League of Women Voters input is to be encouraged..
There being no other buisness before the Board, the meeting
adjourned at 10:45 P.M. until January 2, 1979.

Minutes of the Meeting of January 2, 1979.
The meeting convened at 7:40 P'<M. with Chairman M. O'Brien, C. Keller,
G. Paynter and J. Sturm present.
Correspondence
Mail was reviewed.
Board Membership
Papers from five applicants for Planning Board vacancy have been
received. Board will meet on Monday, January 8, 1979 to interview
applicants and then meet with Board of Selectmen for the formal
selection of the new member.
Commuter Rail
Board is to meet with Eugene Skoropowski of the M.B.T.A. to discuss
rail service'on Thursday, January 25th or the first Thursday there-
after that he is available. Mr. Mayerson is to make the necessary
arrangements and notify other interested municipal officials.
Commuter Parkin Study
Board voted to submit application for Air Quality Projection Program
by unanimous vote.
Current Work Schedule
Staff Work Program dated January 2, 1979 reviewed and discussed.
Schedule strives for:
1) Major Highlights of Reading Center Proposal for Town Meeting;
2) Inventoriesand analysis of the South Main Street study to
present to Town Meeting, but not necessarily including a
finished plan;
3) Recommendation on Town Offices for Town Meeting;
4) A preliminary recommendation on "excess" buildings for
Town Meeting;
5) A budget document by February 1, 1979;
6) Some proposals on Overlay Districts for the Town Meeting warrant
as part of an ongoing and continuing project; and
7) Non-conforming lot proposal for the Town Meeting warrant.
FY '80 Budget
Preliminary list of new and continuing work items for next year
reviewed. Mr. Mayerson was requrested to prepare and submit a full
draft based on comments of the members.
Space Study
Excess Building Inventory List dated January 2, 1979 reviewed
and edited. Community Center Report by Board should include our
recommendation as to use. Reading Center report will cover the
Depot area.
Mr. Mayerson will prepare a °'use" alternative list for the
Incinerator land, the Prospect St. School, the Lowell St. School
and the NIKE site.
Zoning Overlay Districts
Letter to Board of Public Works dated January 2, 1979 advising them
of ongoing study with Conservation to iron out overlay districts
and requesting Superintendent's review of zoning map to identify
presently excluded water channels that should be included approved.
Non-conforming Lots
Draft 3 dated January 2, 1979 reviewed. Mr. Mayerson was requested
to redraft the proposal and set out requisites by paragraph to
make the text more readily understandable.
Reading Center Plan
Review of Initial Analysis-Outline dated December 4, 1978 continued.
Members discussed list of desirable us<es presently excluded. Problem
of inadequate parking and remedial measures discussed, including
revised design of present parking arrangements; requirements on all
new construction; deletion of the present waiver of requirements
within 300 feet in favor of a partial credit only for lots adjacent
to the public parking; the possibilities of a grandfather clause to
encourage retailers to donate an amount to establish additional
parking and/or create "incentives to encourage retailers to join

together to centralize retail parking` and reclamation of some of
commuter parking from the M.B.T.A,. considered unlikely.
The problem at the edges of Districts where uses change but abut were
discussed. The adoption of buffer requirements of walls, trees,
shrubs, etc. to buffer one areaor undesirable situation from an
adjoining lot or area was discussed.
Bus Routes
Members reviewed possibility of
replacing current bus stops at Library
and lay-over area in front of C
ongregational Church, by rerouting
buses #136 and #137 to Railroad
station Depot. Route would use only
right turns from Washington to
High, up Woburn Street to Main Street.
Mr. Mayerson is to discuss and
review idea with Don Dewey and Roger
Louanis and fine-tune the plan.
Zoning - Public Buildings
Public Buildings as defined by
Chapter 22, Section 13A relates to
use by as well as ownership by
the public. While this does not
directly pertain to Zoning, we
should consider a definition or
some other remedial measure for
inclusion in our By-law.
Mr. Mayerson was requested-'to prepare a recommendation for a future
meeting.
