Minutes of the Meeting of April 28, 1980.
Chairman J. Zorabedian called the meeting to order at 7:10 P.M.
in Room 131, Reading Memorial High School, Oakland Road with
E. Childress and J. Shaw present.
Town Meeting - Warrant. Articles
Article 51 - The Board reviewed a draft of the Planning Board
report in conformance with Chapter 40A, Section 6, General Laws
of the Commonwealth of Massachusetts on the Public Hearing
on the proposed amendment 5.3.1.3. of the Town's Zoning By-
laws.
After some discussion, it was unanimously voted to approve the
report as drafted. Mr. Zorabedian will make the presentation
to Town Meeting if Ms. Childress is unable to do so. The Board
unanimously voted the following recommendations to Article 51,
if Town. Meeting is hesitant to pass the article as drafted:
- under paragraph a - change the depth of the buffer strip
from 12 feet to 8 feet; and
- under paragraph b - insert "where required by either the
Residential or Business C property owners" after the
phrase "Said buffer strip shall be constructed".
Article 45 - Upon a motion duly made and seconded, the Board
unanimously voted to recommend indefinite postponement of the
sale of this Town-owned land to 128 Sales, Inc. Although. the
Board supports in principle the development of the property,
they presently feel that there should be definite provisions
negotiated at the time of sale which woudl preserve to the
Town public access to the back portion of the Dump property.
They also expressed great concern that the sale of the land
as proposed would allow 128 Sales, Inc., to use the Reading
land as an access to the Wakefield land they presently own.
The Board does not feel that this sale is in the best interest
of the Town at this time.
Bay State Road Development - Horizon Homes/Congregational Church
Representatives of the Congregational Church will meet with the
Planning Board on Thursday evening, May 1, 1980 at the High
School to give a report on the progress of the proposed develop-
ment at Bay State Road. Mr. Herb Converse is in charge of this
$4.2 million, 4-story, 97 unit housing development for elderly
and handicapped people. The secretary was instructed to inform
all interested Town boards and agencies of this upcoming meeting.
Upon a motion duly made and seconded, the Board unanimously
voted to adjourn to Town Meeting at 8:00 P.M.
