed in order to promote a pedestrian friendly community that supports businesses. The regulation of Portable A-Frame/Sandwich Board Signs is intended to balance the aesthetic, safety, and economic development needs of the community. By regulating this use, sidewalk access will be preserved for pedestrians, particularly those with disabilities; and required ongoing maintenance of sidewalks including snow and ice control can be accomplished. 3 .11.2 - Requirements and Rules - Portable A-Frame/Sandwich Board signs General: 1. A license and annual permit from the Board of Selectmen is required pr for to the placement of any Portable A-Frame/Sandwich Board sign. 2. Permits are valid for one calendar year (January 1 - December 3151) or remainder thereof, and must be renewed annually. The license to utilize the public way will continue as long as a permit is issued and renewed for consecutive years. 3. Portable A-Frame/Sandwich Board signs are permitted in the Business-B zoning district only. 4. The Board of Selectmen will generally issue licenses and permits only for retail business uses and consumer services, excluding banks, realtors, attorneys, medical practitioners, and other similar business uses for which a portable/sandwich board sign is not usual and customary. Size and Location: 5. The maximum height of a Sign shall be 4 feet; 6. The maximum sign area shall not exceed 6 square feet per side, with no more than 2 sides; 7. Portable A-Frame/Sandwich Board signs: • May be on public or private property; • Shall be located within 15 feet of the business entrance (unless granted a visibility hardship); • Must be located so as to leave a minimum of 4 feet (48 inches) of an unobstructed walk-way for safe pedestrian passage and shall not obstruct pedestrian movement; • Shall be subject to all requirements for handicapped accessibility • Must be located in a manner that does not obstruct site lines or vehicular traffic; C:\Documents and Settings\pschena\Local Settings\Temporary Internet Files\OLK25\A-frame .v signs - delegation.doc3 - 1 Board of Selectmen Policies 21 • Must be located at least 20 feet from the intersection on corner lots; • Shall be located at least 20 feet from another Portable A-Frame/Sandwich Board sign; • . May be placed in a permitted location only during business hours of operation, and must be removed at the end of the business day. • May not be located on landscaped islands or other planted areas; • Must be freestanding and not attached to any public appurtenance such as a bus shelter, sign post„ light fixture, trash barrel, bench or other similar item; • May not include attachments like balloons, flags, banners, lights, reflectors, or other items; ® Must be sufficiently weighted to prevent it from blowing over. 7. Visibility Hardship - Businesses may apply for a hardship for placement of signs on the major access roads due to their location in an alleyway or other area that restricts visibility of the business from major roads. Applicants shall demonstrate this hardship with photos or other supporting documentation. If a hardship approval is granted, signs shall be located on the street closest to the business. All of the other requirements for Portable A-Frame/Sandwich Board signs shall apply. Other 8. The sign shall be maintained in good condition; 9. Only one portable A-frame sign per businesses is allowed; 10. The sign material shall be weather resistant, shall not be reflective, and shall. not include any type of illumination; 11. Portable signs shall be removed during a declared snow emergency. 12. The sign permit is non-transferable and application for such permit must be from the business owner (not the sign installer/maker). 13. The permit is not valid for any other business or location other than what was approved by the original permit, and the advertising on the sign shall only apply to the business for which the permit was granted. 14. Political statements or messages are prohibited. 15. Applicant shall indemnify the Town of Reading or its agents from damage to signs resulting from plowing or other public works maintenance. 16. Applicants must be current on all taxes or fees owed to the Town prior to the application for a permit. Application 17. The application fee for a license and permit for a Portable A-Frame/Sandwich Board sign shall be $50.00 for the first year or part thereof, and $25 per year for annual renewals. 18. Each application will be considered on a case by case basis. 19. Two copies of the completed application form and all the required attachments and supporting material shall be submitted. 