HomeMy WebLinkAbout1979-02-12 Community Planning and Development Commission Minutes8 Minutes of the Meeting of February 12, 1979. Chairman M. O'Brien convened the meeting at 7:45 P.M. with C. Keller, B. Mitchel and G. Paynter present. Correspondence Incoming mail was reviewed. Minutes Minutes of February 6, 1979 approved after deleting word "essence" under the heading 'Space Study - Community Center options'. Non-conforming Lots The members reviewed our own draft #4 of a non-conforming lots provision and a draft dated January 25, 1979 submitted by Gail Wood on behalf of the Small Lots Committee. The Board voted unanimously to submit our draft #4 as an Article to Town Meeting after having it looked over for clarity, etc. by Town Counsel. Overlav Districts Mr. Mayerson briefly reviewed progress to date of interagency review of overlay district mapping and text and stated that agreement on changes on Zoning Map #4, including the Country- side Lane cul-de-sac was all that was likely to be ready for submission to Town Meeting in the Spring. It was the Board's decision that this was too little to go forward with at this time and that more overlay district corrections should be accumulated before presentation to Town Meeting. Commuter Rail The members reviewed a draft of a letter dated February 6, 1979 from the Board to MBTA'_s Mr. Eugene K. Skoropowski. The Board discussed its contents and voted unanimously to accept the letter as written, with a copy to be sent to the MVRTA. Bus Routes Board reviewed a rough map of proposed bus routes T136 and T137 received from MBA's Mr. Joseph McDonald. The members felt it proposed confusing and impractical routes and more discussion with Mr. McDonald will be necessary to meet the Town's needs. Space Study - "Excess" Buildings Town Planner reported on discussions with department heads concerning their need for "Excess" buildings, in particular the Prospect Street and Lowell Street schools. He will prepare a draft report summarizing his findings with respect to the two schools for the Board's review, with the object 6 of developing a final report for Town Meeting. Reading Center Dates for informational meetings prior to Town Meeting presentation discussed. Board voted unanimously to place on Article on Town Warrant for Spring Town Meeting to address the READING CENTER PLAN. A draft copy of the plan will be drawn up so it can be circulated and discussed with Board of Public Works, Board of Selectmen and Finance Committee. There being no further business before the Board, the meeting 7-1 was adjourned at 10:30 P.M. Respectfully submitted, C. ;I- Keller Minutes of the Meeting of February 20, 1979. The Planning Board meeting was called to order by Chairman M. O'Brien at 7:45 P.M. with C. Keller, J. Sturm and B. Mitchel present. Correspondence Correspondence was reviewed. Mr. Mayerson discussed zoning proposals in neighboring town of Wilmington to authorize an apartment development on West Street which may have an impact on Reading's water supply and/or sewage disposal. Mr. Mayerson was authorized to send a letter to Town of Wilmington noting Reading's concern and request they send us map and further information following their meeting tomorrow night. Minutes The minutes of February 12, 1979 was accepted as written by a unanimous vote of the Board. Space Study Board reviewed 1st draft of a report on municipal Space Study Recommendations. Lowell Street school site wording was changed from "subsidized housing", etc. to 'subsidized elderly_ housing or use in keeping with adjacent properties'. Several other suggestions were made which Mr. Mayerson will incorporate in a. second draft for the review of the Board.
