Meeting convened at 7:35 P.M._,
Article 20 - Wetlands Protection District - Main, Pearl and
Franklin Streets - Public Hearing
The Public Hearing was called to >order at 7:35 P.M. The legal
notice was read to the public by C. Keller, Clerk of the Planning
Board. Sixteen (16) citizens were present. The hearing was
recorded.
Presentation of the proposed Zoning Amendment was made by Mr. Thomas
Riley, Chairman of the Conservation Commission. Mr. Roger Louanis:.
spoke in favor of the proposal.. Mr. Downe, consultant to the
Conservation Commission spoke on behalf of the proposal. Mrs."Bar-
bara Boviard, Mrs. Lynn Stasz, Gloria Hultz, Mr. Hultz and Mr.
DeDarrio spoke in favor of the proposal.-Nobody spoke-in opposition.
Hearing adjourned at 8:10 P.M.

Article 20 - Wetlands Protection District - Main, Pearl and
Franklin Streets.
Planning Board voted unanimously to recommend Conservation Commission's
proposed' amendment to the Zoning Map, which was subject matter of
tonight's 7:30 P.M. hearing. Mr. Mayerson was authorized to prepare
and circulate a draft report and recommendation.
Article 21 - Zoning - Summit Towers Drive - Public Hearing
Public Hearing was called to order at 8:30 P.M. Notice of the
hearing was read to the public by C. Keller, Clerk of the Board.
Four (4) persons were present. The hearing was recorded.
Mr. William Dolben presented the proposal. Mrs. Elizabeth Vanessi,
Summer Street, expressed "concern" about the traffic that might be
generated if Summit Towers Drive became the only access road. This
could occur if for any reason the Town of Wakefield in the future
closed or eliminated the other access road on the Wakefield side of
the Summit Towers developemnt.
No others spoke in favor or against the proposal.
The hearing was concluded at 9:05 P.M.
Article 21 - Zoning - Summit Towers Drive
The Board discussed the merits of the proposal as presented at
the Public Hearing. The problem of the vulnerability of the
southerly access through Wakefield was particularly troubling,
especially since the proposed amendment might indirectly affect
its current legal status.
The members decided to refer this problem and its ramifications,
if any, to Town Counsel via Bob Mayerson, who is to report back
to Planning Board prior to a decision on a recommendation.
Articles 14, 15 and 16 - Community Center
The Board read and reviewed draft-report on. Community Center
Alternatives dated November 9, 1978 and draft alternative Con-
clusions and Recommendations, dated November 9, 1978 and dis-
cussed their impact in depth.
The Board edited and voted to accept the Report but not the,
alternative Conclusions and Recommendations. Mr. Mayerson was
requested to reproduce the report for distribution to Town Meeting
members.
