Reading Center
Dates for informational meetings prior to Town Meeting
presentation discussed. Board voted unanimously to place on
Article on Town Warrant for Spring Town Meeting to address
the READING CENTER PLAN. A draft copy of the plan will be
drawn up so it can be circulated and discussed with Board of
Public Works, Board of Selectmen and Finance Committee.
There being no further business before the Board, the meeting
was adjourned at 10:30 P.M.

Minutes of the Meeting of February 20, 1979.
The Planning Board meeting was called to order by Chairman
M. O'Brien at 7:45 P.M. with C. Keller, J. Sturm and B. Mitchel
present.
Correspondence
Correspondence was reviewed.
Mr. Mayerson discussed zoning proposals in neighboring town of
Wilmington to authorize an apartment development on West Street
which may have an impact on Reading's water supply and/or
sewage disposal. Mr. Mayerson was authorized to send a letter
to Town of Wilmington noting Reading's concern and request they
send us map and further information following their meeting
tomorrow night.
Minutes
The minutes of February 12, 1979 was accepted as written by a
unanimous vote of the Board.
Space Study
Board reviewed 1st draft of a report on Municipal Space Study
Recommendations. Lowell Street school site wording was changed
from "su-bsidized housing", etc. to °subsidized elderly housing
or use in keeping with adjacent properties'. Several other
suggestions were made which Mr. Mayerson will incorporate in a
second draft for the review of the Board.
0 Board reviewed draft of Article and discussed whether it implied
adoption of a "plan". The subject was tabled until the next
meeting.
Reading Center
Members decided to illustrate traffic flow in both directions
on lower Haven Street, retention of the angle parking and
continuing the one-way easterly flow on Gould Street in the
Plan Report.
Fourth draft of Reading Center Plan,is scheduled for next week.
Members concluded that the total plan should be completed before
we schedule Informational Meetings. Scheduling of meetings was
tabled until next week.
Non-conforming Lots
Mr. Mayerson was authorized to send copy of our Article on
Small Lots to the Board of Appeals and to Town Counsel for
their review and in-put.
Personnel
M. O'Brien reported on her investigations regarding the feas-
ibility of Mr. Charles Stamatis occupying some space adjacent
to the Planning Board office in order to share secretarial
services. Her conclusions were that it would not work out
as an economy measure since seasonal demands of the two
departments are non-compatible.
There being no other business before the Board, the meeting
was adjourned at 9:45 P.M.

The meeting convened at 7:40 P.M. with J. Sturm, C. Keller,

Space Studv Initial Recommendations
Draft 2 of the report consisting of 13 pages was critiqued in
detail. Numerous changes and rewording were developed that
will result in Draft 3.