20. The application shall include: • business name and address; • business owner contact information with email address and telephone number; • ownership status of the business as a property owner or tenant, demonstrated by proof of ownership or lease; if a tenant, written permission from the property owner is also required. , C:\Documents and Settings\pschena\Local Settings\Temporary Internet Files\OLK25\A-frame signs - delegation.doc3 - 2 Board of Selectmen Policies 22 color drawing of the proposed sign and a site/plot plan (to scale) showing the proposed sign location and dimensions of the sidewalk, distance to the business entrance, and relationship to adjacent buildings, roads, driveways, and. other street amenities such as trash receptacles, fire hydrants, utility fixtures, etc. • tie: of sign message. There is nothing to preclude the business owner from changing the specific message during the year, and if the business owner's intent is to change the message frequently - i.e, restaurant's special of the day - then they should specify that in their application. • photographs of the area where. the proposed sign is to be located, showing the storefront, building(s), the existing signs, abutting properties and the streetscape surrounding the proposed sign. ® materials and colors of the sign shall be described in the application and on the drawings. 21. The sign shall not be installed until the owner has received the sign permit and license authorization from the Board of Selectmen. 22. Signs placed in violation of this policy may be removed immediately by the Town at the sign owner's expense. 23. The permit fee for a Portable A-frame / Sandwich Board Sign installed without a sign permit will be double the regular sign permit fee Permit Renewal 24. For renewals of permits and licenses, a simple submittal of the completed application without attachments will be sufficient if none of the parameters of the initial license and permit have changed. 25. The Board of Selectmen reserves the right to renew or not renew the license and permit in its sole discretion. 26. The Board of Selectmen may delegate the process of renewal of licenses and permits. Administrative. Requirements 27.. The approval of a permit and license or the renewal of a permit and license shall be subject to the execution of a License Agreement and submission of proof of Liability Insurance naming the Town of Reading as an additional insured. 28. The Authority to initially approve and license, and to approve renewals and re- license A-Frame signs is hereby delegated to the Community Services Director/Town Planner. Any decision by the Community Services Director/Town Planner regarding A-Frame signs may be appealed to the Town Manager, and the Town Manager's decision is subject to further appeal to the Board of Selectmen. The Board of Selectmen decision in such cases shall be final. Reports and Comments Selectmen's. Liaison Reports and Comments - Selectman Stephen Goldy wished the Reading Memorial High School football team good luck. He noted that he, the Town Manager and Chairman James Bonazoli attended the Senior Thanksgiving Dinner sponsored by State Representative Brad Jones. He will be at the Senior Center for lunch on December 9th. Vice Chairman Camille Anthony noted that she attended a meeting of the Trust Fund Commissioners last week, and also attended the Library presentation/discussion. She requested that the recycling information be put on cable. Selectman Richard Schubert noted that the Municipal Building Committee is meeting again this Thursday and they are working on their presentation. Selectman Ben Tafoya attended the Tree Lighting. Ceremony. He noted that Shop the Block is this Thursday, and he watched the CPDC meeting on television last night but there was a video problem. He also noted that CPDC'mentioned something about a meeting with the Board of Selectmen regarding parking on South Main Street. Chairman James Bonazoli noted that he attended the Tree Lighting Ceremony. He asked if the Town could replace the overflowing trash container with a big belly. He also noted that he and Vice Chairman Camille Anthony will be meeting with John Feudo. He requested the final numbers from the Compost Center. The staff review indicates no problems with these sites, and based on the Board of Selectmen direction, we will go ahead and issue the licenses. ♦ The Garden Club Holiday Memory Tree Lighting is. on December 5th. s Congratulations to the Chamber of Commerce for organizing a. very successful tree lighting program again this year, and special thanks to the DPW, Police and Fire Departments for installing lights and. garlands, and contributing to the success of the event. ♦ It might be a good time to fund raise for more LED Lights while the Holiday spirit moves us. We have only 120 LED strands of the 600 strands we use for the trees. We have no incandescent replacement bulbs. We will need a minimum of 140 strands for next season. We receive 40 strands from RMLD which leaves us 100 short. The strands are about $10.00 each. We will need a minimum of $;1,000, and ideally would have $5,000 to replace all of the incandescent lights ASAP. ♦ The Town has been approved for participation in the Green Repair Program for replacement of windows at the Killam and Birch Meadow Schools, and for roof