The Board reviewed the Accountant's Budget Report for the Planning
Board. The secretary will clarify with Joan auhme the present
salary account. Finance Committee will recommend an across the
Board o salary and merit increase for Town employees at Town
Meeting. Discussion on the amendment to the Personnel By-laws
included a motion that would have the new By-laws apply_only to
new hires.
Sale of Town-owned; land
Article 47 - The lot at Union.land Middle Street has been inspected
by E. Childress and presently has a gravel top with some cars
parking on it. With its close proximity to Reading Center this
would be an ideal spot for an additional parking lot, perhaps for
merchants so that other parking spaces inAae Center could be made
available for shoppers, etc.
Capital Expenditiure Plan
The Board discussed relevant items of the Capital Outlay Plan and
voted to defer action on this matter.
Work Program.
At present there is no need to give Town Meeting a report on the
general work program of the Planning Board. The present position
of the Board is that unless they can apply for a grant, they will
have to pay for any study work on a per-project basis, as the will
of last Spring's Town Meeting mandated. The Board will make their
report under Ch. 40A, G.L. on both Article 51 on the Town Meeting
Annual Warrant and Article 16 on the Special Town Meeting Warratn.
The Secretary was asked to determing from the Town Clerk if the
Board is legislated to make an Annual Report to Town Meeting.
Upon a motion duly made and seconded, the Board unanimously voted
to adjourn at 10:15 P.M.

Minutes of the Public Heari
Warrant and Article 51 - Annual Town Meet
Warrant
On April 10, 1980 at 8 P.M. in the Community Center Auditorium,
Chairman Zorabedian called the Public Hearing on Article 16 on
the Special Town Meeting Warrant to order with J. Shaw and B.
Mitchel present. E. Childress was attending the hearing on the
Woburn Odor (Hart Report. There were approximately, 120 people
present

Items of the greatest concern expressed by those present included:
As written the wording could imply that any commercial vehicle
with a gross vehicle weight over 10,000 lbs. would be forbidden
to park on any commercially zoned lot if it abuts a residential
lot;
- Only one commercial vehicle under 10,000 lbs would be so allowed;
Is the Planning Board just looking for a truck exclusion within
the Town?
- Adequate protection for residential neighborhoods against gross
violations of this nature;
That the Planning Board was responding to one violator and
restricting all because of his lack of consideration.
The majority of those present showed that the overwhelming majority
present did oppose the article as presently worded.
The hearing was concluded at 9:05 P.M. by Chairman Zorabedian.
At 9:10 P.M. Chairman,Zorabedian oped the Public Hearing on Article
51 on the Annual Town. Meeting Warrant with J. Shaw and B. Mitchel
present. There were approximately 80 people present.
The Chairman gave a brief overview of the Article as drafted and intro-
duced Mr. Richard Mattorana, representative from the West Side Citizens'
Committee (WSCC) for his presentation. Slides, viewgraphs and pictures
were displayed showing violations and infringements on residential
property by Business C users and/or owners. As presented this Article
would be a dimensional control for any and all new construction in
the Addison-Wesley complex.
The majority of those present voted in favor of the Article as presented.
Those that objected were
Mr. and Mrs. George Ross - they are the largest single abutter
of this area and do not favorthe article as written because
they feel that fencing of their entire abutting land would
be too restrictive for them. They felt that there should be
some way for anyone that did not want the buffer to be
exempted from its implementation.
J. Grant Monahan, Attorney for Addison-Wesley - Stated that
Addison-Wesley was in favor of plantings and a fence but
strongly objected to the depth of the buffer strip (12 ft.)
and felt it would be spot-zoning. Addison Wesley was also
in opposition to the requirement that they would have to
fence Residential property they presently owned from their
own Business C property because of,the present wording of
the Article.
The discussion focused on the following issues:
AW non-compliance with a 1964 Board of Appeals decision
- the lack of communication between the residents and Addison-
Wesley
- the immediate need for such a buffer area because of the
proposed new construction in this complex
- Would an opaque fence.be adequate protection?
- The safety, traffic and noise violations by employees at
this complex
- AW intends to investigate this matter of non-compliance
and move with haste to correct the situation.
Polling of those present found the majority in favor of the Article
as written, with 3 abstentions and 3 opposed.
At 10:30 P.M. the Chairman thanked all present and adjourned the
hearing.

Minutes of the Meeting of April 10, 1980.
At 10:40 P.M. the Board reconvened in Room 19, 52 Sanborn Street
(the Communitv Center) with Chairman J. Zorabedian calling the
meeting to order with members Barry Mitchel, Ellen Childress and
John Shaw present. Also present at this meeting was Gail Wood,
Secretary of the Board of Public Works.
Public Hearing - Article 16 (Parking)
After discussion the Board unanimously voted to recommend indefinite
postponement of Article 1.6 on the Special Town Meeting Warrant
because of the confusion over the lnaguage as presently written.
They will reconsider a parking article after adjournment of Annual
Town Meeting.

The Planning Board has been notified that the salary account for
the Secretary has been recommended to, be cut to $0.00. The Board
has been scheduled for a meeting with FinCom on April 17, 1980 at
7:15 P.M. at Parker Junior High to discuss this matter.
Interdepartmental Request
Mr. Zorabedian has-:been in contact with;the School Committee and
the School Committee is about to formally ask the Planning Board
to assist them in the future use of school buildings because of.
the impact of declining enrollment.
