Space Study
Board adjourned to meet with Library Trustees at 8:00 P.M.
to discuss Municipal. Space Study.
The remainder of the week°s agenda was tabled until next
week.

Minutes of the Meeting ofApril 2, 1979.
The Planning Boardmeeting was convened at 7:35 P.M. with
J. Sturm, C. Keller and B. Mitchel present. Candidate
members P. Andrus and J. Zorabedian, Jr_. were also present.
J. Sturm presided.
Correspondence'
Incoming mail was reviewed.
Minutes
Minutes of the meetings of March 19.and.`March 26, 1--979 were
accepted unanimously by the Board.
Space Study - Capital Cost Figures
Mr. Mayerson presented some recently acquired information on
estimates for library additions; updating the memo entitled
'Question Raised by Library Trustees' dated March 27, 1979.
Space Study Letter of Transmittal
Draft of letter to Town Meeting members to accompany Initial
Recommendations Report was reviewed. Phrase "to our,office"
in the last sentence was changed to read "`to the Planning
Office°. Letter, as corrected, to be signed by Chairman
O°Brien,was approved.
Space Study Incinerator Site
February 26th letter from the Board of Public Works was
reviewed. and discussed. Mr..Mayerson.was requested to draft
F a response for review at the next meeting indicating the
Planning Board°s `interest in.the long term potential of the
site, their ongoing investigation of this site for commuter
parking in response to a need to supplement or replace the

facilities in the center if it appears the incinerator is
not of any operational value, and their desire for further
discussion on this subject at the scheduled meeting with
them on April 24, 1979.
Reading Center Plan - Letter of Transmittal
Draft of a letter of transmittal of the Board's report to
the Selectmen, the Chief of Police, the Fire Chief, the
Board of Public Works, the Historical Commission and the
Finance Committee requesting their views, either before or
following Town Meeting reviewed and approved.
Reading Center Plan - Newspaper Story
Draft of a Reading Center Plan news release was reviewed
and tabled until next week in order to give members and
prospective members a chance to further review it..
Annual Town Meeting - Planning.Board Issues
Warrant Articles in which the. Board might participate were
reviewed, positions were decided upon and presentation respon-
sibilities were tentatively divided.,. as follows:
Article 2
- Annual Report - J. Sturm;
Article 2
- Reading Center Plan, a report of progress,
including slides,,etc. - unassigned;
Article 2--
Municipal Space Study - a report of progress
including only a quick review as the details
will be covered under other appropriate.
Articles - B. Mitchel;
Article 9
- Budget - J. Sturm;
Article 16
- Fire Station - Jack Zorabedian. The members
decided to state _their _willingness to cooperate
and assist in site selection and other aspects
of the project using our available data, etc.
Mr. Mayerson was requested to prepare a draft
report to this effect.
Article 19
- Local intra-Town bus system - consideration of
this Article wastabled until we get something
more specific from the Transportation Committee.
Mr. Mayerson will inquire.

and23 - Lowell Street School - B. Mitchel;

- Prospect Street School - B. Mitchel;
Articles 38
and 39 - Non-conforming Lots - J. Sturm;

- Public Buildings - G. Paynter; and

Mr. Zorabedian indicated he may wish to file a
minority report on this subject.
Planning Board Meeting Schedule
April 24, 1979 is OK for meeting with the Board of Public Works.
Election of a new Chairman and Clerk will be held at 7:30 P.M.,
at the April 19th Meeting, the first meeting at which the newly
elected Planning Board members can participate.
There being no other business before the Board, the meeting
was adjourned at 9:50 P.M.

The meeting was convened in Room 19, Community Center at 7:40 P.M.
with J. Sturm, M. O'Brien, C. Keller, B. Mitchel and G. Paynter
present. Candidate members P. Andrus and J. Zorabedian, Jr.
were also present.

Space Study - Incinerator Site
Draft of letter to the B.P.W. approved after two grammatical
corrections.
Zoning - Public Buildings - Public Hearing
The Board adjourned to Room 17 for a Public Hearing on a pro-
posed amendment to Zoning By-laws to delete, in paragraph 4.2.2.,
Table of Uses, the line entitled "Public Building" in its entirety.
The Hearing was recorded on tape.
Two Planning Board candidates, John Zorabedian and Paul Andrus,
and one citizen, Ben Nichols were present at the hearing in
addition to the Planning Board members and the Town Planner,
Robert Mayerson_, Gayllis Paynter presented the Planning Board's
position. Some general questions were asked by Ben Nichols and
John Zorabedian. There were no objections to the proposal. The
hearing was concluded at 8:15 P.M.
The Board reconvened in Room. 19 at 8:15 P.M.
A motion was made and approved unanimously that the Board recommend