replacement at Killam School. The MSBA will pay for 47.21 % of eligible costs ♦ World AIDS Day is recognized on December 1, 2010. Community Development ♦ Shop the Block is this Thursday evening - December 2nd in Downtown Reading. Public Safety 4 The Reading Police Department Children's Holiday Party will be held at the Austin Prep School on December 12th from 1:00 to 3:00 p.m. - Pizza, Hot Dogs, Chips and Ice Cream will be served. Also, entertainment will include a clown show. The Free Masons will also be there doing their Child Identification Program. ♦ 4 LOKO, a drink that is marketed to youth and which is a combination of high levels of caffeine and alcohol, has been removed from MA stores by the ABCC. I understand that the drink is going to be reformulated to reduce/eliminate the caffeine. Public Works ♦ Curbside Leaf Collection .will be completed the end of this week - December 3rd is the last day. There will be two Spring collections on dates to be announced. The Assistant Town Manager noted that Assessor Bob Nordstrand is present and would like to say a few words. Bob Nordstrand noted that they are making very slow progress with the representatives at the State level. They had a telephone conference call scheduled with the representative and his superior but they cancelled it. 25 Board of Selectmen Meeting - November 30, 2010 - Page 3 Bill Boatwright noted that the State Representative called and said that he had a couple of things to do and will try to get a preliminary certification but they didn't get that today. Bob Nordstrand noted that if we don't get the preliminary approval, then they will send out estimated bills. He also noted there are a lot of changes in the commercial group. Selectman Ben Tafoya requested an electronic copy of last years' presentation. Discussion/Action Items Library Board Presentation re: Building Protect - This will be rescheduled for a later date. Mass Communication Prog am - Police Chief James Cormier and Police Business Manager Andrew Scribner were present. Andrew Scribner noted that the current Reverse 911 System can only send out 480 one minute calls per hour. A committee was formed to look at and evaluate 13 vendors and selected four for demonstrations. The criteria included the ability to call 1000's of landline and cell phones in minutes, email and text message alert and two way communication. The committee chose Everbridge. The Everbridge system can send out emergency or community notices. It can create groups to target recipients, geo code by street/neighborhood, there is an opt-in process, and they host the service. The implementation began in November 2010. Vice Chairman Camille Anthony asked if we went with regional dispatch, would this be affected. Andrew Scribner noted that it could be worked out. The Town Manager noted that we will need a set of policies and procedures in place for this system. Parking Traffic and Transportation Issues: Grade Crossing Protection Installation - Town Engineer George Zambouras noted that the Town had to do improvements to maintain the quiet zone. We installed mountable barriers along 100 feet of each side of-the crossing. He also noted that Willow Street is tight because residents need to get in and out of their driveways. Heavy Vehicle Exclusion - Franklin Street - Safety Officer Justin Martel noted that this was in response to a resident complaint, and North Reading had a similar problem. A heavy vehicle exclusion is not possible at this time. 5% of the traffic has to be 2 tons or more - our counters don't go by weight but it works out to approximately 2.2% of the traffic being 2 tons or more. There is a problem with speeding on the roadway. Speed Study - Brook Street - The . Safety Officer noted that he had received complaints regarding speeding on Brook Street.. He did a study and 91% of the vehicles were going 30 mph or slower. He doesn't see any problem on Brook Street but will put the counters on Ash Street. Hopkins Street Signal Update - The Town Engineer noted that we were originally told that this meets the warrants for a signal but didn't meet the hazardous conditions but now it does. We are waiting for the State safety review and funding. 26 Board of Selectmen Meeting_ November 30, 2010 - Page 4 Franklin and Main' Streets Updates - The Town Engineer noted that the central planning staff reviewed this. Mass Highway found discrepancies so they are going back and doing an audit and will get new recommendations. This is a high hazard area. 30 Minute Parking on Main Street - Quick Stop et. al. - The Town Manager noted that Quick Stop is requesting 30 minute parking. The Safety Officer noted that Dan Dewar of 519 Main Street contacted him because Grumpy Doyle's customers are parking in front of his store. The north side of Main Street has two spaces in front of Quick Stop and two spaces in front of the cleaners. The south side of Main Street has five 2 hour spots. Mr. Dewar noted that the back parking lot