Urban Redevelopment Corp . - Cedar Glen Mr. Mayerson_ reported .on review by Town Counsel of alternatively worded draft reports, in cluding on e incorporating the Board's wish to avoid using the words "blighted open area". Town Counsel felt we should stay with the statutory language. Following a motion the Board voted unanimous approval that we accept the report draft dated October 23, 1978, "Report of Reading Planning Board in Conformance with,Section 6, Chapter 121A, G.L., on the Application of Cedar Glen Associates for Approval of a Project." Original of report with corrected date was signed by the members. Articles 13 & 17 - Mandator Referral Board discussed their Mandatory Referral Article, especially the third sentence of Section 2 concerning reference of proposals which were not on a warrant to the Planning Board and creating a suspensive veto of up to 45 days to allow the Board to make a report and recommendation. A motion was made and seconded and voted unanimously to strike from Section 2 of the Article the sentence beginning with the words "In the event the Planning Board has notmade a prior recommendation..." through the end of that paragraph, ending with the words "or has allowed 45 days to elapse -after such reference without submitting its report." Articles 14, 15 & 16 - Community Center The members reviewed a report of space needs and space available in existing buildings. They discussed the amount of sq. feet per person in office space and Library needs and requested additional information on the latter. The members discussed the pros and cons of renovating the present Town Hall and Library buildings as office meeting space and demolishing the Community Center; or alternatively renovating the Community Center. Discussion was tabled until next week as Board could not come to a decision. Chairman O'Brien strongly suggested that Board reach its final decision on its recommendations for use of Town office space, the Library and the Community Center so the Board can inform Town Meeting. 46 Overlay Districts M. O'Brien reported discussion with Conservation Commission on a program to correct some additional errors in the overlay district mapping. The meeting, having lasted 2 hours, also discussed the adverse reaction by some of the Commission members on portions of the now pending Zoning Map Article, especially the deletion of certain language in the By-laws in preference to using the Map as the ultimate source document. Bob Mayerson will continue detailed discussions with Conservation to help keep our thoughts and theirs in balance. Meeting adjourned at 9:15 P.M. Respectfully submitted,, C. J. Keller Present: M. O'Brien C. Keller J. Sturm November 2, 1978 Article 19 - Non-Conforming Lots - Public Hearing The Public Hearing was called to order at 7:30 P.M. The notice of hearing was read by C. Keller, Clerk-of the Board. The hearing was recorded. The Chairman presented the Article, which had been sponsored' by 11 the Planning Board. Five (5) citizens attended the hearing. Mr. & Mrs..Ellingworth, Mrs. McKenzie of John Carver Road and Gail Wood, Precinct 2,were present and spoke on the issue. There was no opposition to this_ Amendment. The hearing concluded at 7:50 P.M. Article 18-- Zoning Map Redraft - Public Hearing The Hearing was called to order at 8;3O P.M. The notice;of hearing was read by C. Keller, Clerk of the Board.. The hearing was recorded The Chairman explained the Article,, which had been sponsored by the Board. Nancy Anderson, Tom Riley and Patricia Trombley from the Conser- vation Commission were present and spoke briefly. There was no objection to-the proposal.
