Meeting convened at 7:40 P.M.
Correspondance
Present
Mr. Mayerson will look into Petition of Cities Service Gas Station
1.78 Main St. Reading to the Board of Appeals, to extend gas pump island
(This would increase the already existing nonconformity by further
violating the required set-back from street.)
Representative of Department of Community Affairs will visit to
discuss Grant application on Wednesday November 2nd.
Warrant Articles - Scenic Roads
There has not been a response as yet from Board of Public Works
on Scenic Roads. Subject was tabled until November 7th meeting.
1977 Zoning Revision
1. - Railroads - Interpretation of Section III,1,7fhe Board dis-
cussed in depth the probable intent of this provision of the orig-
inal By-Law; including the suggestions of Bob Mayerson as contained
in his memo to the Board dated 10/31/77. It was the general feeling
of the Board to pursue option,- #3 - new Railroad Overlay District as
our 1st choice, and #2, Ignore Railroad as our 2nd choice. Mr.
Mayerson will pursue with Town Council.
2. - Table of Uses - Reviewed by Board and generally well accep-
ted, as being more easily read and understood.
3. - Dimensional Controls - Reviewed for clarity.
Space Study
Draft letter drawn up and a few corrections made. Letter other-
wise well received and will be typed and sent to Board of Selectmen
for their input regarding relocation, sharing and proximity of
Boards and Committees in town offices.
Board voted to go into executive session. Vote was unanimous
at 9:30 P.M. Executive Session closed 9:55 P.M.

Meeting convened 7:35 P.M.
Finances
Motion to increase Training Account by $10.00, to cover incidntal
travel bus to study sites, etc. Seconded and voted-unaii~moasZy:'-in favor.
Voted to allocate into office Equipment Repair Account $20.00 for
typewriter repair. Mr. Mayerson to check whether there is an overall
Repair Contract with the Town.
Bills payable in the amount of $1,055.65 approved on schedule dated
November 7., 1977.
'77 Zonin Revision
Zoning revision partial drafts reviewed for accuracy.
New draft of Zoning By-Law by Universal Engineering received under
cover letter dated November 10, 1977. A new page number system is incorp-
orated numbering by section and page number sequence. References will be
indicated in right hand margins.
Mr. Mayerson will draw-up a comprehensive list of By-law changes and
the Board will review and categorize by priority.
Warrant Articles - Scenic Roads
Scenic Roads Articles have been withdrawn by Conservation Commission.
Board of Appeals. Case - 178 Main St. - Citgo
Station to extend existing pump island. Planning Board did not sub-
mit a position on the subject in writing, as time did not allow. It was
heard by Board of Appeals on November 9th and we will await decision.

3. - Prerequisites - lists what other than the Town Agencies input
would be needed to accomplish the scope of work.
i.e. obtaining a draftsman or grant could mean the difference
between a speedy completion of a project or doing the project
more slowly in house.

7. - DCA grant applications and their meaning for the Work Program was
explained
8. - National Endowment for the Arts Grant application was explained

J. Guerra School Committee:
How were the agencies picked and how would they interact with Plan-
yr Board?t._Whit pr-Lorities are the Planning Board looking for?
What assistance would various agencies give in the area of Planning
Board priorities?
L J. Russell, Board of Public Works:
For what purpose will the Maps be used? Does the Planning Board
know what maps the Department of Public Works has?
L. Statz- the Conservation Commission has a ;;.and Use Map oriented to
recreation and open space.

Is the Planning Board aware of the time the Program could utilize
of other Department heads? That these department heads may not be
able to devote that type of time.
P. Metcalfo Finance Committee:
Could you explain further the grant application for the National En-
dowment for the Arts? How has the business community accepted this?
Ed. Dube, Cemetery Trustees:
Why has the Cemetery trustees been included in Recreation and Open
Space. Does the Planner have plans for recreation facilities in
the Cemetery? We have enough problems with kids now!
The Planning Board asked for input and cooperation for the next year.

Space Study - Town Offices
Attempt to establish office "groupings" that would be compatible
and effective for work-flow and continuity reviewed. This is to be used
as a Guide and was drawn up with the idea of the best possible arrange-
ment,. i't -adequate overall space were- available.
A letter will be drafted to Selectmen setting out this Boards view
of probable space groupings of Board Agencies and Departments. Also pro-
jected use of certain school buildings for meeting places for the com-
munity.
This essentially would be a up-dating of our prior space study
attempts.

Warrant Articles-Scenic Roads
Postponed until we get some communication and input from Depart-
ment.of Public Works.
Board advised by messenger at 8:30 P.M. that meeting at 9:00 P.M
with Board Public Works and Conservation Commission was postponed.
Stoneham Planning Board will contact us later regarding a future
meeting which they had originally requested.