is utilized by Quiznos and the residents upstairs. His customer's comments are it is too hard to get out. The Safety Officer noted that there are three options: a. Wait and do nothing for six months. Grumpy Doyle's is new and business should slow down some after six months. b. Post signs to direct customers to. off-street parking. C. The Town can restrict the spots - 3.0 minute parking, 9:00 - 9:00, Monday through Saturday. Selectman Ben Tafoya noted that he wasn't crazy about restrictions at CVS, and he won't go for this because it won't be enforced. Mr. Dewar noted that he has noticed a loss of revenue since Grumpy Doyle's opened. Selectman Richard Schubert noted that he is not interested in'30 minute parking. Vice Chairman Camille Anthony noted that she has no problem with 30 minute parking. Selectman Stephen Goldy asked Mr. Dewar what times he has noticed a loss of revenue, and Mr. Dewar noted that it was at lunch and supper time. Chairman James Bonazoli directed the Town Manager to schedule a hearing for two spaces. Selectman Richard Schubert requested that Engineering look to see if they can get one more parking space on the north side of Main Street. Mr. Dewar noted that his neighbor asked to have the two spots in front of the cleaners as 30 minute parking also. Chairman James Bonazoli noted that we will not do more than two spaces. Selectman Ben Tafoya indicated that he would like to see a plan for Mr. Dewar's parking in the rear. ~C ~ 27 Board of Selectmen Meeting = November 30,2010- Page 5 Harrison Street Speed Limit - The Town Manager noted that he has received complaints regarding speeding because it is a commuter cut through. The Safety Officer noted that if the speed limit is not posted, then the speed limit is 30 mph. Mass Highway and the Registry of Motor Vehicles get involved in changing the speed limit, and it takes about one year to get approval. There have been no accidents on that street. Selectman Richard Schubert asked if the State takes usage into consideration because-there is a park there, and the Safety Officer indicated that they do but it won't make any difference. Chief Cormier noted that the street is mile long and the State won't look at anything under '/Z mile. Selectman Ben Tafoya asked if there are any traffic calming measures that can be taken, and the Safety Officer noted that he will put the speed trailer there and do enforcement. Sean Whalen of 18 Harrison Street noted that three animals have been hit due to speed, and he is looking for prevention. There are new families moving in, and the morning and evening rush hours are the worst. Vice Chairman Camille Anthony suggested putting in a crosswalk, and the Town Engineer noted that we can't because we would have to put in a handicap ramp and there are no sidewalks. Pedestrian Actuated Crosswalk Signal - Salem Street and Bay State Road - Selectman Stephen Goldy noted that there are 74 residents now at Peter Sanborn Place and they are putting on an addition. They are seniors with disabilities who frequent Dunkin' Donuts and Cumberland Farms. The Town Engineer noted that the criteria is to have 200 crossings in one hour to warrant a signal. He also noted that an amber flashing sign, motion sensor and warning system can be used. The cost for a signal is $40,000460,000. Selectman Stephen Goldy noted-that he wants a full signal with the motion detector, and will enlist the help of Representative Dwyer. Parking Restrictions on Grove Street at Strout Avenue - The Safety Officer noted that the issue is that people are parking too close to the intersection. We could make Strout Avenue a public way and put the restriction in place. Another solution would be to put a boulder and/or signs there. Safe Routes to School - The Town Engineer noted for the safe routes to school, we will readjust the curbing and sidewalk at the intersection of Temple Street. 'On Washington Street - from Woburn to Prescott Streets - there will be a sidewalk on- one site. There is one permanent easement'at Washington and Woburn Streets and that will need Town Meeting approval. He also noted that the residents are entitled to be compensated for easements, and we will also install a new sidewalk on Sunnyside Avenue. has 28 Board of Selectmen Meeting - November 30, 2010 - Page .6 Vice Chairman Camille Anthony asked if any trees need to be cut down, and the Town Engineer indicated that there are none. The Board directed the Town Manager to put this on an agenda as soon as possible along with parking on Temple Street. Washington Street Parking - The Town Manager noted that Washington Street is 22 feet wide on one end and 21 feet wide on the other. We need 28 feet for parking on both sides. Safe Routes will be adding sidewalks also. He noted'that we had talked about parking on one side previously and the residents didn't want it. Lois Bell of 35 Washington. Street noted that the commuters need a section to park. Six cars started parking on Washington