- Report from Chairman about the field survey walk they
took on Sunday at the Addison-Wesley complex with
Board members Barry Mitchel, Gayllis Paynter, Ellen
Childress and the Chairman with representatives from
the West Side Citizens Committee.
- The meeting was adjourned at 9:30 P.M.

Minutes of the Meetinq of March 3, 1980.
The meeting was called to order by. Chairman Sturm in Room 19,
52 Sanborn Street (the Community Center) with B. Mitchel,
J. Zorabedian and E. Childress present.
Correspondence
Mail was reviewed. A letter from the Board: will be sent to the
Board of Public Works, Board of_Selectmen.and Conservation
Commission re: notification from CTPS of_the..Wilmington-Rt.
129 preliminary engineering project.
Considerationof the Warrant Articles was moved up on the
agenda by a unanimous vote of the Board members.
Buffer Article - re: Business C .or Industrial Districts
After discussion.of_the draft Article, the Board.decIded not to
submit the Article as presently written. Areas of concern
included:
- an earthen berm - supported or unsupported?
- inclusion of the buffer area within the Business and/or
Industrial districts;
appropriate plantings for the proposed buffer;
- inclusion of the plantings.as a requirement for the
Business or Industry which proposes the new construction.
Ms. Childress will further research and prepare a new draft of
this Article for next week's meeting.
Parking - Residential Districts
Two articles were prepared; one of the articles restricts parking
of any commercial vehicle with _a gross maximum weight over 10,000
lbs. in any Residential district; the other article: allows the
parking of one commercial vehicle with a gross maximum weight
under 10,000 lbs, in a Residential district.
Mr. Zorabedian will further research.and prepare new drafts of
both parking articles for next week's meeting.
West Side Citizens Committee- .-:sacob,Way;-Development
Robert G. Beane, Donald Neary, Ron MacKay and Richard Mattorana
of the West Side Citizens Committee WSCC) appeared before the
Board at 8:15 P.M. They discussed the Article for a buffer area
between abutting Business and Residential. districts. Mr. Mattorana
stated that the. WSCC had prepared an Article and submitted it at
7:45 P.M. this evening for inclusion on:the,Annual,Town Meeting
Warrant They restricted the.article.to abutting Residential and
Business C districts. Again they:stressed the position that the
residents in.this area wanted to be.protected against the new
construction proposed by TASC in the.Jacob:.Way complex.
The Chairman stated the Board's-position at,present and
noted that the presently drafted Article needed: to be rewritten
to include all.the protections the,Board_felt necessary for the
Town. Work was to continue.on the preparation of.this Article.
Hopefully the Board will have, the Article ready for inclusion
on the proposed Warrant for a_Special Town Meeting. Once the
Article is accepted for any.Warrant, the Building Inspector
must consider all permits from his office as if the.Article were
in force. Discussion of the Public. Hearing required for this
Article ensued, The Board.will try to coordinate the Public
Hearing on this article with.the WSCC Article,. (Tentative
schedule for the Public Hearing proposed for April 10, 1980.
Publication of the.-notice in the-newspaper : no later than March
26, 1980 to be sent to the paper before noon on March 24, 1980.)
The,Board.thanked the.WSCC representatives,for.their input and
resumed discussion of agenda.items at 9<15 P.M.
Minutes
The Board unanimously accepted_the,minutes ofJanuary 28, 1980;
February 4, 1980; February 11, 1980._and.February,-25, 1980, as
corrected.
Finances
The Board unanimously approved payment of Bills Payable in the
amount of $24.48.
Submission. of a bill from Frank Board of Public Works
Engineer, in the amount of $30,00_._for.corrections to the Zoning
Maps, was reviewed by the Board.
Annual Report
After discussion of the final draft of the Annual .Report, the
Board unanimously voted to submit the corrected draft in final
form as. requested in a memo ;dated February28, 1980 from Execu_
tive Secretary, John Agnew.

"Clean Air Study"
A memo will be sent to the Board of Selectmen, Board of
Public Works, CTPS and "T" representatives one week before
the scheduled March 19, 1980 meeting.
MAPC Representative
Chairman Sturm stated that he wished to resign his position
as MAPC representative and asked the Board members to consider
serving as, the Town representative to MAPC Mr. Zorabedian
promised to give consideration to the request so that the
Board can make a recommendation to the Selectmen when
announcing Mr. Sturm's resignation. Mr. Zorabedian will respond
to this request at next week's meeting.'
Upon a motion duly made and seconded, the Board unanimously
voted to adjourn at 10:20 P.M.

Minutes of the.Meeting of. March 10, 1980.
At 7:50 P.M., Vice-Chairman Mitchel called the meeting to order
in Room 19-, 52 Sanborn Street (the Community Center) with J.
Zorabedian and E. Childress present. Also present were four
representatives from the. West Side Citizens Committee-Mr. Donald
Neary, Mr. Richard Mattorana, Mr. Ron MacKaky and Ms. Diane
Dresser.
Upon a motion duly made and seconded, the Board voted to take
Item C out of order on the listed agenda for discussion.
Warrant Articles
Article 51 - Buffer Zone'by.petition by WSCC
Discussion on Article 51 focused on the following issues:
The Article as written can be reduced in scope but cannot
be further encompassed ;(broadened)
that a"buffer zone" would be difficult to pass at Town
Meeting
- a buffer strip or screen could be used in place of the
present "buffer zone"
where are plants in relation to the fence?
what is the depth of the strip (not width)?
use of the wording "mature evergreen
Discussion on the Planning Board Article for submission by
the Board for the Special Town Meeting scheduled for April 17,
1980 (deadline for Warrant is March 20, 1980) ensued. Topics
of concern were
- plantings - how far apart should a 3 foot evergreen be