Street when the leased spaces went into effect. She checked the parking spaces at the Depot and there were 30 empty leased spaces for a total of 75 empty spaces including the MBTA parking lot. She also no that the neighborhood has been taken over as a public parking lot, and that taking a left onto Woburn Street is dangerous. A resident from 52 Washington Street noted that there are three properties for. sale near the Depot - 8 Arlington Street, 113 Washington Street and 76 Washington Street. She suggested . that the Town purchase one of these properties and turn it into a parking lot. The Town Manager noted that Oak Tree will need the leased spaces. Chief Jim Cormier noted that 25 of the spaces are leased and 16 are available. Selectman Ben Tafoya suggested making the 16 spaces available for parking. Chief Cormier suggested bagging the signs and say "resident parking only". Chairman James.Bonazoli suggested making Washington Street one way. The resident from 52 Washington Street suggested marking it one way going the opposite way onto Woburn Street. .Ernie Bay of 134 Washington Street suggested notifying packers of alternative spots. Intersection of Woburn and Main Street (do not block intersection/move up to stop line) - Safety Officer Justin Martel noted that this problem is not excessive - it happens mostly at rush hour. There is already signage and paint marks. He also noted that if the vehicle does not trigger the light, then it cycles. Selectman Stephen Goldy noted that he is not a fan of more signs. Temple Street Parking Regulations - The Town Manager noted that the Temple Street parking regulations are not in the regulations so we need to schedule a hearing. (u / Q ~ 29 Board of Selectmen Meeting _ November 30, 2010 - Page 7 Senior Center Parking Lot - Rental of Spaces - Chief Cormier noted that only two of the 14 spaces are being leased but a business owner has mentioned leasing a large portion of those spaces. He asked if there is any flexibility in the cost for buying multiple stickers. The business owner wants $6000 worth of spaces and wants to get the most for his money. The Town Manager asked how much latitude the Town has in marketing the spaces. Selectman Ben Tafoya notedthat the Board's goal is to get cars off the streets. The consensus of the Board was to market to get cars off the streets - bulk buying is okay. They, directed the Police Chief to work with the Town Manager. Chief Cormier informed the Board that the State is replacing bridge decks over 12 weekends on Route 93 in the Spring. They will be prefab bridge decks and this work could have an affect on traffic in Reading.. Selectman Stephen Goldy noted that he sent the Town Manager's Evaluation to the Board and asked that it be returned to him by Friday. He also noted that Representative Dwyer has submitted a proposal for a pedestrian signal at Bay State Road and Salem Street. Vice Chairman Camille Anthony noted that she asked Recreation to put up a container for dog bags at the entrance of the Town Forest on the. gate. She also noted that people need to clean up after their dogs. Selectman Ben Tafoya requested that the chart be included in the Monthly Reports. o I stand corrected on the Flower Fund. which is used for placing flowers on Veterans' graves on Memorial Day. The Town over the past few years has not had to supplement the Flower Fund from the Town budget. Assistant Town Manager's Report - Bob LeLacheur noted that in early October, the Town thought we had everything in to the State for certification. Six weeks later, the State said no and gave a long list of what is needed. There is very poor communication with the State. He spoke with the State and there is no way we will get the preliminary certification in time for the tax classification hearing. Impact notices went out on Friday and residents can go to the website to get preliminary values. The commercial values have increased 15% which is unusual. About 30% of the people who came in are going to a full hearing. Proclamations/Certificates of Appreciation Certificates of Recognition Girl Scouts Silver Award - A motion by Goldy seconded by Tafoya to approve the Certificates of Recognition for the Girl Scouts Silver Award for Kasey Cook, Mary Kate Kelley, Grace Stroman and Sandra Sgroi were approved by a vote of 4-0-0. Discussion/Action Items Highlights - Reading Clergy Association - Tim Kutzmark, Lisa Stedman and Kyung Yu from the Reading Clergy Association were present and gave an overview of all the clergy in Reading. Tim Kutzmark noted that the Clergy Association sponsors the Martin Luther King Celebration, a program at the Reading Memorial High School and a Good Friday Service. Lisa Stedman noted that they are the steward of a mental health fund for counseling which is a little known resource. She also noted that they sponsored a speaker at Starbucks Restaurant on renewal and relaxation over coffee and conversation. It was open to the Town and they are looking forward to doing it,again. She further noted that all the churches have other activities going on such as childcare services, creative arts and other organizations are housed in churches. 61 v 32 Board of Selectmen Meeting - December 7, 2010 - Page 3 Kyung Yu noted that the Clergy Association goes to nursing homes to provide service. They are also the sponsoring group for the Food Pantry. Selectman Ben. Tafoya asked if there were more use and need for food donations, and Mr. Kutzmark noted that there is a healthy need for food and cash donations and also volunteers. Ms. Stedman noted that there is a particular need for paper goods. In closing, Mr. Kutzmark noted that no other towns have the resources that Reading has _ it makes a huge difference in people's lives. Ms. Williams noted that Ben, Yoder and Sheila Clark prepared the presentation but were unable to be present. Michelle Williams reviewed the types of signs as follows: • District Directional Signs - Six are needed and cost $250 - $300 each. • Parking Lot Signs - the Town Engineer noted that we have to follow State standards. • Mini Maps - could be located on.bollards. • Outbound Directional Signs, • Public building signage • Promotional banner Vice Chairman Camille Anthony asked how the signs will be funded, and Ms. Williams noted that they are looking for the Town to fund some, and the Economic Development Committee has some funds. We could also look for funding from businesses if we list them on the signs. The Town Manager noted that the Town's contribution would be installation of the signs. He also noted that the Downtown Trust needs a work plan. Ms. Williams noted that the EDC will be working on getting prices and identifying funding sources. They will work with the Town to finalize the locations. Selectman Ben Tafoya suggested naming districts instead of businesses. Jack Russell noted thatWest Street is a good place for a directional sign. Vice Chairman Camille Anthony noted that it is better to keep signs general. She also noted that a shelter is needed on Walkers Brook Drive. Selectman Stephen Goldy noted that there are too many locations for the mini-maps. The Town Manager asked what we call this area of town - Reading Center, Reading Square or Downtown? Selectman Stephen Goldy noted that there is a need to determine a master plan. The Town Manager suggested listing the "T," Post Office and parking on directional signs. He will ask the Historical Commission regarding "Reading Center." 33 Board of Selectmen Meeting - December 7, 2010 -Page 4 The Town Manager noted that the following items need follow up: • Funding • Verbage • Definition of Areas • Definition of Reading Center • Funding without businesses listed Review Licenses - The Town Manager noted that the Board received a list of the licenses in their packet, and asked that they indicate if they want anyone to come before them. He noted that both Oye's and Grumpy Doyle's have live entertainment. The consensus of the Board was to issue all the licenses. Review Customer Service Survey Results - The Town Manager noted that there were 20 responses in the quarterly report. He reviewed the results and the ratings were all very high. Selectman Ben Tafoya noted that they didn't receive the comments section, and the Town Manager indicated that he will send it out to them. The Town Manager suggested reviewing this two times a year, and he would like to try to capture phone calls, emails, etc. Final 2010 Goals Review - Chairman James Bonazoli noted that it is great to have lofty goals but he doesn't want staff to be overwhelmed. Selectman *Ben Tafoya requested that the Health Department be added to #13 under Operations. He noted that ##23 is unclear. The Town .Manager noted that the Economic Development Committee has taken that on in trying to develop an action/strategy in terms of tax base and land use. Selectman Tafoya noted that the Selectmen need to know where they are going with this before they spend a lot of time on it. Vice Chairman Camille Anthony noted that is an .area we have no control over. The Town Manager indicated that he will schedule a presentation in early 2011. Vice Chairman Camille Anthony asked if we have to do #39 - review of the General Bylaws. The Town Manager noted that it has only been done once and needs to be done every 10 years. They will be looking at organizational, consistency - missing parts, appendix, pieces that don't need to be in the bylaws; i.e., ethics. They will also look at formatting which is six paragraphs deep in some sections. Chairman James Bonazoli referenced the permitting software and asked if we really need 113 forms. He noted that the process is too lengthy in Items #.12 and #13. He also noted that the consultant should outline what needs to be done. Vice Chairman Camille Anthony noted that #10 -DPW study needs to be done. She would like a list of priority items. The Town Manager will schedule for a presentation in February. This is related. to the Town of Reading sewer line in this location. In 2008, Town Meeting authorized the Board of Selectmen to execute such agreements, and the Board of Selectmen has executed one such agreement in the past. This agreement is required by DEP, and Town Counsel has reviewed and approved the agreement. Bob Nordstrand noted that they are not prepared to help the Board of Selectmen make a decision because the paperwork has not been passed at the State level. They hope to complete by next Tuesday. The Selectmen have two options: (1) continue the hearing to next Tuesday, (2) send out estimated bills - which is not the best thing. Ralph Colorusso noted that he worked for a community who sent out an estimated third quarter bill and actual fourth quarter bill. It took over two. years to catch up. It is undesirable for tax payers because it will throw off their escrow and the residents will not be happy. Mr. Nordstrand recommended that the Selectmen continue the hearing. Selectman Ben Tafoya asked what would happen if we don't have approval from the State by next Tuesday, and Mr. Nordstrand indicated that they will send out estimated bills. Mr. Colorusso noted that it is best to wait one week and get actual bills out. He is loosing faith in the Department of Revenue. acv 37 Board of Selectmen Meetings December 14, 2010 - Page 3 Selectman Richard Schubert asked if this experience is happening throughout the State. Mr. Colorusso noted that the State is trying to certify over 100 towns this year. They have low manpower and not enough hours. He also noted that we have done nothing wrong - the State is dragging their feet. The Selectmen indicated that they would call the Department of Revenue to try and help the process along. Hearing - Transfer of Package Store License - The Wine Shop of Reading - The Secretary read the hearing notice. Robert Carp and affiliates were present. Chairman James Bonazoli noted that the Board received acceptable reports from all departments.. Mr. Carp noted that he is selling a business and buying, hopefully, three package stores. He will be keeping the same staff, there will be no structural changes, and he will bring in more hard liquor and craft beer. Selectman Stephen Goldy asked if he had reviewed the Town's policies and bylaws. Mr. Carp indicated that he had. He also noted that he is a member of the Mass. Package Store Association and they offer training. He is also a member of the Mass. Restaurant Association for food handling. They will be purchasing a state of the art device to read ID's, will sell high end cigars and concentrate on craft beer. He has spoken with the Public Health Administrator Larry Ramdin. He noted that the only change to the floor plan is to remove a cooler and add racks for liquor. Town Manager's Review - Selectman Stephen Goldy noted that the summary of the evaluation was in the packet along with the ratings. Each Selectman reviewed their evaluation of the Town Manager, and Selectman Stephen Goldy noted that the overall evaluation rating came out to 4.38. In addition to an excellent review, the Selectmen highly praised the Department Heads and especially the work of the Finance Department. The Town Manager noted that he anticipates losing positions this year, and will be asking the Selectmen to make radical changes; i.e. - site plan review can be done by staff instead of a committee. Bill Boatwright and Assistant Assessor Pat Sullivan were present. The Town Manager noted that this is a continued hearing because we didn't have the State certification but we have it now. Bill Boatwright handed out a chart that showed the shift and corresponding tax rate. Mr. Boatwright noted that the Open Space exempts up to 25% of land defined as Open Space: The Residential Exemption is for towns with a high percentage of seasonal or rental units. There are 47 properties in Reading that are eligible for the small commercial exemption. Residential is 90% of the tax base. With a uniform tax rate of $13.78,.a shift of 1.50 equals $20.69 for Commercial Industrial Personal (C.I.P.) Selectman Ben Tafoya noted that the average residential increased 2.50% and the commercial increased 18.52% what makes 2.50%? Mr. Boatwright noted that they used the income approach to value the commercial properties. Last year, the Town used the cost approach. He also noted that the values were not captured in previous years. Bob Nordstrand noted that the tax levy cannot go up more than 2.50% but the total value can Selectman Richard Schubert asked for clarification of the revaluation increase in value for the commercial properties. Mr. Boatwright noted that the number .of residential sales per year are easy to track but commercial properties have fewer sales and differ widely. He also noted that the information requested and received this year was much better than previous years. Selectman Schubert summed up that the expensive highly valuable properties were skewing the average. The owner of 494 Main Street asked about assessments of commercial properties, and what is the benefit to improve property if it means you are going to pay more taxes. Mr. Boatwright noted that the Downtown core is going through a beautification with improved conditions and the 6JI, 40 Board of Selectmen Meeting- December 21, 2010 - Page 2 income approached was emphasized. Selectman Richard Schubert noted that improving property adds to the value - the business is worth more when it is sold - this should not be a disincentive to improve property. Ken Rosetti, representative of the Reading/North Reading Chamber of Commerce, noted that the Chamber of Commerce urges the Board of Selectmen to adopt a uniform rate of 1 as in the past. He also noted that because of demographics, any shift to make commercial owners pay, a higher rate will hurt. The increases will be passed onto the customers resulting in an increase in fees in services. He stated that the increase in taxes usually gets passed onto the tenants. He noted that commercial property owners have to pay for their own trash collection and they don't use the schools. He requested that the Selectmen maintain a uniforin rate of 1. Dave Mancuso noted that the average home is selling for approximately $25,000 less now than six months ago. Selectman Ben Tafoya noted that based on this being a reassessment year, he'll forego his usual amendment. He also noted that last year, the debt exclusion came off the tax bill. He'll wait and see how values are displayed next year. He stated that additional slides showing the historical change in the total levy would be helpful next year. Selectman Richard Schubert thanked the Board of Assessors for the exceptional data. He indicated that it would be helpful to get more data ahead of time to get a sense of what the split rate would look like. Chairman James Bonazoli challenged the Chamber of Commerce to advertise the flat tax rate, and asked that the benefit and value be promoted. Mr. Rosetti noted that information is already on their website and they do promote that. Vice Chairman Camille Anthony noted that she is surprised that so many properties could take advantage of the commercial exemption. She would like to focus on commercial next year. A motion by Goldy seconded by Tafoya to close the hearing setting the tax rate'for Fiscal Year 2011 was approved by a vote of 5-0-0. A motion by Goldy seconded by Tafoya to not grant an open space discount for Fiscal Year 2011 was approved by a vote of 5-0-0. He met with Representative Brad Jones and Representative Spelliotis. They want the liquor license designated to a person and specific location- so there is a redrafted Bill that is specific to Oaktree Development, LLC at 30 Haven Street. Selectman Richard Schubert asked if ownership changes hands, could the Board issue to a new owner at that location. The Town Manager noted that they could - it just. can't be transferred to a different address. He also noted that this is the way additional liquor licenses are issued now. When was the notice posted and where, in the Chronicle? My guess is that the Chronicle, like every other newspaper has seen significant declines in its circulation. My feeling is that many Reading citizens are unaware of what is going on in town government until it occurs, and that in itself is concerning. I feel the town runs almost autonomously in nature and that Reading citizens have little or no input in decisions guiding this town I can appreciate the cost savings and the 35% increase in recycling, but that increase to me is a misleading statistic. Given the alternative of no trash pick up an increase in recycling is a given, in short this is a form of blackmail not an enforcement tool as you call it but a strong arm tactic. I again must ask why, if I choose not to recycle will my trash not be picked up? I am paying taxes for that as well as the many other services you reference whether I benefit from them or not. My taxes go towards town employee pensions and I see no direct benefit from that, perhaps we should visit that is§ue? I can appreciate your points, but again I must state my feelings that government at any level should not feel it as the authority to mandate anything, its totalitarian in nature and against the principles of the constitution. The conservation credit was the easiest, simplest thing. It was a pleasure to be in this office. Everyone was friendly and helpful.- Larry listened to my issue. He contacted my landlord and has talked with him about a solution regarding the heat being turned off in the building and I have to recourse to have it turned back on. My landlord told Larry he was going to install zoned heating. Larry is expecting a follow up call from my landlord next week and has okayed a follow up call from me the end of the week. I found Larry to be knowledgeable, cooperative and very professional. I appreciate all his help in trying to resolve this issue. Stay the same.
